Abstract
การวิจัยมีวัตถุประสงค์ เพื่อศึกษา 1) สภาพพื้นฐานทางเศรษฐกิจและสังคมของบุคลากรกรมพัฒนาที่ดิน 2) ความรู้และความคิดเห็นเกี่ยวกับการพัฒนากรมพัฒนาที่ดิน 3) การมีส่วนร่วมในการดำเนินงานตามหลักการพัฒนาคุณภาพการบริหารจัดการภาครัฐ 4) ความต้องการการส่งเสริมการมีส่วนร่วมในการพัฒนากรมพัฒนาที่ดินตามหลักการพัฒนาคุณภาพการบริหารจัดการภาครัฐ ผลการศึกษาพบว่า 1) บุคลากรกรมพัฒนาที่ดิน ส่วนใหญ่เป็นเพศหญิง อายุเฉลี่ย 42.26 ปี ส่วนใหญ่จบการศึกษาระดับปริญญาโท เป็นข้าราชการประเภทวิชาการชำนาญการพิเศษ มีระยะเวลาการปฏิบัติงานเฉลี่ย 13.59 ปี ส่วนใหญ่มีประสบการณ์และได้รับความรู้จากแหล่งความรู้เกี่ยวกับการพัฒนาคุณภาพการบริหารจัดการภาครัฐจากเว็บไซต์กรมพัฒนาที่ดิน และส่วนใหญ่ไม่เป็นคณะกรรมการ/คณะทำงานในการดำเนินงานตามหลักการพัฒนาคุณภาพการบริหารจัดการภาครัฐ 2) บุคลากรส่วนใหญ่มีความรู้อยู่ในระดับมากที่สุด ทั้ง 7 ด้านได้แก่ ด้านการนำองค์การ ด้านการวางแผนเชิงยุทธศาสตร์ ด้านผู้รับบริการและผู้มีส่วนได้ส่วนเสีย ด้านการวัดการวิเคราะห์และการจัดการความรู้ ด้านบุคลาการ ด้านการปฏิบัติการ และด้านผลลัพธ์การดำเนินการและพบวาบุคลากรมีความคิดเห็นด้านข้อดีของการพัฒนาคุณภาพการบริหารจัดการภาครัฐ ภาพรวมอยูในระดับมาก ส่วนด้านข้อเสียพบว่า บุคลากรมีความคิดเห็นภาพรวมอยูในระดับปานกลาง 3) ส่วนใหญ่มีส่วนร่วมอยูในระดับมาก โดยอันดับที่ 1 คือการรับประโยชน์ประเด็นกระบวนการท างานมีประสิทธิภาพมากขึ้น รองลงมา คือ การประเมินผลประเด็นการแสดงความคิดเก็นในการประเมินผลการปฏิบัติงาน การดำเนินกิจกรรมประเด็นเป็นคณะกรรมการ/คณะทำงาน การวิเคราะห์ปัญหาและสถานการณ์เพื่อกำหนดแนวทาง ประเด็นการเสนอปัญหาโครงการกิจกรรมต่างๆ ที่จะนำมาพัฒนาเพื่อบรรลุเป้าหมายขององค์กร ส่วนอันดับสุดท้าย คือ การวางแผนดำเนินงาน ประเด็นกำหนดวิธีการ 4) ความต้องการการส่งเสริมการมีส่วนร่วม ภาพรวมอยู่ในระดับมาก โดยด้านผู้ส่งเสริม คือบุคลากรต้องการให้ผู้บังคับบัญชาเป็นผู้ส่งเสริมรองลงมา คือ บุคลากรทุกคนในองค์การควรได้รับการส่งเสริมโดยเนื้อหาในการส่งเสริม คือ ด้านประโยชน์ของการพัฒนาคุณภาพการบริหารจัดการภาครัฐต่อเจ้าหน้าที่ปฏิบัติงาน และการเพิ่มประสิทธิภาพการปฏิบัติงานให้สอดคล้องกับเกณฑ์การพัฒนาคุณภาพการบริหารจัดการ ส่วนด้านช่องทางการส่งเสริม ต้องการจากสื่อกลุ่ม การประชุม/อบรมเชิงปฏิบัติการแบบออนไลน์
The objectives of this research were to study 1) basic economic and social conditions of the personnel of the department of land development 2) knowledge and opinion about the development of the department of land development 3) participation in the operations based on public sector management quality award principles 4) extension requirements for the participation in developing the department of land development according to public sector management quality award principles. The population of this study was 3,118 personnel who worked at the department of land development. The sample size of 149 persons was determined by using Taro Yamane formula and stratified sampling method. Tool used in data collection was questionnaires. Data were analyzed by using descriptive statistics i.e. frequency, minimum value, maximum value, percentage, mean, standard deviation and ranking. The results showed that 1) most of the personnel were female with the average age of 42.26 years and graduated with a master’s degree. They were civil servants and held the title of senior professional level. Their average number of years of working was 13.59 years. Most of them had experience and gained knowledge about public sector management quality award from the department of land development’s website. Majority of them were not committees/working group in the operation based on public sector management quality award principles. 2) Most of the personnel obtained knowledge at highest level in all 7 aspects i.e. leadership, strategic planning, customers and stakeholders, measurement, analysis and knowledge management, personnel, operation, and operational results. The personnel’s opinion about the advantage of public sector management quality award was at high level while the disadvantage, overall, was at moderate level. 3) Most of them participated at high level. The first order was the receiving of benefit in regard to more effective working process. Second to that was the evaluation on the aspect of the opinion expression in performance evaluation, activity operation, committees/working group, problem and situation analysis to determine the guidelines, the proposal of problems regarding activity project which would lead to the goal achievement of the organization. For the last order, it was the operational planning in regard to method determination. 4) The extension requirement for participation, overall, was at high level. For the extension personnel, they wanted their supervisors to be their extension personnel. Second to that was that everyone in the organization should receive the extension. The content of the extension would be the advantages of public sector management quality award towards the operation of the officers and the increase of operational efficiency in compliance with the quality management development criteria. In regard to the extension channel, they wanted to receive it from group media and online operational meeting/workshop.
