ปัญหาและแนวทางการเพิ่มประสิทธิภาพการปฏิบัติงานของเจ้าหน้าที่ด่านศุลกากรมุกดาหาร ภายหลังภาวะการระบาดใหญ่ของโรคติดเชื้อโควิด-19

Abstract

การศึกษานี้ มีวัตถุประสงค์เพื่อศึกษา (1) ปัญหาและอุปสรรคการปฏิบัติงาน ของเจ้าหน้าที่ด่านศุลกากรมุกดาหาร ภายหลังภาวะการระบาดใหญ่ของโรคติดเชื้อโควิด-19 และ (2) แนวทางการเพิ่มประสิทธิภาพการปฏิบัติงานของเจ้าหน้าที่ด่านศุลกากรมุกดาหาร ภายหลังภาวะการระบาดใหญ่ของโรคติดเชื้อโควิด-19การศึกษานี้ ใช้วิธีการวิจัยเชิงคุณภาพ เก็บข้อมูลจากการค้นคว้าเอกสารและ การสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูล จำนวน 11 ราย ซึ่งเลือกแบบเฉพาะเจาะจง จากเจ้าหน้าที่ด่านศุลกากรมุกดาหารที่มีความเชี่ยวชาญและประสบการณ์ในการปฏิบัติงาน และทำการวิเคราะห์ข้อมูลแบบสร้างข้อสรุปและการวิเคราะห์เชิงเนื้อหาผลการศึกษา พบว่า (1) ปัญหาและอุปสรรคการปฏิบัติงานของเจ้าหน้าที่ด่านศุลกากรมุกดาหาร ภายหลังภาวะการระบาดใหญ่ของโรคติดเชื้อโควิด-19 แบ่งออกเป็น 4 ด้าน ได้แก่ 1) ด้านคุณภาพการดำเนินงาน 2) ด้านปริมาณงาน 3) ด้านเวลาดำเนินงาน และ 4) ด้านทรัพยากร และ (2) แนวทางการเพิ่มประสิทธิภาพการปฏิบัติงานของเจ้าหน้าที่ด่านศุลกากรมุกดาหารภายหลังภาวะการระบาดใหญ่ของโรคติดเชื้อโควิด-19 แบ่งออกเป็น 4 ด้านได้แก่ 1) การเพิ่มประสิทธิภาพ ด้านคุณภาพการดำเนินงาน 2) การเพิ่มประสิทธิภาพด้านปริมาณงาน 3) การเพิ่มประสิทธิภาพ ด้านเวลาดำเนินงาน และ 4) การเพิ่มประสิทธิภาพด้านทรัพยากร

This study aimed to study: (1) problems and obstacles in working for Mukdahan Customs House officers after the COVID-19 pandemic crisis and (2) guidelines to improve the efficiency of Mukdahan Customs House officers after the COVID-19 pandemic crisis.This study utilized a qualitative research method. The data collection consisted of document analysis and in-depth interviews with 11 selected participants who are Mukdahan Customs House officers with expertise and experience in their field and the data was analyzed using a thematic analysis approach and content analysis.The study findings revealed that: (1) the problems and obstacles in working for Mukdahan Customs House officers after the COVID-19 pandemic crisis categorized into 4 aspects: 1) quality of work performance, 2) quantity of work, 3) time management, and 4) resource, (2) guidelines to improve the efficiency of Mukdahan Customs House officers after the COVID-19 pandemic crisis consisted of 4 aspects: 1) improving quality of work performance, 2) enhancing work quantity efficiency, 3) improving time management efficiency, and 4) enhancing resource efficiency.
