สถานศึกษาขั้นพื้นฐาน สังกัด สำนักงานเขตพื้นที่การศึกษาสมุทรปราการ เขต 1 (2) คุณภาพของผู้เรียนใน
สถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาสมุทรปราการ เขต 1 และ (3) ความสัมพันธ์ของการ
บริหารโดยใช้โรงเรียนเป็นฐานกับคุณภาพของผู้เรียน ในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่
การศึกษาสมุทรปราการ เขต 1
กลุ่มตัวอย่าง คือ ผู้บริหารและครูในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษา
สมุทรปราการเขต 1 ประกอบด้วย ผู้บริหาร จำนวน 46 คน ครูผู้สอน จำนวน 276 คน รวมทั้งสิ้น 322 คน
เครื่องมือที่ใช้เป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้นเอง และแบบรวบรวมข้อมูลจากผลการประเมินคุณภาพการ
ศึกษาของสำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา(องค์การมหาชน) แบบสอบถามมีค่าความ
ตรง .60-1.00 ค่าความเที่ยงเท่ากับ .97 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบน
มาตรฐาน และ ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน
ผลการวิจัยพบว่า (1) ระดับการบริหารโดยใช้โรงเรียนเป็นฐานในสถานศึกษาขั้นพื้นฐาน สังกัด
สำนักงานเขตพื้นที่การศึกษาสมุทรปราการ เขต 1 ในภาพรวมมีระดับการบริหาร อยู่ในระดับมาก (2) คุณภาพของ
ผู้เรียนในสถานศึกษาขั้นพื้นฐาน สังกัด สำนักงานเขตพื้นที่การศึกษาสมุทรปราการ เขต 1 ในภาพรวมและราย
มาตรฐาน มีคุณภาพในระดับดี ทุกมาตรฐาน (3) ความสัมพันธ์ของการบริหารโดยใช้โรงเรียนเป็นฐานกับคุณภาพ
ของผู้เรียนในสถานศึกษาขั้นพื้นฐาน สังกัด สำนักงานเขตพื้นที่การศึกษาสมุทรปราการ เขต 1 ไม่มีความสัมพันธ์
กันที่ระดับนัยสำคัญทางสถิติ .05
The purposes of this research were to: (1) study the level of school-based management in basic education schools under the Office of Samut Prakan Educational Service Area 1; (2) study the learners' quality in basic education schools under the Office of Samut Prakan Educational Service Area 1; and (3) study the relationship of school- based management with learners' quality in basic education schools under the Office of Samut Prakan Educational Service Area 1. The research sample totaling 322 school personnel consisted of 46 administrators and 276 teachers in primary schools under the Office of Samut Prakan Educational Service Area 1. The employed research instruments were a questionnaire developed by the researcher and a data collecting form for collecting data from the results of educational quality assessment by the Office for National Education Standards and Quality Assessment (Public Organization). The questionnaire had validity indices ranging from .60 - 1.00 and .97 reliability coefficient. Statistics used for data analysis were the percentage, mean, standard deviation, and Pearson product-moment correlation coefficient. management in primary schools under the Office of Samut Prakan Educational Service Area 1 was rated at the high level; (2) both the overall and by-standard learners' quality in basic education schools under the Office of Samut Prakan Educational Service Area 1 were at the high level for every standard; and (3) no significant relationship, at the .05 level, was found between school-based management and learners' quality in basic education schools under the Office of Samut Prakan Educational Service Area 1
