การพัฒนาทักษะการประชุมทางไกลของบุคลากรสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ทักษะการประชุมทางไกลของบุคลากรสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (2) วิธีการพัฒนาทักษะการประชุมทางไกลของบุคลากรสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานที่มีประสิทธิผล (3) ความสัมพันธ์ระหว่างวิธีการพัฒนาทักษะกับทักษะ การประชุมทางไกลของบุคลากรสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (4) สภาพปัญหาและแนวทางการพัฒนาทักษะการประชุมทางไกลของบุคลากรสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ประชากรที่ใช้ในการวิจัย ได้แก่ บุคลากรจากสำนักงานเขตพื้นที่การศึกษาประถมศึกษา และมัธยมศึกษาสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 225 คน โดยมีกลุ่มตัวอย่างจำนวน 140 คน ใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ เครื่องมือที่ใช้คือ แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าทีและเอฟ โดยการวิเคราะห์ความแปรปรวนทางเดียว การทดสอบสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการเปรียบเทียบพหุคูณด้วยวิธีการของเชฟเฟ ผลการศึกษาพบว่า (1) ทักษะการประชุมทางไกลของบุคลากรสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาพรวมอยู่ในระดับมาก (2) วิธีการพัฒนาที่สามารถใช้ในการพัฒนาทักษะการประชุมทางไกล เพื่อให้สามารถใช้ในการประชุมได้ดีคือ การฝึกอบรม และการพัฒนารายบุคคล อยู่ในระดับมากที่สุด และการพัฒนาโดยการศึกษาอยู่ในระดับมาก (3) วิธีการพัฒนาทักษะโดยการพัฒนาเป็นรายบุคคล วิธีการศึกษา และวิธีการพัฒนาทักษะโดยการฝึกอบรม มีความสัมพันธ์ทางบวกในระดับต่ำกับทักษะการประชุมทางไกลของบุคลากรสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (4) สภาพปัญหาของการพัฒนาทักษะการประชุมทางไกล ได้แก่ บุคลากรที่มีความรู้ความสามารถด้านการประชุมทางไกลมีไม่เพียงพอ บุคลากรที่รับผิดชอบมีการโอนย้ายบ่อยทำให้การทำงานไม่ต่อเนื่อง และแนวทางการพัฒนาทักษะ คือการพัฒนาบุคลากรในการใช้ระบบการประชุมทางไกลอย่างต่อเนื่อง ได้แก่ การจัดประชุมเชิงปฏิบัติการ การเชื่อมต่ออุปกรณ์และมีอุปกรณ์ที่พร้อมสำหรับการปฏิบัติ โดยใช้อุปกรณ์จริงควบคู่กับการสอนของวิทยากร และอบรมพัฒนาทักษะการดูแลบำรุงรักษาอุปกรณ์การประชุมทางไกล

The objectives of this research were to study (1) video conference skills for personnel Office of the Basic Education Commission (2) ways to develop video conference skills for personnel the Office of the Basic Education Commission (3) the relationship between ways to develop and video conference skills for personnel of the Office of the Basic Education Commission (4) problems and development approaches for video conference skills for personnel of the Office of the Basic Education Commission. The population of this study consisted of 225 personnel of the primary and secondary educational service area, from which 140 samples were obtained. Sampling method used random stratified sampling method. Research instruments were a questionnaire and an interview form. Statistics for data analysis were frequency, percentage, mean, standard deviation, t-test, f-test by one-way analysis (ANOVA), Pearson’s Product Moment Correlation Coefficient and multiple comparison test by Scheffe’s method. The results revealed that: (1) video conference skills for personnel of the Office of the Basic Education Commission were at high level. (2) ways to develop video conference skills to be able to efficiently run the good meetings were the training and individual development which were at the highest level and the development by education was at high level The individual development and by education and by training had positive relationship at low level with video conference skills for personnel of the Office of the Basic Education Commission (4) problems of video conference skills development were that skilled personnel regarding video conference personnel was not sufficient, responsible personnel were frequently transferred that caused work discontinuously. Skill development approaches were there should train skilled personnel continuously in terms of organize workshop on the linking video conferencing equipments and the maintenance.
