Abstract
การวิจัยนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการมีส่วนร่วมของเกษตรกรในการบริหารโครงการ นาแปลงใหญ่ กลุ่มเกษตรกรนาแปลงใหญ่จังหวัดชัยนาท (2) ศึกษาปัจจัยที่มีอิทธิพลต่อการมีส่วนร่วมของ เกษตรกรในการบริหารโครงการนาแปลงใหญ่ กลุ่มเกษตรกรนาแปลงใหญ่จังหวัดชัยนาท (3) เสนอแนะแนวทาง
ในการสร้างการมีส่วนร่วมของเกษตรกรในการบริหารโครงการนาแปลงใหญ่จังหวัดชัยนาท การวิจัยนี้เป็นการวิจัยเชิงสำรวจ กลุ่มตัวอย่าง คือ ตัวแทนเกษตรกรจากกลุ่มนาแปลงใหญ่ในจังหวัดชัยนาท ทั้งหมด 8 กลุ่ม ได้กลุ่มตัวอย่างจำนวน 278 คน จากประชากรทั้งหมด 903 คน กำหนดขนาดกลุ่มตัวอย่างตามสูตรของทาโร ยามาเน่ เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ คือ
การทดสอบ ค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์การถดถอยเชิงพหุ ผลการวิจัย พบว่า (1) ระดับการมีส่วนร่วมของเกษตรกรในการบริหารโครงการนาแปลงใหญ่จังหวัดชัยนาท แต่ละกลุ่มมีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 โดยพบว่ากลุ่มนาแปลงใหญ่ บ้านทับใต้ มีระดับการมีส่วนร่วมมากที่สุด และ ประสิทธิผลของการมีส่วนร่วมทาให้โครงการนาแปลงใหญ่
จังหวัดชัยนาท ประสบผลสำเร็จมากกว่า ร้อยละ 80 (2) ปัจจัยที่มีอิทธิพลต่อประสิทธิผลการมีส่วนร่วมของเกษตรกรนาแปลงใหญ่ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ได้แก่ ปัจจัยด้านธรรมาภิบาล ปัจจัยส่วนบุคคลและปัจจัยภาวะผู้นำ (3) เสนอแนวทางการพัฒนากลุ่มนาแปลงใหญ่จังหวัดชัยนาท ในการบริหารงานของ
คณะกรรมการเพื่อให้เกิดการมีส่วนร่วมจากสมาชิก โดยแบ่งออกเป็น 3 ด้าน ดังนี้ 1) ด้านธรรมาภิบาล
คณะกรรมการต้องดำเนินงานด้วยความโปร่งใส สมาชิกสามารถตรวจสอบได้ และคำนึงถึงประโยชน์ส่วนร่วม
เป็นหลัก 2) ด้านปัจจัยส่วนบุคคล คณะกรรมการต้องทราบถึงความพร้อม ความต้องการ ของสมาชิก เพื่อให้การ
จัดกิจกรรมเป็นไปตามความต้องการและความพร้อมของสมาชิกในด้านต่างๆ เช่น เวลาว่างจากงานหลักความต้องการเรียนรู้ในเรื่องต่างๆ 3) ด้านภาวะผู้นำ คณะกรรมการต้องมีการประชุมหารือกับสมาชิก และเน้นการทำงานตอบสนองต่อความต้องการของสมาชิก มีเป้าหมายการทำงานที่ชัดเจน สร้างความเชื่อมั่นให้กับ ผู้ตาม และสามารถกระตุ้นให้สมาชิกได้แสดงความคิดเห็น และรวมความคิดเห็นให้เป็นแนวทางในการ ดำเนินงาน
The research aimed to (1) study level of farmers’ participation in managing of large rice field project in Chainat Province, (2) study factors affecting farmers’ participation in managing of large rice field project in Chainat Province, and (3) recommend approaches to promote farmers’ participation in managing of large rice field project in Chainat Province. This research was a survey research. Samples of this research were 278 representatives of 8 groups of large rice field project, whose total number is 903 members. The sample size was calculated by using Taro Yamane formula. A questionnaire was the research tool. The statistics for data analysis employed t-test, One-way ANOVA, and Multiple Linear Regression. The results revealed that (1) level of farmers’ participation in managing each large rice field project in Chainat Province found different with statistical significance at 0.05 level. Ban Tub Tai group showed level of participation at the highest mean and the percentage of farmers’ participation effectiveness in managing large rice field was higher than 80 (2) The factors that influence the effectiveness of participation in the management of large rice field project with statistical significance at 0.05 are good governance factor, personal factor, and leadership factor. (3) Approaches to promoting farmers’ participation in managing of large rice field project in Chainat Province for the committee were categorized into 3 aspects as follows; 1) good governance aspect: the committee should operate based on transparency, allow inspection, and adhere to public benefit principle. 2) personal aspect: the committee should realize the readiness and demands of member in order to organize activities in compliance with the readiness and demand, for example, break, learning activities. 3) leadership aspect: the committee must arrange the meeting to discuss with the members and focus on responding to the demands of members, having the exact goal of work, build reliability to the followers, to be able to stimulate members to voice their opinions, and to brainstorm people for the operating pathway.
