การบริหารจัดการที่ดีขององค์การบริการส่วนตำบลในจังหวัดเพชรบูรณ์

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาการบริหารงานตามแนวทางของการบริหารจัดการที่ดี 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนและบุคลากรในองค์การบริหารส่วนตำบล ทีมีต่อการบริหารจัดการทีดี และ 3) เพื่อศึกษาข้อเสนอแนะที่มีต่อการบริหารงานตามแนวทางของการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบล กลุ่มตัวอย่างที่ศึกษา คือ ประชาชนในเขตพื้นที่ที่ใช้ในการศึกษา จำนวน 296 คน และ บุคลากรในองค์การบริหารส่วนตำบล จำนวน 104 คน รวมทั้งสิ้น 400 คน เก็บรวบรวบโดยใช้ แบบสอบถามแบบ สถิติที่ใชัในการวิเคราะห์ข้อมูลได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าทีและค่าเอฟ และการวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัยพบว่า 1) ความเห็นของประชาชนและบุคลากรที่มีต่อการบริหารจัดการที่ดี ขององค์การบริหารส่วนตำบลในจังหวัดเพชรบูรณ์ โดยรวมอยู่ในระดับปานกลาง 2) เมื่อเปรียบเทียบความคิดเห็นของประชาชนและบุคลากรขององค์การบริหารส่วนตำบลที่มีต่อการบริหารงานตามแนวทางการบริหารจัดการที่ดี ส่วนใหญ่เห็นว่าองค์การบริหารส่วนตำบลให้ความสำคัญกับด้านหลักการมีส่วนร่วม และควรให้ความสำคัญกับด้านหลักคุณธรรมเพิ่มมากขึ้น 3) ข้อเสนอแนะที่มีต่อการบริหารงานตามแนวทางการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบล กลุ่มของประชาชนเสนอให้เน้นในเรื่องคุณภาพของการบริการให้มากขึ้น และบุคลากรเห็นว่าควรให้ความสำคัญแรงจูงใจของบุคลากรให้มากขึ้นเพราะส่งผลต่อการปฏิบัติงาน

The purposes of this research were :(1) to study the administration by the way of good governance administration (2) to compare the opinion of people and personnels in Tambon Administrative Organization toward good governance administration and (3) to suggest for good governance administration to Tambon Administrative Organization The sample group used in this study was people and personnels in Tambon Administrative Organization in Phetchabun Province. The sample were 296 people in this area and 104 personnels who working in Tambon Administrative Organization by total of 400 samples. The data was collected by the questionnaire which was constructed and developed by the researcher. Then, the data was analyzed by means, percentage, standard deviation, t-test F-test and One-way ANOVA. The research findings were found that : 1) the opinion of people and personnels toward good governance administration of Tambon Administrative Organization were at medium level 2) the comparison of the opinion toward good governance of Tambon Administrative Organization in people and personnels aspect were mostly found that Tambon Administrative Organization should focus on the participation and morality and 3) the suggestion for good governance administration of Tambon Administrative Organization found that people present to focus on the quality of sendees by incremental level which the personnels present focus on the motivation of personnels because of the effecting for working performances.
