Abstract
การศึกษาค้นคว้าอิสระนี้มีวัตถุประสงค์เพื่อ 1) ประเมินระดับประสิทธิผลการบริหารงานของโรงพยาบาลองค์การบริหารส่วนจังหวัดสุราษฎร์ธานี โดยใช้ตัวแบบซิปป์ และ 2) นำเสนอแนวทางในการเพิ่มประสิทธิผลการบริหารงานของโรงพยาบาลองค์การบริหารส่วนจังหวัดสุราษฎร์ธานี การศึกษานี้เป็นการวิจัยเชิงปริมาณ ประชากรในการศึกษาแบ่งออกเป็น 2 กลุ่ม คือ 1) กลุ่มบุคลากรโรงพยาบาลองค์การบริหารส่วนจังหวัดสุราษฎร์ธานีทั้งหมด จำนวน 79 คน และ
2) กลุ่มผู้รับบริการ จำนวน 4,500 คน ใช้วิธีการคำนวณขนาดกลุ่มตัวอย่างของทาโร่ยามาเน่และได้กลุ่มตัวอย่าง จำนวน 367 คน และการสุ่มตัวอย่างโดยวิธีแบบบังเอิญ เครื่องมือที่ใช้เป็นแบบสอบถามสถิติที่ใช้ ได้แก่ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ยประชากร ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า 1) ระดับประสิทธิผลการบริหารงานของโรงพยาบาลองค์การบริหารส่วนจังหวัดสุราษฎร์ธานีในมุมมองของกลุ่มบุคลากร ด้านบริบท ภาพรวมอยู่ในระดับมาก ด้านปัจจัยนำเข้า ภาพรวมอยู่ในระดับมาก และด้านกระบวนการ ภาพรวมอยู่ในระดับมาก ระดับประสิทธิผลใน
มุมมองของกลุ่มตัวอย่างผู้รับบริการ ด้านบริบท ภาพรวมอยู่ในระดับมาก ด้านปัจจัยนำเข้า ภาพรวมอยู่ในระดับมาก ด้านกระบวนการ ภาพรวมอยู่ในระดับมาก และด้านผลผลิต ภาพรวมอยู่ในระดับมาก 2) แนวทางการในการเพิ่มประสิทธิผลการบริหารงานของโรงพยาบาลองค์การบริหารส่วนจังหวัดสุราษฎร์ธานี ควรมีโครงสร้างการบริหารงานที่ชัดเจน โดยมีกองสาธารณสุขเป็นผู้รับผิดชอบงานหลักมีกรอบอัตรากำลังเป็นของหน่วยงาน และมีคณะกรรมการที่ปรึกษา เพื่อให้ผู้บริหารระดับหัวหน้าหน่วยงานมีอำนาจและมีอิสระในการตัดสินใจ ข้อเสนอแนะในการศึกษา ควรมีการประเมินประสิทธิผลอย่างน้อยปีละ 2 ครั้ง และมีช่องทางในการประเมินประสิทธิผลที่หลากหลาย ทั้งนี้ เพื่อนำผลการประเมินประสิทธิผลที่ได้ไปใช้ในการพัฒนาระดับประสิทธิผลในการบริหารงานของโรงพยาบาลองค์การบริหารส่วนจังหวัดสุราษฎร์ธานี ให้เกิดประโยชน์สูงสุดต่อประชาชนต่อไป
The purposes of this independent study are to 1) evaluate the Management Effectiveness Level of Suratthani Provincial Hospital using the CIPP evaluation Model and 2) suggest a way to increase the Management Effectiveness of Suratthani Provincial Hospital. This study is quantitative research. There are 2 groups of the population study: 1) 79 officers working at the hospital and 2) 4,500 clients. The sample size, calculated by using Taro Yamane’s formula, is 367. Accidental Sampling method is used. The tool for the study is questionnaire. Frequency distribution, percentage, mean, population mean and standard deviation are used for Statistical analysis. The results are that; 1) the Management Effectiveness Level of Suratthani Provincial Hospital considering the officers’ perspective in which comprising the context , the input and the process is high in all aspects; 2) the ways to increase the Management Effectiveness of Suratthani Provincial Hospital are that organization should have a clear structure with Public Health Division takes major responsibility, workforce framework and the advisory board in order to have freedom and authority in making management decision. The suggestions are having the effectiveness evaluation 2 times annually and various evaluation channels in order to implement the evaluation results for developing the Management Effectiveness Level of Suratthani Provincial Hospital
