Abstract
การศึกษาค้นคว้าอิสระนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการเป็นองค์กรแห่งการเรียนรู้ของ ฝ่ายกฎหมายธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร (2) เปรียบเทียบการเป็นองค์กรแห่งการเรียนรู้ของฝ่ายกฎหมาย ธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร โดยจำแนกตามปัจจัยส่วนบุคคล และ (3) ศึกษาความสัมพันธ์ของปัจจัยด้านองค์กรกับการเป็นองค์กรแห่งการเรียนรู้ของฝ่ายกฎหมาย ธนาคารเพื่อการเกษตร และสหกรณ์การเกษตร การศึกษาครั้งนี้เป็ นการวิจัยเชิงสำรวจ ประชากรที่ใช้ในการศึกษา คือ พนักงานของฝ่ายกฎหมาย ธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร จำนวนทั้งสิ้น 118 คน กำหนดกลุ่มตัวอย่าง โดยใช้สูตรของ Taro Yamane ได้กลุ่มตัวอย่างจำนวน 91 คน เครื่องมือที่ใช้ คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการทดสอบเปรียบเทียบเป็นรายคู่ตามวิธีของเชฟเฟ่ ผลการศึกษา พบว่า (1) ระดับการเป็นองค์กรแห่งการเรียนรู้ของฝ่ายกฎหมายธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร โดยภาพรวมอยูในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่าด้านพลวัตรแห่งการเรียนรู้ ด้านการปรับเปลี่ยนองค์กร ด้านการเพิ่มอำนาจแก่บุคคล และด้านการจัดการความรู้ มีระดับการเป็นองค์กรแห่งการเรียนรู้อยู่ในระดับมาก ยกเว้น ด้านการประยุกต์ใช้เทคโนโลยีที่มีระดับการเป็นองค์กรแห่งการเรียนรู้อยู่ในระดับมากที่สุด (2) พนักงานที่มีปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ สถานภาพการสมรส ระดับ การศึกษา ที่แตกต่างกันมีความคิดเห็นในการเป็นองค์กรแห่งการเรียนรู้ของฝ่ายกฎหมายธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร ไม่แตกต่างกันแต่บุคลากรที่มีปัจจัยส่วนบุคคล ได้แก่ ตำแหน่งปัจจุบัน ระยะเวลาการทำงาน ระดับรายได้ที่แตกต่างกัน มีความคิดเห็นในการเป็ นองค์กรแห่งการเรียนรู้ของฝ่ายกฎหมายธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร แตกต่างกันอยางมีนัยสำคัญทางสถิติที่ระดับ 0.10 (3) ความสัมพันธ์ของปัจจัยด้านองค์กรกับการเป็นองค์กรแห่งการเรียนรู้ของฝ่ายกฎหมายธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร พบว่า ปัจจัยด้านองค์กร ได้แก่ ปัจจัยด้านภาวะผู้นำปัจจัยด้านวัฒนธรรมองค์กร ปัจจัยด้านวิสัยทัศน์ พันธกิจ และยุทธศาสตร์ ปัจจัยด้านการดำเนินงานด้านการจัดการปัจจัยด้านโครงสร้างองค์กร และปัจจัยด้านการจูงใจ มีความสัมพันธ์กับการเป็นองค์กรแห่งการเรียนรู้ระดับสูงในทุกด้าน
The objectives of this study were 1) to study the level of being a learning organization of Law Division of Bank for Agriculture and Agricultural Co – Operative; 2) to compare being a learning organization of Law Division of Bank for Agriculture and Agricultural Co – Operative, classified by personal factors; and 3) to study relationship between organizational factors and being a learning organization of Law Division of Bank for Agriculture and Agricultural Co – Operative. The population of this survey research consisted of 118 personnel of Law Division of Bank of Agriculture and Agricultural Co-Operative. The sample was 91 personnel, calculated by using Taro Yamane formula. A constructed questionnaire was used as a tool to collect data. The statistics employed for data analysis were percentage, mean, standard deviation. t – test, one-way ANOVA, and pair difference test by Scheffe’s method. The results of the study showed that (1) the level of being a learning organization of Law Division of Bank for Agriculture and Agricultural Co – Operative was overall at a high level. As for each aspect, the dynamics of learning, modification of the enterprise, empowerment of people and knowledge management were at a high level, except information technology, which was at the highest level; (2) different genders, ages, marital status, and levels of education of staff had no different of opinions toward being a learning organization while staffs with different current positions, durations of work, and levels of income had different opinions toward being a learning organization, with a statistical significance at the level of 0.10; and (3) the relationship between organizational factors and being a learning organization of Law Division of Bank for Agriculture and Agricultural Co–Operative revealed that the organizational factors such as leadership, cultural organization, vision, mission and strategy, administration management, organizational structure, and motivation factors were all related to being a learning organization at a high level.
