Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพการใช้สารสนเทศเพื่อการบริการประชาชนของตำรวจฝ่ายสอบสวนกองบัญชาการตำรวจนครบาล (2) เปรียบเทียบสภาพการใช้สารสนเทศเพื่อการบริการประชาชนของตำรวจฝ่ายสอบสวนกองบัญชาการตำรวจนครบาล จำแนกตาม ตำแหน่ง และประสบการณ์การทำงาน (3) ศึกษาปัญหาการใช้สารสนเทศเพื่อการบริการประชาชนของตำรวจฝ่ายสอบสวนกองบัญชาการตำรวจนครบาล (4) เปรียบเทียบปัญหาการใช้สารสนเทศเพื่อการบริการประชาชนของตำรวจฝ่ายสอบสวนกองบัญชาการตำรวจนครบาล จำแนกตาม ตำแหน่ง และประสบการณ์การทำงาน กลุ่มตัวอย่างที่ใช้ในการวิจัยในครั้งนี้คือ ตำรวจฝ่ายสอบสวนกองบัญชาการตำรวจนครบาล จำนวน 306 คน เก็บข้อมูลโดยใช้แบบสอบถาม และได้รับคืน จำนวน 297 ชุดคิดเป็นร้อยละ 97 สถิติที่ใช้ใน การวิเคราะห์ข้อมูลคือ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนทางเดียว ทดสอบความแตกต่างรายคู่ด้วย LSD ผลการวิจัยพบว่า (1) ตำรวจฝ่ายสอบสวนกองบัญชาการตำรวจนครบาลมีการใช้สารสนเทศมาก เพื่อการบริการประชาชน ศึกษาข้อมูลเกี่ยวกับลักษณะงานที่ต้องปฏิบัติหาความรู้เกี่ยวกับเทคโนโลยีที่ใช้ในการปฏิบัติงาน ติดตามข่าวสาร ทำงานที่ได้รับมอบหมายในการสอบสวน และหาความรู้ในการใช้สารสนเทศ
ประกอบการปฏิบัติงาน (2) การเปรียบเทียบสภาพการใช้ จำแนกตามตำแหน่ง และประสบการณ์การทำงาน พบว่าตำแหน่งสัญญาบัตร 2 มีสภาพการใช้สารสนเทศมากกว่าตำแหน่งสัญญาบัตร 1 ในเรื่องวัตถุประสงค์การใช้สารสนเทศเพื่อทำเอกสารรายงาน ส่วนตำแหน่งสัญญาบัตร 3 ใช้แหล่งสารสนเทศส่วนบุคคลที่เป็นผู้เชี่ยวชาญเฉพาะด้าน (3) ด้านปัญหาการใช้สารสนเทศเพื่อการบริการประชาชน ตำรวจฝ่ายสอบสวนกองบัญชาการตำรวจนครบาลมีปัญหาด้านเทคโนโลยีสารสนเทศมากที่สุด (4) เมื่อเปรียบเทียบปัญหาการใช้สารสนเทศเพื่อการบริการประชาชนของตำรวจฝ่ายสอบสวนกองบัญชาการตำรวจนครบาล จำแนกตามตำแหน่ง และประสบการณ์การทำงานพบว่า ตำรวจฝ่ายสอบสวนฯ ที่มีประสบการณ์การทำงาน 7 ปี ขึ้นไป
มีปัญหาการใช้สารสนเทศมากกว่าตำรวจฝ่ายสอบสวนฯ ที่มีประสบการณ์การทำงาน 1-3 ปี และ 4-6 ปี ในด้านแหล่งสารสนเทศจากสถาบันบริการสารสนเทศด้านสอบสวนอยู่ไกล ส่วนด้านเนื้อหาสารสนเทศ พบวา่ สารสนเทศที่ค้นได้ไม่ตรงกับความต้องการ เก่าเกินไปและปีที่พิมพ์นานกว่า 5 ปี
This study aimed to (1) study information use for community service by the police investigation section of the metropolitan police bureau, (2) compare information use classified by work position and work experience, (3) study problems of information use, and (4) compare study problems of information use classified by work position and work experience. The population were 306 officers from the investigation section of the metropolitan police bureau. Data were collected by using a questionnaire. 297 copies of the questionnaire were returned, which was 97 percent of all respondents. Statistics used for data analysis were percentage, mean, standard deviation and one-way analysis of variance (ANOVA). Pair-test by LSD. The results showed that (1) investigation police officers of the police investigation section of the metropolitan police bureau used information at a high level on the objectives of information use in 3 levels: community service, keeping up the information, and knowledge seeking for information use in the work process, (2) comparing the conditions of information use classified by work position and work experience, it was found that the second-level commissioned officers used more information than the first-level commissioned officers in the objectives of information use for writing reports. But the third-level commissioned officers used personal sources of information for special experts, (3) the biggest problem of information use was information technology, and (4) comparing study problems of information use classified by work position and work experience found that the police officers in the investigation section who had work experience of more than 7 years had more problems with information use than those who had work experience of 1-3 years and 4-6 years; in the aspect of information source of the investigation information service institution it was too far away. In the aspect of information content, it was found that information received did not match the needs, was out of date, and the date of printing was older than 5 years.
