ปัจจัยและผลกระทบทางการเมืองจากเหตุการณ์เผาศาลากลางจังหวัดอุดรธานี

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ปัจจัยที่นำไปสู่เหตุการณ์เผาศาลากลางจังหวัดอุดรธานีในวันที่ 19 พฤษภาคม พ.ศ. 2553 (2) ผลกระทบทางการเมืองจากเหตุการณ์เผาศาลากลางจังหวัดอุดรธานี การศึกษาวิจัย ประชากรที่ใช้ในการศึกษา คือประชาชนในเขตอำเภอเมือง จังหวัดอุดรธานี กลุ่มตัวอย่างที่ใช้ในการวิจัยประกอบด้วย (1) กลุ่มที่ 1 ประชาชนผู้ถูกจับกุมในคดีเผาศาลากลางจังหวัด และประชาชนทั่วไป จำนวน 12 คน (2) กลุ่มที่ 2 หัวหน้าส่วนราชการประจำจังหวัด อุดรธานี จำนวน 2 คน (3) กลุ่มที่ 3 นักการเมืองท้องถิ่น จำนวน 4 คน (4) กลุ่มที่ 4 สื่อสารมวลชน ประชาสัมพันธ์จังหวัดอุดรธานี จำนวน 1 คน รวมทั้งสิ้น 19 คน เครื่องมือที่ใช้ในการวิจัยเป็น การศึกษาเชิงคุณภาพ (Quanlitative Research) โดยใช้การสัมภาษณ์แบบเจาะลึก (In-depth Interview) การเก็บรวบรวมข้อมูล แบ่งการเก็บรวบรวมข้อมูลเป็น 2 ประเภท คือข้อมูลปฐมภูมิคือ การสัมภาษณ์ และข้อมูลทุติยภูมิคือการศึกษาเอกสาร การวิเคราะห์ข้อมูล เป็นการวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า (1) ปัจจัยที่นำไปสู่เหตุการณ์เผาศาลากลางจังหวัดอุดรธานีประกอบด้วย (1.1) ความขัดแย้งทางการเมือง (1.2) การปฏิบัติการสลายการชุมนุมของทหาร(1.3) การสื่อสารทางการเมือง (1.4) ศาลากลางจังหวัดกับการเป็นสัญลักษณ์แห่งอำนาจรัฐในส่วนภูมิภาค (2) ผลกระทบทางการเมืองจากเหตุการณ์เผาศาลากลางจังหวัดอุดรธานี (2.1) ผลกระทบเชิงบวกได้แก่ ประชาชนชาวจังหวัดอุดรธานีมีความตื่นตัวทางทางการเมือง (2.2) ผลกระทบในเชิงลบ ได้แก่ (2.2.1) เพิ่มความแตกแยกทางการเมือง (2.2.2) การจำกัดสิทธิการสื่อสารทางการเมืองได้แก่ ด้านการนำเสนอข่าวสารทางการเมือง ด้านการรับรู้ข่าวสารทางการเมือง และการแสดงความคิดเห็นทางการเมือง ของประชาชน

The objective of this research was to study (1) factors that led to the burning of the Udorn Thani Provincial Town Hall on 19 May 2010; and (2) the political impact of that incident. This was a qualitative research. The sample population, chosen through purposive sampling, consisted of 19 people in 5 groups: (1) the people arrested for burning the provincial town hall building and ordinary citizens, for a total of 12 persons; (2) 2 heads of provincial government in Udorn Thani; (3) 4 local politicians; (4) 1 local journalist. Data were collected using an in-depth interview form and were analyzed descriptively. The results showed that (1) The factors that contributed to the burning of the Udorn Thani Provincial Town Hall were (1.1) political conflict; (1.2) military intervention to disperse protestors; (1.3) political communication; and (1.4) the status of the town hall building as a symbol of government power in the region. (2) The political impacts of the incident included (2.1) positive impact, namely increased political awareness among the citizens of Udorn Thani; and (2.2) negative impacts, consisting of (2.2.1) increased severity in the political rift; and (2.2.2) limitations on people’s political communication rights, such as limitations on broadcasting or publishing political news, limitations on people’s reception of political news and limitations on people’s rights to express political opinions.
