ปัจจัยที่มีอิทธิพลต่อประสิทธิผลของการให้บริการด้านทะเบียนราษฎรด้วยระบบคอมพิวเตอร์ในเขตจังหวัดภาคเหนือตอนล่าง

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อประสิทธิผลของการให้บริการด้านทะเบียนราษฎรด้วยระบบคอมพิวเตอร์ในเขตจังหวัดภาคเหนือตอนล่างการวิจิยเรื่องนี้เปีนการวิจัยเชิงสำรวจ ประชากร คือ เจ้าหน้าที่ผู้ปฏิบัติงานทะเบียนราษฎรของสำนักทะเบียนในเขตจังหวัดภาคเหนือตอนล่างกลุ่มตัวอย่างจำนวน 199 คนใช้แบบสอบถามเป็นเครื่องมือการวิจัย โดยหน้าต่างแรกจะให้ระบุสถานภาพตำแหน่งงาน การวิเคราะห์ข้อมูลใช้สถิติวิเคราะห์ถดถอยพหุคูณแบบขั้นตอน ผลที่ได้จากการศึกษาวิจัย มีดังนี้ปัจจัยที่มีอิทธิพลต่อประสิทธิผลของการให้บริการ ด้านทะเบียนราษฎรด้วยระบบคอมพิวเตอร์ในเขตจังหวัดภาคเหนือตอนล่าง พบว่า สภาพแวดล้อม สถานที่ให้บริการ ความคล่องตัวในกระบวนการให้บริการ สภาพการปฏิบัติงานของเจ้าหน้าที่ผู้ ให้บริการ คุณลักษณะของผู้รับบริการ และการสนับสนุนด้านทรัพยากรในการบริการ มีอิทธิพลต่อประสิทธิผลของการให้บริการด้านทะเบียนราษฎรด้วยระบบคอมพิวเตอร์มีทิศทางเป็นไปในทางบวกข้อเสนอแนะที่ได้จากการศึกษาวิจัยควรมีการทบทวนตัวบทกฎหมายที่เป็นอุปสรรคต่อการปฏิบัติงานให้มีการกระจายอำนาจให้แก่ผู้ปฏิบัติงาน ควรจัดทำเอกสารเผยแพร่ประชาสัมพันธ์หริอคู่มือการติดต่อราชการเพื่ออำนวยความสะดวกในการติดต่อขอรับบริการ และควรจัดให้มีการพัฒนาบุคลากรโดยการจัดสัมมนาฝึกอบรม ดูงาน อย่างต่อเนื่องสมํ่าเสมอ รวมทั้งควรเพื่มอัตรากำลังเจัาหน้าที่ให้เพืยงพอกับปริมาณงาน

This research aimed to study factors influencing the effectiveness of residential registration service with computer system in lower northern provinces zone.The study was a survey research. Population were government officers who worked in the office of the registrar in each District Offices in Lower Northern Provinces of Thailand. Samples were 199 officers. Instrument employed was questionnaire. Data collected were analyzed by using stepwise multiple regression analysis. The results revealed that there were six factors influencing the registration services using computer system : they were work environment, service location, convenience of using the system, officers operation abilities, customers attributes, and supporting resources. All these factors positively affected the effectiveness of registration services using computer system. It was also found that the registration department had insufficient number of personnel, manpower quantity was not match with workload responsible by the office, and the working personnel were not provided with enough training opportunities to develop their skills, knowledge and abilities. It was recommended that specific laws and regulations that hindered the operation flow should be revised, so that the officers would be more empowered, handbooks of service delivery should be disseminated to the public for more understanding, officers should be constantly trained or sent to attend seminars or provided with field trips to develop their skills and knowledge. Also, there should be an increase of number of personnel to match with the office workload.
