Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ข้อมูลพื้นฐานส่วนบุคคลของเจ้าหน้าที่ป่าไม้ 2) ความรู้เกี่ยวกับการปฏิบัติงานด้านการป้องกันและปราบปราม 3) ผลการปฏิบัติงานของเจ้าหน้าที่ป่าไม้ 4) ผลความพึงพอใจ ปัญหา อุปสรรค และข้อเสนอแนะในการปฏิบัติงาน และ 5) การเปรียบเทียบความพึงพอใจตามปัจจัยส่วนบุคคลของเจ้าหน้าที่ป่าไม้ ส่วนยุทธการด้านป้องกันและปราบปราม กรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช กลุ่มที่ให้ข้อมูลมีจำนวน 182 คน โดยเป็นเจ้าหน้าที่ป่าไม้ ส่วนยุทธการด้านป้องกันและปราบปราม สังกัดกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช ที่ปฏิบัติงานในปีงบประมาณ พ.ศ.2561 โดยกลุ่มที่เป็นข้าราชการเป็นการศึกษาจากประชากรทั้งหมด จำนวน 35 คน ส่วนกลุ่มที่เป็นลูกจ้างประจำ และพนักงานราชการ สุ่มตัวอย่างแบบง่าย ได้กลุ่มตัวอย่าง 147 คน เก็บข้อมูลโดยใช้แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา ได้แก่ การแจกแจงความถี่ ค่าเฉลี่ย ค่าสูงสุด ค่าต่ำสุด ค่าเบี่ยงเบนมาตรฐานและค่าร้อยละ และสถิติเชิงอนุมาน ได้แก่ การทดสอบทีและการวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัยพบว่า 1) เจ้าหน้าที่ป่าไม้ส่วนใหญ่เป็นเพศชาย มีอายุเฉลี่ย 45.88 ปี จบการศึกษามัธยมศึกษาตอนปลาย (ม.6) สมรสแล้วและอยู่ด้วยกัน มีภูมิลำเนาอยู่ในพื้นที่ภาคเหนือ มีรายได้เฉลี่ยต่อเดือนเท่ากับ 18,633.77 บาท เป็นพนักงานราชการ และปฏิบัติงานภาคสนาม มีอายุราชการเฉลี่ย 13.23 ปี โดยมีระยะเวลาปฏิบัติงานด้านการป้องกันและปราบปรามเฉลี่ย 13.24 ปี ส่วนใหญ่ปฏิบัติงานในพื้นที่ภาคเหนือ มีภาวะหนี้สินเคยได้รับการฝึกอบรมด้านการป้องกันและปราบปราม และไม่เคยได้รับความดีความชอบ ไม่มีโรคประจำตัวที่เป็นอุปสรรค และไม่มีอาชีพเสริมระหว่างทำงาน 2) ด้านความรู้ของเจ้าหน้าที่พบว่า อยู่ในระดับปานกลาง 3) ด้านผลการปฏิบัติงานพบว่า เจ้าหน้าที่ปฏิบัติงานด้านการลาดตระเวนตรวจปราบปรามมากที่สุด 4) ด้านความพึงพอใจในการปฏิบัติงาน พบว่า อยู่ในระดับปานกลาง สำหรับแนวทางการปรับปรุงการปฏิบัติงานของเจ้าหน้าที่ป่าไม้ควรเร่งปรับปรุงสวัสดิการ สิทธิประโยชน์ และค่าตอบแทนให้เหมาะสม ควรฝึกอบรมให้ความรู้เกี่ยวกับระเบียบกฎหมาย และปรับปรุงคู่มือการปฏิบัติงาน ควรมีการจัดสรรงบประมาณ อัตรากำลัง อุปกรณ์ในการปฏิบัติงานให้มีความเหมาะสมเพียงพอ และนำเทคโนโลยีที่ทันสมัยมาประยุกต์ใช้ตามความเหมาะสม ควรพิจารณาความดีความชอบอย่างโปร่งใสเป็นธรรม รวมทั้งควรพิจารณาโยกย้ายสับเปลี่ยนหมุนเวียนเจ้าหน้าที่ป่าไม้ไปปฏิบัติงานในลักษณะงานด้านอื่นๆ เพื่อให้ได้เรียนรู้ลักษณะงานใหม่ ๆ ที่อาจเป็นการกระตุ้นให้เกิดความกระตือรือร้นในการทำงาน 5) ปัจจัยด้านภูมิลำเนา และลักษณะงานที่ปฏิบัติ มีผลต่อความพึงพอใจในการปฏิบัติงานของเจ้าหน้าที่ป่าไม้ที่ระดับนัยสำคัญทางสถิติ 0.05
The objectives of this research were to study 1) personal information of forest officers; 2) their knowledge concerning protection and suppression; 3) operation results of forest officers; 4) their satisfaction with operations, problems, obstructions and suggestions; and 5) the relationships between personal factors and job satisfaction of forest officers in the Suppression Division, Department of National Parks, Wildlife and Plants Conservation (DNP). The total of 182 informants were forest officers in Suppression Division, DNP, who had been working during the fiscal year 2018, composes of government forest officers, government employees and government staffs. The population of government forest officers, which were 35 ones had been selected. Meanwhile, 147 government employees and government staffs had been randommed as research samples. Data collection had also been conducted by using validated questionnaires. Descriptive statistics, frequency mean, maximum, minimum, standard diviation and percentage were applied for data analysis. Independent t-test and One-Way ANOVA were also used to analyze for the study. The research revealed that, 1) the majority of forest officers were male at the average age of 45.88 years old, with the education level of high school. Most of them were married and were born in the Northern region. Their average monthly income was 18,633.77 Baht. They mostly were government employees and temporary staff who had been working in the field in the north region and had an average of 13.24 years suppression work experience. Most were in debt status and had been trained in suppression. Most of them had never been promoted for higher salary level and did not have personal illness that obstructed their occupations. 2) Mean score of knowledge of forest officers was medium. 3) Most worked as suppression patrol. 4) The mean score for job satisfaction was medium. Recommendations to increase suppression efficiency in the DNP were to improve benefits and welfare for forest officers, including training courses about concerned regulations, forest laws and related laws. The suppression manual should be updated, a greater budget should be allocated, and appropriate technology and necessary equipment should be improved for proper forest officer operations. The DNP should fairly consider the salary promotion and forest officer rotation to receive new experience and knowledge that might motivate their work. 5) Moreover, it was found that the factors of birthplace and job characteristics had a statistically significant effect on job satisfaction of the forest officers (p<0.05).
