Abstract
การศึกษาเชิงสำรวจแบบภาคตัดขวางนี้มีวัตถุประสงค์เพื่อศึกษา (1) ลักษณะประชากร ความรู้การรับรู้เกี่ยวกับกองทุนหลักประกันสุขภาพระดับท้องถิ่น แรงจูงใจในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่น (2) ระดับการมีส่วนร่วมของประชาชนในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่นและ (3) ความสัมพันธ์ระหว่างลักษณะประชากร ความรู้ การรับรู้ และแรงจูงใจกับการมีส่วนร่วมของประชาชนในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่น ตำบลวังกระแจะ อำเภอเมืองตราด จังหวัดตราดประชากรที่ใช้ศึกษา คือ ประชาชนทีมีอายุระหว่าง 18-60 ปี ในตำบลวังกระแจะ อำเภอเมืองตราดจังหวัดตราด จำนวน 16,746 คน กลุ่มตัวอย่างจำนวน 345 คน ซึ่งได้มาโดยวิธีการสุ่มอย่างง่าย เก็บข้อมูลโดยใช้แบบสอบถามเกี่ยวกับลักษณะประชากร ความรู้ การรับรู้ แรงจูงใจ และการมีส่วนร่วมของประชาชนในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่น มีความเชื่อมั่นด้านความรู้ KR-20 เท่ากับ 0.72และค่าเฉลี่ยสัมประสิทธิ์แอลฟาของครอนบาค เท่ากับ 0.87 0.86 และ 0.95 ตามลำดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบไคสแควร์และการทดสอบฟิชเชอร์ผลการศึกษาพบว่า (1) กลุ่มตัวอย่างเป็นเพศหญิง คิดเป็นร้อยละ 58.00 อายุเฉลี่ย 38.85 ปี สถานภาพสมรสคิดเป็นร้อยละ 49.60 จบการศึกษาปริญญาตรี คิดเป็นร้อยละ 30.10 อาชีพค้าขาย ธุรกิจ กิจการส่วนตัว คิดเป็นร้อยละ 29.90ส่วนใหญ่ไม่มีบทบาททางสังคม คิดเป็นร้อยละ 77.40 มีระดับความรู้เกี่ยวกับการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่นในระดับสูง มีระดับการรับรู้เกี่ยวกับกองทุนหลักประกันสุขภาพระดับท้องถิ่นในระดับปานกลางและมีแรงจูงใจในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่นในระดับปานกลาง (2) ระดับการมีส่วนร่วมของประชาชนในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่นโดยภาพรวมอยู่ในระดับปานกลางและ (3) ลักษณะประชากร ได้แก่ เพศ อายุ สถานภาพ การศึกษา ไม่มีความสัมพันธ์กับการมีส่วนร่วมของประชาชนในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่น แต่อาชีพและบทบาททางสังคมความสัมพันธ์กับการมีส่วนร่วมของประชาชนในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่น ที่ระดับนัยสำคัญทางสถิติความรู้เกี่ยวกับการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่น การรับรู้เกี่ยวกับกองทุนหลักประกันสุขภาพระดับท้องถิ่นและแรงจูงใจในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่นมีความสัมพันธ์กับการมีส่วนร่วมของประชาชนในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่น ที่ระดับนัยสำคัญทางสถิติ
This cross-sectional survey study aimed to (1) explore population characteristics, knowledge, perceptions, and motivations; (2) determine levels of people’s participation; and (3) examine the relationship between population characteristics, knowledge, perceptions, and motivations and people’s participation, all related to the Local Health Security Fund Operation in Wang Krachae sub-district, Mueang Trat district, Trat province. The study involved a sample of 345 residents randomly selected from Wang Krachae’s 16,746 people aged 18-60 years. Data were collected using a questionnaire on people’s characteristics, knowledge, perceptions, motivations, and participation in the Local Health Security Fund Operation. The questionnaire’s cognitive confidence KR-20 was 0.72 and Cronbach’s alpha coefficients were 0.87, 0.86 and 0.95 respectively. The statistics employed in this study were frequency, percentage, mean, standard deviation, Chi-square test and Fisher’s exact test. The results showed that, among all respondents: (1) 58.0% of them were women with a median age of 38.85 years; 49.60% were married, 30.1% graduated with a bachelor’s degree; 29.9% were traders or had private businesses; and 77.4% had no social roles; they had a high level of knowledge about the Fund operation, a moderate level of perceptions about the Fund, and also a moderate level of motivations for the Fund operation; (2) the overall level of participation in the Fund operation was moderate; and (3) the population characteristics such as gender, age, status and education were not related to people's participation in the Fund operation; nevertheless, occupation and social roles were significantly related to people’s participation in the Fund operation; their knowledge of Fund operation, perceptions about the Fund and the motivations for the Fund operation were also significantly related to people’s participation in the Fund operation
