Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) วัดระดับความคิดเห็นเกี่ยวกับประสิทธิผลการควบคุมผู้ต้องขังของเจ้าพนักงานเรือนจําในเรือนจําและทัณฑสถานจังหวัดนครราชสีมาในสภาพปัจจุบัน (2) ศึกษาปัจจัยที่มีอิทธิพลต่อประสิทธิผลการควบคุมผู้ต้องขังของเจ้าพนักงานเรือนจําในเรือนจําและทัณฑสถาน จังหวัดนครราชสีมา และ (3) ศึกษาข้อคิดเห็นสภาพปัญหาและข้อเสนอแนะตลอดจนแนวทางการพัฒนาประสิทธิผลการควบคุมผู้ต้องขังของเจ้าพนักงานเรือนจําในเรือนจําและทัณฑสถานจังหวัดนครราชสีมา การศึกษาครั้งนี้เป็นการวิจัยเชิงสํารวจ โดยประชากรที่ศึกษาคือ เจ้าพนักงานเรือนจําในเรือนจํา และทัณฑสถานจังหวัดนครราชสีมา จํานวน 6 แห่ง รวม 523 คน กลุ่มตัวอย่างจํานวน 227 คน คํานวณจากสูตรของทาโร ยามาเน่ ที่ระดับความเชื่อมั่น 95% ใช้การสุ่มตัวอย่างสองขั้นตอน คือ แบบชั้นภูมิอย่างเป็นสัดส่วนและแบบง่าย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ ข้อมูลประกอบด้วย การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ถดถอยเชิงพหุ ผลการศึกษาพบว่า (1) ระดับประสิทธิผลของการควบคุมผู้ต้องขังของเจ้าพนักงานเรือนจําใน เรือนจําและทัณฑสถานจังหวัดนครราชสีมาไม่ต่ำกว่าร้อยละ 70 อย่างมีนัยสําคัญทางสถิติที่ระดับ 0.05 (2) ปัจจัยที่มีอิทธิพลต่อประสิทธิผลการควบคุมผู้ต้องขังของเจ้าพนักงานเรือนจําในเรือนจําและทัณฑสถาน จังหวัดนครราชสีมา คือ ปัจจัยด้านทรัพยากรการบริหาร โดยสามารถอธิบายประสิทธิผลได้ร้อยละ 23 และ (3) ปัญหาในการปฏิบัติงานด้านการควบคุมผู้ต้องขังที่พบสูงสุด คือ อัตรากําลังเจ้าพนักงานเรือนจําไม่เพียงพอ กับการควบคุมผู้ต้องขัง ข้อเสนอแนะแนวทางการพัฒนาประสิทธิผลการควบคุมผู้ต้องขังที่ผู้ตอบแบบสอบถาม ระบุสูงสุดคือ การฝึกอบรมและพัฒนาเจ้าพนักงานเรือนจําให้มีความรู้ ความชํานาญ ความเชี่ยวชาญในงานราชทัณฑ์ ซึ่งผู้ศึกษามีข้อเสนอแนะเชิงนโยบายคือ กําหนดยุทธศาสตร์ด้านการพัฒนาเจ้าพนักงานเรือนจํา ให้เป็นผู้มีสมรรถนะสูงและมีจรรยาบรรณ มุงเน้นการใช้คนน้อย แต่มีประสิทธิภาพสูง และกําหนดยุทธศาสตร์ด้านการป้องกันและปราบปรามยาเสพติดและโทรศัพท์มือถือในเรือนจํา/ทัณฑสถานให้เป็นวาระเร่งด่วน เพื่อตัดโอกาสการกระทําผิดของผู้ต้องขัง
This study aimed: (1) to measure opinion level on the effectiveness of control inmates of prison officers in Prisons and Correctional Institution in Nakhon Ratchasima Province in current situation; (2) to study factors influencing the effectiveness of the control inmates of prison officers in Prisons and Correctional Institution in Nakhon Ratchasima Province; and (3) to study opinion, problem and recommendations as well as development guidelines for improving the effectiveness of the control inmates of prison officers in Prisons and Correctional Institution in Nakhon Ratchasima Province. This study was a survey research. Population was 523 prison officers from 6 Prisons and Correctional Institution in Nakhon Ratchasima Province. Samples were 227 prison officers, calculated by using Taro Yamane’s formula at the confident level at 95%. Sampling applied twostage sampling methods: proportional stratified and simple sampling. The research instruments used in data collection was a questionnaire. Data analysis employed statistical analysis such as frequency, percentage, mean, standard deviation, t-test and multiple regression analysis. Research results revealed that: (1) in the overall image of opinion level of effectiveness of the control inmates of prison officers in Prisons and Correctional Institution in Nakhon Ratchasima Province was higher than 70% at a statistical significance level of 0.05; (2) factors influencing the effectiveness of the control inmates of prison officers in Prisons and Correctional Institution in Nakhon Ratchasima Province was administrative resource factor which could explain the dependent variables at 2.3%; and (3) the highest problem of control inmates operational found was insufficient prison officers to control inmates, the highest development approaches recommended for effectiveness of the control inmates which identified by samples was training and development for prison officers to gain much knowledge, expertise in the field of corrections. Author had recommendation in policy approach as follows; formulating strategy on prison officer’s development to the high performance and ethics, emphasizing on fewer manpower but higher efficiency; and formulating an urgent agenda on prevention and suppression strategy on narcotics control and mobile phone use in Prisons and Correctional Institution for incapacitation inmates’ opportunity to commit offences.
