Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับผลสัมฤทธิ์ในการปฏิบัติงานของข้าราชการใน ภาพรวมของสานักงานปลัดกระทรวงเกษตรและสหกรณ์ส่วนกลาง (2) เปรียบเทียบระดับผลสัมฤทธิ์ในการ ปฏิบัติงานของข้าราชการแต่ละกอง/สานักในสังกัดสานักงานปลัดกระทรวงเกษตรและสหกรณ์ส่วนกลาง (3) ปัจจัยที่มีอิทธิพลต่อผลสัมฤทธิ์ในการปฏิบัติงานของข้าราชการสา นักงานปลัดกระทรวงเกษตรและสหกรณ์ ส่วนกลาง และ(4) เพื่อเสนอแนวทางในการเสริมสร้างผลสัมฤทธิ์ในการปฏิบัติงานของข้าราชการสานักงาน ปลัดกระทรวงเกษตรและสหกรณ์ส่วนกลาง รูปแบบการวิจัยใช้การวิจัยเชิงสารวจ เน้นการวิจัยเชิงปริมาณ และการวิจัยเชิงคุณภาพ ประชากรที่ ศึกษาคือ ข้าราชการสา นักงานปลัดกระทรวงเกษตรและสหกรณ์ส่วนกลาง 14 กอง/สำนัก จำนวน 376 คน กลุ่มตัวอย่างที่นา มาศึกษาในครั้งนี้ จำนวน 194 คน และเครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถาม ซึ่งมีค่าความเที่ยงอยู่ระหว่าง 0.8083 - 0.8826 และการสัมภาษณ์ผู้เชี่ยวชาญด้านการประเมินผลสัมฤทธิ์ของสำนักงานปลัดกระทรวงเกษตรและสหกรณ์ ด้วยการสัมภาษณ์เชิงลึก แล้ววิเคราะห์ข้อมูลโดยใช้ค่าสถิติ ได้แก่ การแจกแจงความถี่ ค่าร้อยละค่าเฉลี่ยเลขคณิต ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยเชิงพหุโดยวิธีขั้นตอน ส่วนการวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์ SWOT ผลการวิจัย พบว่า (1) ระดับผลสัมฤทธิ์ในการปฏิบัติงานของข้าราชการสา นักงานปลัดกระทรวงเกษตรและสหกรณ์ส่วนกลางอยู่ในระดับมากกว่า ร้อยละ 70 (2) ระดับผลสัมฤทธิ์ในการปฏิบัติงานของข้าราชการ สำนักงานปลัดกระทรวงเกษตรและสหกรณ์ส่วนกลางในแต่ละกอง/สำนักแตกต่างกัน ซึ่งยอมรับสมมติฐานที่ตั้งไว้ (3) ปัจจัยด้านการบริหารกิจการบ้านเมือง ปัจจัยด้านสมรรถนะ และปัจจัยด้านแรงจูงใจมีอิทธิพลต่อ ผลสัมฤทธิ์ในการปฏิบัติงานของข้าราชการสา นักงานปลัดกระทรวงเกษตรและสหกรณ์ส่วนกลางอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (4) แนวทางในการเสริมสร้างผลสัมฤทธิ์ในการปฏิบัติงานของข้าราชการสานักงาน ปลัดกระทรวงเกษตรและสหกรณ์ส่วนกลาง คือ ควรนาหลักการบริหารกิจการบ้านเมืองที่ดีมาใช้ในการปฏิบัติงานอย่างจริงจังและต่อเนื่อง ส่งเสริมการจัดทาแผนความก้าวหน้าในอาชีพ การนาระบบสมรรถนะมาใช้ใน การประเมินผลงานและการเลื่อนตา แหน่ง และผู้บริหารควรส่งเสริมการสร้างแรงจูงใจในการทำงาน
The objectives of this study were to (1) investigate the result of performance of government officers in the Central Office of the Permanent Secretary for Agricultural and Cooperatives, (2) compare the result of performance of government officers in the Central Office of the Permanent Secretary for Agricultural and Cooperatives in each offices, (3) study the factors affecting the performance of government officers in the Central Office of the Permanent Secretary for Agricultural and Cooperatives, and (4) recommend the guideline of government officers in the Central Office of the Permanent Secretary for Agricultural and Cooperatives. The research was a survey research, quantitatively and qualitatively. Population consisted of 14 departments, 376 government officers, samples were 194 officers; and instruments used in the research were questionnaire and in-depth interview. Reliabilities ranged from 0.8083 to 0.8826. Statistical tools employed were frequency, percentage, mean, standard deviation, stepwise multiple regression, and SWOT analysis to analyze qualitative data. The research result revealed that (1) result level of government officers’ performance in the Central Office of the Permanent Secretary for Agricultural and Cooperatives was more than 70%, (2) when compared the result of performance, it was found that performance results of government officers in the Central Office of the Permanent Secretary for Agricultural and Cooperatives in each offices were different, hypothesis, thus, was accepted (3) three factors consisted of good governance, motivation and competency factors positively affecting the result of performance of government officers in the Central Office of the Permanent Secretary for Agricultural and Cooperatives with .05 level of statistical significance, and (4) recommendations to enhance the performance of government officers in the Central Office of the Permanent Secretary for Agricultural and Cooperatives were; the application of good governance principle, continuously and seriously; the encouragement of career path management; moreover, competency system should be applied in government officer performance appraisal and promotion; and the management should enhance work motivation among employees.
