สมรรถนะของผู้บริหารที่ส่งผลต่อการนิเทศภายในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการนิเทศภายในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1 (2) ศึกษาสมรรถนะของผู้บริหารโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1 (3) ศึกษาความสัมพันธ์ระหว่างสมรรถนะของผู้บริหารกับการนิเทศภายในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอนเขต 1 และ (4) ศึกษาสมรรถนะของผู้บริหารที่ส่งผลต่อการนิเทศภายในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ครูผู้สอนจากโรงเรียนประถมศึกษาในเขตอำเภอเมืองแม่ฮ่องสอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1 จำนวน 191 คน โดยการสุ่มอย่างง่าย เครื่องมือที่ใช้เป็นแบบสอบถามแบบมาตรประมาณค่ามีค่าความเที่ยงเท่ากับ 98 สถิติที่ใช้ ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน และการวิเคราะห์ถดถอยพหุคูณ ผลการวิจัยพบว่า (1) การนิเทศภายในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1 โดยรวมและรายด้านอยู่ในระดับมากเรียงตามลำดับ ทั้งนี้ การนิเทศการบริหารงานบุคคล การนิเทศการบริหารทั่วไป การนิเทศการบริหารงบประมาณ และการนิเทศการบริหารงานวิชาการ (2) สมรรถนะของผู้บริหารโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1 โดยรวมและรายด้านอยู่ในระดับมาก เรียงตามลำดับ ดังนี้ การทำงานเป็นทีม การมุ่งผลสัมฤทธิ์ การพัฒนาตนเอง การพัฒนาศักยภาพบุคลากร การบริการที่ดี การมีวิสัยทัศน์ การวิเคราะห์และสังเคราะห์ และการสื่อสารและการจูงใจ (3) ความสัมพันธ์ระหว่างสมรรถนะของผู้บริหารกับการนิเทศภายในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอนเขต 1 มีความสัมพันธ์ทางบวก และ (4) สมรรถนะของผู้บริหารที่ส่งผลการนิเทศภายในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1 ได้แก่ การสื่อสารและการจูงใจ การบริการที่ดี และการพัฒนาตนเอง

The objectives of this research were (1) to study the level of internal supervision of Primary schools under Mae Hong Son Primary Education Service Area Office 1 ; (2) to study competencies of administrators of Primary schools under Mae Hong Son Primary Education Service Area Office 1 ; (3) to study the relationship between competencies of administrators and the level of internal supervision of the primary schools under the Mae Hong Son primary educational area office 1 ; and 4) to study competencies of administrators effecting internal supervision of primary schools under Mae Hong Son Son Primary Education Service Area Office 1. The research sample consisted of 191 teachers in Primary schools under Mae Hong Son Primary Education Service Area Office 1, obtained by simple random sampling. The employed research instrument was a rating scale questionnaire with reliability coefficient of .98. Statistics employed for data analysis were the percentage, mean, standard deviation, and multiple regression analysis. The research found that (1) the overall and by-aspect level of internal supervision of primary schools under Mae Hong Son Primary Education Service Area Office 1 were rated at the high level; the specific aspects of academic administration could be ranked based on their rating means as follows: personnel administration supervision; general administration supervision; budget administration supervision ;and academic administration supervision; (2) the overall and by-aspect competencies of administrators of Primary schools under Mae Hong Son Primary Education Service Area Office 1 were rated at the high level; the specific aspects of competencies of administrators could be ranked based on their rating means as follows: Teamwork; achievement; personal development; human resource development; good service ;vision analysis and synthesis; communication and motivation; (3) relationship between competencies of administrators and the level of internal supervision of the primary schools under the Mae Hong Son primary educational area office 1 had the positive relationship ; (4) competencies of administrators Effecting internal supervision of Primary schools under Mae Hong Son Primary Education Service Area Office 1 were the following: the Good service (X2);the communication and motivation (X6); and the personal development (X3); the regression equation for prediction of academic administration was as shown below.
