Abstract
งานวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความคิดเห็นของประชาชนต่อการบริหารกิจการบ้านเมืองที่ดีของเทศบาลตำบลบ้านถ่อนอำเภอท่าบ่อ จังหวัดหนองคาย (2) เปรียบเทียบความคิดเห็นของประชาชนมีความสัมพันธ์ต่อการบริหารกิจการบ้านเมืองที่ดีของเทศบาลตำบลบ้านถ่อน อำเภอท่าบ่อ จังหวัดหนองคาย โดยจำแนกตามปัจจัยส่วนบุคคล (3) แนวทางการพัฒนาการบริหารกิจการบ้านเมืองที่ดีของเทศบาลเทศบาลตำบลบ้านถ่อน อำเภอท่าบ่อ จังหวัดหนองคาย ประชากรที่ใช้ในการวิจัย คือ ประชาชนในเขตเทศบาลตำบลบ้านถ่อน อำเภอท่าบ่อ จังหวัดหนองคาย จำนวน 7,349 คน ซึ่งใช้การสุ่มตัวอย่างแบบกลุ่มตัวอย่างของทาโร่ ยามาเน่ ได้กลุ่มตัวอย่าง จำนวน 400 คนเก็บข้อมูลโดยใช้แบบสอบถาม ค่าสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ค่าร้อยละ ค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐานทดสอบสมมติฐานโดยการทดสอบ ค่าทีและการวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัยพบว่า (1) ประชาชนมีความคิดเห็นต่อการบริหารกิจการบ้านเมืองที่ดีของเทศบาลตำบลบ้านถ่อน อำเภอท่าบ่อ จังหวัดหนองคาย โดยในภาพรวมอยู่ในระดับปานกลาง และรายด้าน ได้แก่ หลักนิติธรรมหลักคุณธรรมหลักความโปร่งใสหลักการมีส่วนร่วมหลักความรับผิดชอบหลักความคุ้มค่า หลักการจัดการทรัพยากรมนุษย์ หลักการเป็นองค์กรแห่งการเรียนรู้ หลักการบริหารจัดการ และ หลักการ ใช้เทคโนโลยีสารสนเทศและการสื่อสาร ทุกด้านอยู่ในระดับปานกลาง (2) เมื่อเปรียบเทียบปัจจัยส่วน บุคคล ได้แก่ เพศ อายุ ระดับการศึกษา อาชีพ รายได้และระยะเวลาที่อยูในชุมชนไม่่มีแตกต่างหรือความสัมพันธ์ต่อการบริหารกิจการบ้านเมืองที่ดีของเทศบาลตำบลบ้านถ่อน อำเภอท่าบ่อ จังหวัดหนองคาย (3) แนวทางการพัฒนาการบริหารงานตามหลักการบริหารกิจการบ้านเมืองที่ดี มี 3 ประการ ได้แก่ 1. ควรให้พนักงานและเจ้าหน้าที่ของเทศบาลตำบลบ้านถ่อน มีส่วนร่วมในการแสดงความคิดเห็นในการบริหารงานต่าง ๆ ของเทศบาลอย่างทั่วถึง 2. ควรกำหนดเป็นนโยบายและภารกิจที่ชัดเจนในการปรับวิธีการดำเนินงานให้เหมาะสมโดยมุ้งเน้นหลักการบริหารกิจการบ้านเมืองที่ดีมาประยุกต์ใช้ และ 3. ควรพัฒนาบุคลากรให้มีความรู้ความเข้าใจในเรื่องการบริหารกิจการบ้านเมืองที่ดีอย่างทั่วถึง โดยใช้วิธีการเรียนรู้โดยการประชุมเชิงปฏิบัติการ
The purposes of this study were to (1) study the level of public opinion on the good governance administration of Banthon Sub-district Municipality, Tha Bo District, Nongkhai Province(2) compare the public opinion on good governance administration of Banthon Subdistrict Municipality, Tha Bo District, Nongkhai Province classified by personal factors(3) study the appropriate approaches to the development of good governance administration of Banthon Sub-district Municipality, Tha Bo District, Nongkhai Province. Population comprised 7,349 civilians inBanthonSub-district Municipality, Tha Bo District, NongKhai Province, from which 400 samples were obtained. Instrument used wasquestionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation, t test, and One-way Analysis of Variance. The results showed that (1) people’s opinion on good governance administration of Banthon Sub-district Municipality, Tha Bo District, Nongkhai Province, in the overall view and on each aspect were on medium level, (2) when compared the opinion, no differences were found among opinions of those with different personal factors(3) there were 3 approaches to develop good governance administration : 1) the organization should provide opportunities to all employees to participate in the administration 2)clear policies and missions should be defined particularly on the applications of Good Governance Principles to the operation 3)personnel should be trained, via training method of workshop, to have more knowledge and understanding on good governance.
