Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพทั่วไปทางสังคมและเศรษฐกิจ 2) การปฏิบัติตามการส่งเสริมการเกษตรแปลงใหญ่ 3) ความต้องการการดำเนินงานตามการส่งเสริมการเกษตรแปลงใหญ่ 4) ปัญหาและข้อเสนอแนะในการส่งเสริมการเกษตรแปลงใหญ่ 5) แนวทางการดำเนินงานส่งเสริมการเกษตรแปลงใหญ่ การวิจัยครั้งนี้ศึกษาจากประชากรและกลุ่มตัวอย่างในการศึกษา ประกอบด้วย 2 กลุ่ม ได้แก่ 1) เกษตรกรที่เข้าร่วมโครงการส่งเสริมการเกษตรแปลงใหญ่ลำไยนอกฤดูจังหวัดสระแก้ว ปี 2560 จำนวน 95 คน เก็บข้อมูลทั้งหมดไม่มีการกำหนดขนาดกลุ่มตัวอย่าง ใช้แบบสัมภาษณ์เป็นเครื่องมือในการวิจัย 2) เจ้าหน้าที่ส่งเสริมการเกษตร จำนวน 7 คน ประธานกลุ่ม และคณะกรรมการกลุ่มแปลงใหญ่ จำนวน 6 คน คณะกรรมการสมาชิกชาวสวนลำไย 10 คน คัดเลือกขนาดกลุ่มตัวอย่างและสุ่มกลุ่มตัวอย่างแบบเฉพาะเจาะจง จัดเก็บข้อมูลโดยการสนทนากลุ่ม วิเคราะห์ข้อมูลด้วยสถิติพรรณนา และวิเคราะห์ข้อมูลคุณภาพเชิงเนื้อหา ผลการวิจัยพบว่า (1) เกษตรกรส่วนใหญ่เป็นเพศชาย อายุเฉลี่ย 55.60 ปี จบประถมศึกษา เป็นสมาชิกกลุ่มวิสาหกิจชุมชน ประสบการณ์การปลูกลำไยเฉลี่ย 7.97 ปี ทุกคนเคยได้รับการฝึกอบรม สมาชิกในครัวเรือนเฉลี่ย 4.20 คน แรงงานในครัวเรือนเฉลี่ย 2.25 คน แรงงานจ้างเฉลี่ย 1.27 คน พื้นที่ปลูกลำไยเฉลี่ย 9.36 ไร่ เฮกสารสิทธิ์ที่เข้าร่วมเป็นส.ป.ก.4-01 และเป็นของตนเอง ต้นทุนการผลิต 7,373.68 บาท ร้อยละ 42.1 รับเงินทุนจากทั้งพ่อค้า(ล้ง) และ ธ.ก.ส. ผลผลิตเฉลี่ย 1.17 ตันต่อไร่ ราคาขายเฉลี่ย 25.48 บาท และรายได้ทั้งหมดเฉลี่ย 257,052.63 บาท (2) เกษตรกรได้รับรู้ข่าวสารจากเกษตรตำบลระดับมาก และความเข้าใจน้อยที่สุด คือ การนำเทคโนโลยีหรือนวัตกรรมเข้ามาร่วมในการผลิต (3) เกษตรกรมีความต้องการการส่งเสริมการเกษตรในระดับมาก โดยมีความต้องการระดับมากที่สุด 3 ประเด็น ได้แก่ ความต้องการการผลิตสำไยคุณภาพมาตรฐาน GAP ความต้องการการฝึกอบรม และความต้องการการสนับสนุนปัจจัยการผลิต (4) เกษตรกรมีปัญหาระดับปานกลาง 2 ประเด็น ได้แก่ ความเข้มแข็งของกลุ่มแปลงใหญ่ และความรู้และประสบการณ์การผลิตลำไยนอกฤดู (5) แนวทางการส่งเสริม ได้แก่ การส่งเสริมเกษตรกรในรูปแบบฝึกอบรมการผลิตลำไยคุณภาพมาตรฐาน GAP ร่วมกับการเยี่ยมเยียนในพื้นที่ส่งเสริมการจัดทำแปลงเรียนรู้โดยสนับสนุนปัจจัยการผลิต การส่งเสริมการรวมกลุ่มเพื่อการแลกเปลี่ยนเรียนรู้ และการบริหารจัดการร่วมกันเพื่อการลดต้นทุน เพิ่มผลผลิต ยกระดับคุณภาพผลผลิตสู่มาตรฐานสอดกล้องความต้องการตลาด
The objectives of this study were to study 1) the basic social and economic conditions 2) the practice according to extension large agricultural land plot 3) the needs for execution according to extension large agricultural land plot 4) problems and recommendations in extension large agricultural land plot 5) guideline in the operation of agricultural extension of large agricultural land plot. Population and sample group of this study consisted of 2 groups: 1) 95 farmers who participated in the agricultural extension of off-season longan production in large agricultural land plot, Sa kaeo province in 2017. All the data was collected by interview and without determining the sample group. 2) 7 agricultural extension officers, 6 group president and committees of large agricultural land plot group, and 10 committee members of longan production farmers. This sample group was selected by specific population method form conducting group discussion panel. The data was analyzed by using descriptive statistic and qualitative analyzed by content analysis. The results of the research showed that (1) Most of the farmers were male with the average age of 55.60 years old and completed primary school education. They were members of community enterprise group with the average experience in longan production of 7.97 years. Everyone had received the training. The average household members were 4.20 people with the average household labor of 2.25 people and the average hired labor of 1.27 people. The average area for longan production was 9.36 Rai. Title deeds used for participation were sor por kor. 4-01 deeds and private land ownership. The cost of production was 7,373.68 Baht. 42.1% received the funding from the merchants (Lhong) and BAAC. The average products was 1.17 Ton per Rai with the average selling price of 25.48 Baht and average total income of 257,052.63 Baht (2) Farmers received the news from Agricultural Extension Officer at a high level and the lowest in the ranking was the adoption of technology or innovation into the production (3) Farmers needs the extension to be in overall high level, needs the extension in highest level within 3 issues, they needs to producing quality longan according to GAP standard, needs the extension to training method and needs the extension to support to production factor. (4) Farmers had problems in medium level 2 issues, the strength of large field group and knowledge and experience of Off-season Longan production. And (5) Guidelines for extension to farmers should be in the form training to produce GAP quality longan with local visiting method. There should be the extension of creating learning crops, support to production factor, promote the group formation the exchange of knowledge, integrated management which would lead to cost reduction, increase productivity, upgrading the quality of productivity to standards of market needs.
