Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) การเพิ่มประสิทธิภาพการตรวจสอบบัญชีแสดงรายการทรัพย์สินและหนี้สินของผู้ดํารงตําแหน่งทางการเมืองของสํานักงาน ป.ป.ช.ประจําจังหวัด สําหรับปัจจัยด้านต่าง ๆ (2) ปัญหาและข้อเสนอแนะในการเพิ่มประสิทธิภาพการตรวจสอบ ประชากร คือ เจ้าพนักงานตรวจสอบทรัพย์สิน สํานักงาน ป.ป.ช.ประจําจังหวัดทุกจังหวัด 76 จังหวัด ไม่รวมกรุงเทพมหานคร รวมทั้งสิ้น 211 ราย และใช้เป็นกลุ่มตัวอย่างทั้งหมด เครื่องมือที่ใช้คือแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) การเพิ่มประสิทธิภาพการตรวจสอบบัญชีแสดงรายการทรัพย์สิน และหนี้สินของผู้ดํารงตําแหน่งทางการเมืองของสํานักงาน ป.ป.ช.ประจําจังหวัด สําหรับปัจจัยด้านต่างๆ ในภาพรวม อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน ทุกด้านอยู่ในระดับมากและอันดับสูงสุด คือ ด้านความก้าวหน้าในการทํางาน เมื่อพิจารณาเป็นรายข้อ อันดับสูงสุดของรายข้อของแต่ละด้านอยู่ในระดับมาก ด้านความก้าวหน้าในการทํางาน คือ องค์กรเปิดโอกาสให้ผู้มีความรู้ความสามารถได้เลื่อนตําแหน่งสูงขึ้น ด้านความรู้เกี่ยวกับกระบวนการตรวจสอบบัญชี-แสดงรายการทรัพย์สินและหนี้สิน คือ การวางแผนการปฏิบัติงาน ด้านสภาพแวดล้อมในการทํางาน คือ บรรยากาศในการทํางาน มีความอบอุ่นและเป็นกันเอง ด้านกระบวนการทํางาน คือ มีการมอบหมายงานให้ปฏิบัติงานอย่างมีความยุติธรรม ด้านโครงสร้างองค์กร คือ สายการบังคับบัญชา ไม่มีความซํ้าซ้อน ด้านค่าตอบแทน คือ เงินเดือนที่ได้รับ และด้านการมีส่วนร่วมในการบริหารงานขององค์กร คือ การมีโอกาสแสดงความคิดเห็นและเสนอแนะแนวทางแก้ไขปัญหาวิธีการปฏิบัติงานแก่ผู้บังคับบัญชา (2) ปัญหาและข้อเสนอแนะที่พบมากที่สุด คือการขาดความรู้ความเข้าใจของผู้ยื่นบัญชี และสํานักงาน ป.ป.ช. ประจําจังหวัด ควรให้ความรู้เกี่ยวกับระเบียบ ข้อกฎหมายที่เกี่ยวกับการยื่นบัญชีแสดงรายการทรัพย์สินและหนี้สิน
This independent study had the objectives of (1) to increase in the efficiency of auditing assets and liabilities of political officers of the Province National Anti-Corruption Commission according to different factors, and (2) to identify problems and give suggestions to increase the efficiency. The population was 211 Assets Inspection Officers of National Anti-Corruption Commission offices from 76 provinces excluding Bangkok. The research instrument was the questionnaire. The statistical analyzation tools were percentage, mean, standard deviation and content analysis. The study results are (1) the increasing in the efficiency of auditing assets and liabilities of political officers of the Province National Anti-Corruption Commission according to various factors is in high level. When consider in each aspect, all are in high level and the highest rank is the aspect of career progression. When consider into each item, the items with highest rank of each aspect are in high level In the aspect of career progression, the item with highest rank is the organization gives opportunities to those who have high potential to be promoted to higher position. In the aspect of knowledge about the process of auditing assets and liabilities reports, the operation planning is the highest rank. In the aspect of working environment, the warmth and friendly working environment is the highest rank. In the aspect of working process, the fairly job assignment is the highest rank. In the aspect of organization structure, simplicity of the chain of command is the highest rank. In the aspect of compensation, the earning salary is the highest rank. And in the aspect of participation in organization administration, having opportunity to express opinions and suggestions of problems solving solutions to the commander is the highest rank. (2) The most found problems and suggestion were lack of understanding about the assets and liabilities report of the submitters. So, the Province National Anti-Corruption Commission should provide more descriptions about the regulations and rules according to the assets and liabilities report submission.
