Abstract
การศึกษาค้นคว้าอิสระครั้งนี้มีวัตถุประสงค์ 1) เพื่อวิเคราะห์กระบวนการการมีส่วนร่วมของประชาชนและสมาชิกในการดำเนินงานกองทุนสวัสดิการชุมชนเทศบาลนครนนทบุรีต่อความสอดคล้องกับความต้องการของประชาชนและสมาชิกในชุมชน และ 2) เพื่อหาแนวทางในการส่งเสริมการมีส่วนร่วมของประชาชนและสมาชิกต่อการดำเนินงานกองทุนสวัสดิการชุมชน เทศบาลนครนนทบุรี การศึกษานี้เป็นการศึกษาวิจัยเชิงคุณภาพประชากรที่ใช้ในการศึกษา คือ ผู้ที่เกี่ยวข้อง กับกองทุนสวัสดิการชุมชนเทศบาลนครนนทบุรี โดยมีกลุ่มผู้ให้ข้อมูลสำคัญ จำนวนทั้งสิ้น 15 คน ประกอบด้วย ผู้บริหารและหัวหน้าส่วนราชการเทศบาลนครนนทบุรี ประธาน คณะกรรมการ และ สมาชิกกองทุนสวัสดิการชุมชนเทศบาลนครนนทบุรีรวมถึงประชาชนที่อาศัยหรือทำงาน ณ ชุมชนในเขตเทศบาลนครนนทบุรี-โดยใช้วิธีการสัมภาษณ์เชิงลึกและการสนทนากลุ่ม ผลการศึกษาพบว่า (1) ประชาชนและสมาชิกมีส่วนร่วมในการรับทราบข้อมูลข่าวสารทั่วไปของกองทุนสวัสดิการชุมชนเทศบาลนครนนทบุรี คือมีส่วนร่วมในกระบวนการวางแผน ส่วนกระบวนการร่วมปฏิบัติและการจัดสรรผลประโยชน์จะมีเพียงในส่วนของสมาชิกที่เป็นผู้มีส่วนได้ส่วนเสียเข้ามามีส่วนร่วม ทั้งนี้สมาชิกจะยังไม่มีส่วนร่วมในกระบวนการร่วมติดตามประเมินผลตราบใดที่สมาชิกยังคงได้รับเงินสวัสดิการตามระเบียบอย่างไรก็ตามเรื่องผลประโยชน์ของกองทุนยังไม่สอดคล้องกบความต้องการของประชาชนและสมาชิกเท่าที่ควร (2) แนวทางการส่งเสริมการมีส่วนร่วมของประชาชนและสมาชิกต่อการด าเนินงานกองทุนสวัสดิการชุมชน ได้แก่การประชาสัมพันธ์เชิงรุก จัดประชุมประชาคม และอบรมให้ความรู้ เพิ่มภาคีเครือข่าย จัดทำเกณฑ์วัดผลการดำเนินงานแบบมีส่วนร่วมผู้บริหารต้องมีส่วนร่วมและสนับสนุนทุกด้าน ตลอดจนประเมินความคิดเห็นของประชาชน เพื่อส่งเสริมให้ประชาชนมีส่วนร่วมในทุกกระบวนการการมีส่วนร่วมและสอดคล้องกบความต้องการของประชาชน
The purposes of this study were 1) to analyze the process of participation of the people and members in the operation of the Nonthaburi Municipality Community Welfare Fund to align with their needs and 2) to recommend the development guidelines to encourage participation of the people and members in the operation of the Nonthaburi Municipality Community Welfare Fund. This study was a qualitative research. The key performants of this study was 15 people who involved in the Nonthaburi Municipality Community Welfare Fund consisting of Municipal Administrators and Director of Department including Chairman, committee and members of the Nonthaburi Municipality Community Welfare Fund and people who living or working for the community within Nonthaburi Municipality by in-depth interview and focus group. The results of this study revealed that (1) the citizens and members of the fund participated in the process of general planning which was receiving general information of the Nonthaburi Municipality Community Welfare
