Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา(1) ปัญหาเกี่ยวกับการบริหารจัดการด้านการวางแผนของสำนักงานเขตพื้นที่การศึกษาอุตรดิตถ์เขต 1 (2) การพัฒนาขีดความสามารถในการบริหารจัดการด้านการวางแผนของสำนักงานเขตพื้นที่การศึกษาอุตรดิตถ์เขต 1 และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาขีดความสามารถในการบริหารจัดการด้านการวางแผนของสำนักงานเขตพื้นที่การศึกษาอุตรดิตถ์เขต 1 ประสบผลสำเร็จการศึกษานี้เป็นการวิจัยเชิงสำรวจโดยใช้แบบสอบถามซึ่งผ่านการทดสอบรวมทั้งการหาค่าความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.91 สำหรับกลุ่มตัวอย่างคือผู้บริหารสถานศึกษาและครูผู้สอนในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาอุดรดิตถ์ เขต 1 รวม 1,046 คนเก็บรวบรวมแบบสอบถามคืนมาได้ 994 ชุด คิดเป็นร้อยละ 90.25 ของกสุ่มตัวอย่างทั้งหมด สำหรับสถิติที่ใช้ในการวิเคราะห์คือค่าร้อยละค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐานและการทดสอบค่าที นอกจากนี้ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วยผลการศึกษาพบว่า (1) ปัญหาที่สำคัญคือสำนักงานเขตพื้นที่การศึกษาอุดรดิตค์เขต 1 เปิดโอกาสให้บุคคลภายนอกเข้ามามีส่วนร่วมในการวางแผนของสถานศึกษาไม่มากเท่าที่ควร (2) การพัฒนาขีดความสามารถในการบริหารจัดการด้านการวางแผนที่สำคัญ คือ สำนักงานเขตพื้นที่การศึกษาอุตรติตถ์เขต 1 ควรกำหนดมาตรการที่ชัดเจนเพื่อเปิดโอกาสให้บุคคลภายนอก เช่น กรรมการสถานศึกษา เข้ามามีส่วนร่วมในการวางแผนของสถานศึกษา และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาขีดความสามารถในการบริหารจัดการด้านการวางแผนประสบผลสำเร็จ ที่สำคัญคือ การมีภาวะผู้นำของผู้บริหารควบคู่ไปกับการได้รับการยอมรับด้านการวางแผนจากประชาชน
The main purposes of this study were to study (1) problems of management administration capabilities with regard to planning of the office of Uttaradit Educational Service Area 1, (2) the development of management administration capabilities with regard to planning of the office of Uttaradit Educational Service Area I, and (3) factors that played the important parts of the success of the development of management administration capabilities with regard to planning of the office of Uttaradit Educational Service Area 1. This study was a survey research using questionnaires with validity tested and 0.91 reliability level. Samples of 1,046 were the executives and teachers of the Office of Uttaradit Educational Service Area 1. 994 or 90.25% of questionnaires were retrieved. Statistical tools employed were percentage, mean, standard deviation, and t-test. Also, in-dept interview of experts was applied. The study results found that (I) the important problem was the Office of Uttaradit Educational Service Area I did not open enough opportunities for external persons to participate in the school planning; (2) the major development of management administration capabilities with regard to planning was the Office of Uttaradit Educational Service Area 1 should set explicit measures of opening widely opportunities for the external persons, such as the School Committee, to participate in school planning; and (3) the important factor that played important parts of the success of the development of management administration capabilities with regard to planning was the leadership of the executives together with popular acceptance of the plan.
