Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษากระบวนการจัดการซัพพลายเชนชอง อ.ส.ค. เฉพาะผลิตภัณฑ์นม ยู.เอช.ที. 2) เพื่อศึกษาข้อคิดเห็นของซัพพลายเออร์ที่มีต่อฝ่ายผลิตเกี่ยวกับการส่งมอบและคุณภาพบริการ 3) เพื่อศึกษาข้อคิดเห็นของฝ่ายผลิตที่มีต่อชัพพลายเออร์ เกี่ยวกับการส่งมอบและคุณภาพบริการ 4) เพื่อศึกษาความคิดเห็นของผู้จำหน่ายที่มีต่อฝ่ายผลิตเกี่ยวกับการส่งมอบ และคุณภาพบริการการวิจัยเซิงสำรวจนี้ กลุ่มตัวอย่างที่ใช้ในการวิจัย เป็นซัพพลายเออร์หรือผู้คัดส่งน้ำนมดิบของ องค์การส่งเสริมกิจการโคนมแห่งประเทศไทย (อ.ส.ค.) จำนวน 40 ราย. พนักงานของ อ.ส.ค. ระดับปฎิบัติการจำนวน 110 ราย และผู้จำหน่ายผลตภัณฑ์นมของ อ.ส.ค. จำนวน 43 ราย ตามรายชี่อเฉพาะของกลุ่มตัวอย่างทั้ง 3 กลุ่ม แบบสอบถามแยกตามกลุ่มกิจกรรมของกลุ่มตัวอย่าง ชื่งแบบมาตรประมาณค่าเป็นข้อคิดเห็นเกี่ยวกับการส่งมอบและคุณภาพบริการที่ผู้วิจัยสร้างขึ้นมีค่าความเชื่อมั่น เท่ากับ 0.69, 0.86 และ 0.85 ตามลำดับ สถิติที่ใช้ในการวิจัยได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน โดยใช้โปรแกรมคอมพิวเตอร์สำเร็จรูป และสัมภาษณ์เซิงลึกผู้บริหาร อ.ส.ค. เกี่ยวกับนโยบายและผลของกระบวนการจัดการชัพพลายเชนของ อ.ส.ค. ผลการวิจัยพบว่า (1) อ.ส.ค. ทำสัญญาขึ้อขายและรับน้ำนมดิบจากสหกรณ์โคนมเข้าสู่การผลิตผลิตภัณฑ์นม ยู.เอช.ที. และอื่นๆ และเก็บในคลังสินค้า โดยมีอัตราหมุนเวียนสินค้า ปี 2546 เป็นเวลา 54.97 วัน/รอบ อ.ส.ค. เก็บรักษาในคลังสินค้าและเช่าพื้นที่ภายนอก สามารถส่งมอบผลิตกัณฑ์นม ยู.เอช.ที. ได้เฉลี่ย 44 ชั่วโมง อย่างทันเวลาและครบจำนวนโดยมีระดับการบริการร้อยละ 85-95 มีค่าใช้จ่ายเฉลี่ยร้อยละ 1.88 - 5.24 ของมูลค่าผลิตภัณฑ์ (2) ชัพพลายเออร์มีความเชื่อมั่นต่อ อ.ส.ค. ในขั้นตอนการตรวจคุณภาพน้ำนมดิบการชำระเงินค่าน้ำนมดิบ ส่วนการบริการยังมีความล่าช้าในขั้นตอนตรวจคุณภาพน้ำนมดิบ (3) พนักงานของฝ่ายผลิตหรือ อ.ส.ค. มีความเห็นว่าชัพพลายเออร์ที่สามารถส่งมอบวัตถุดิบและบริการที่ดีต้องมีความน่าเชื่อถือในคุณภาพวัตถุดิบ และควรมีการวางแผนการจัดส่งวัตถุดิบร่วมกัน (4) ผู้จำหน่ายสามารถกระจายสินค้าได้ภายใน 1-4 วัน ซื้อขายเป็นเงินสด มีต้นทุนขนส่งเฉลี่ยร้อยละ 0.32-7 การตั้งราคาขายส่วนใหญ่บวกจากต้นทุนขนส่ง โดยมีความเห็นด้านคุณภาพและการบริการว่า อ.ส.ค. ควรปรับปรุงระบบงาน และพนักงานให้สอดคล้องกับกลยุทธ์การตลาดเชิงรุก
The subjects of this study are (1) supply chain management especially of UHT Milk, in Dairy Farming Organization of Thailand (D.P.O.). (2) Suppliers’ attitudes to producers delivery and service quality, (3) Producers’ attitudes to suppliers about the same, and (4) the attitude of distributors. Questionnaires were used to collect the data. Percentage, mean and standard deviation via SPSS were employed to analyze the data, while they were in depth interviews with the D.P.O. executive. It was found that (1) D.p.o. inventory turnover was lower than the milk industry average : เท 2003, there are 54.97 days per cycle. D.p.o. stores product in warehouses and public warehouse, and transports to distributor in 44 hours. Service levels were 85-95%, mean costs of transportation mean were 1.88-5.25 % of product value. (2) Suppliers have mean costs of transportation at 350 baht per ton. They were trusting about quality control and payment, but there were delays. (3) Employees’ attitudes were their suppliers must supply quality raw materials’ while there should be join planning of raw material deliveries. (4) Distribution process was 1-4 days per cycle, with transportation costs due raging 0.32 - 7.00 %. Distributors thought D.p.o. should adjust working process and staff for an aggressive marketing strategy. Recommendation D.p.o should have cleave plans of activity with suppliers and distributors, operating results should be should with suppliers and distributors as stakeholders in the dairy industry. Mean while, there should he other milk products made beside UHT.
