Abstract
การวิจัยนี้วัตถุประสงค์เพื่อศึกษา 1) สภาพพื้นฐานทางสังคม เศรษฐกิจ ของเกษตรกร 2) ความรู้เกี่ยวกับข้อกำหนด/หลักเกณฑ์การผลิตผ้าไหมตามมาตรฐานตรานกยูงพระราชทาน 3) ความต้องการการส่งเสริมการผลิตผ้าไหมไทยตรานกยูงพระราชทาน 4) ปัญหาในการส่งเสริมการผลิตผ้าไหมตรานกยูงพระราชทาน ประชากรที่ศึกษา คือ เกษตรกรที่เป็นสมาชิกผู้ผลิตผ้าไหมไทยตรานกยูงพระราชทาน ที่ยื่นคำขอการรับรองและการตรวจประเมินมาตรฐานผลิตภัณฑ์ผ้าไหมไทย ปีงบประมาณ 2564 จังหวัดสุรินทร์ จำนวน 1,010 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร ยามาเน ที่ระดับความคลาดเคลื่อน 0.08 ได้จำนวนกลุ่มตัวอย่าง 136 คน โดยวิธีการสุ่มแบบง่าย เครื่องมือที่ใช้เก็บข้อมูลคือแบบสัมภาษณ์ วิเคราะห์ข้อมูลด้วย ค่าความถี่ ร้อยละ ค่าต่ำสุด ค่าสูงสุด ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการจัดอันดับ ผลการศึกษา พบว่า 1) เกษตรกรร้อยละ 94.1 เป็นเพศหญิง อายุเฉลี่ย 52.21 ปี ร้อยละ 57.4 จบการศึกษาระดับประถมศึกษา จำนวนสมาชิกในครัวเรือน เฉลี่ย 3.98 คน ประสบการณ์ในการประกอบอาชีพหม่อนไหม เฉลี่ย 18.61 ปี ได้รับการฝึกอบรม เฉลี่ย 1.83 ครั้ง จำนวนแรงงานด้านหม่อนไหมเฉลี่ย 1.46 คน รายได้ภาคการเกษตร เฉลี่ย 90,244.72 บาทต่อปี และรายได้จากการประกอบอาชีพหม่อนไหม เฉลี่ย 39,029.41 บาทต่อปี 2) เกษตรกรมีความรู้เกี่ยวกับข้อกำหนด/หลักเกณฑ์การผลิตผ้าไหมตามมาตรฐานตรานกยูงพระราชทานในระดับมาก ส่วนข้อกำหนดที่เกษตรกรมีความรู้น้อย คือ ประเด็นเรื่องความสม่ำเสมอของสี และความสม่ำเสมอของลวดลายผ้า 3) เกษตรกรมีปัญหาในการส่งเสริมการผลิตผ้าไหมไทยตรานกยูงพระราชทานภาพรวมในระดับปานกลาง โดยมีปัญหาระดับมาก 1 ประเด็น ได้แก่ ด้านการสนับสนุน และปัญหาระดับปานกลาง 2 ประเด็น คือ ด้านความรู้ และด้านวิธีการส่งเสริม 4) ในภาพรวมเกษตรกรมีความต้องการด้านวิธีการส่งเสริมแบบกลุ่มในระดับมาก ความต้องการด้านความรู้ในระดับมาก 6 ประเด็น คือ ด้านการฟอกและการย้อมสี ด้านการออกแบบลวดลายและการมัดหมี่ ด้านการทอ ด้านการสาวไหม ด้านการปลูกหม่อนเลี้ยงไหม และด้านการจำหน่าย/ช่องทางการตลาด เกษตรกรมีความต้องการด้านการสนับสนุนในระดับมาก 2 ประเด็น คือ ด้านปัจจัยการผลิต และด้านแหล่งเงินทุน
The objectives of this research were to study 1) basic social and economic conditions of farmers; 2) knowledge about terms/regulations in silk production according to The Royal Peacock Logo; 3) extension needs in producing The Royal Peacock Logo; and 4) problems of the extension of The Royal Peacock Logo production. A total of 1,010 farmers were members of The Royal Peacock Logo production. Farmers had already requested the certification and standard evaluation for Thai silk production in the fiscal year 2021 in Surin province. The sample size of 136 was calculated using Taro Yamane formula with an error value of 0.08. A simple random sampling method was applied with interviews as a tool for data collection. The information gathered was analyzed using frequency, percentage, minimum value, maximum value, mean, standard deviation, and ranking. The results of the study were summarized below. 1) data revealed that 94.1% of farmers were female with an average age of 52.21 years old, 57.4% completed primary school education, and had an average household member of 3.98. The average experience in sericulture was 18.61 years while the average labor was 1.46 people. The respondents earned an average income of 90,244.72 Baht/year from the agricultural sector and had a mean income of 39,029.41 Baht/year from sericulture. 2) the farmers had high knowledge of the terms and regulations in silk production according to The Royal Peacock Logo. The least knowledge was on the issue of color uniformity and consistency of the fabric pattern. 3) The farmers had problems in promoting the production of Thai silk under The Royal Peacock Logo in the moderate level. There was one problem at a high level, which was support. and medium level 2 issues are knowledge and methods of promotion. 4) overall, the farmers greatly wanted to receive the extension method in the form of group extension specifically in six aspects: bleaching and dyeing, pattern design and tie-and-dye, weaving, silk reeling, sericulture, and marketing distribution/channel. On the other hand, in terms of support, farmers highly demanded factors of production and funding resources.
