ความคิดเห็นของประชาชนเกี่ยวกับการดำเนินงานตามยุทธศาสตร์ด้านทรัพยากรธรรมชาติและสิ่งแวดล้อมขององค์การบริหารส่วนตำบลกำโลน อำเภอลานสกา จังหวัดนครศรีธรรมราช

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความคิดเห็นของประชาชนในพื้นที่องค์การบริหารส่วนตำบลกำโลน เกี่ยวกับการดำเนินงานตามยุทธศาสตร์ด้านทรัพยากรธรรมชาติและสิ่งแวดลอมขององค์การบริหารส่วนตำบลกำโลน อำเภอลานสกา จังหวัดนครศรีธรรมราช (2) ปัญหาในการดำเนินงานตามยุทธศาสตร์ด้านทรัพยากรธรรมชาติและสิ่งแวดล้อมขององค์การบริหารส่วนตำบลกำโลน อำเภอลานสกา จังหวัดนครศรีธรรมราช (3) ข้อเสนอแนะเพื่อเสริมสร้างแนวทางในการดำเนินงานตามยุทธศาสตร์ด้านทรัพยากรธรรมชาติและสิ่งแวดล้อมขององค์การบริหารส่วนตำบลกำโลน อำเภอลานสกา จังหวัดนครศรีธรรมราช การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ศึกษาได้แก่ ตัวแทนครัวเรือนที่อาศัยอยู่ ในตำบลกาโลน อำเภอลานสกา จังหวัดนครศรีธรรมราช จำนวน 1,100 ครัวเรือน หรือ 1,100 คน กลุ่มตัวอย่าง 293 คน ได้จากการคำนวณโดยใช้สูตรของ ทาโร่ยามาเน่ เครื่องมือที่ใช้ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า (1) กลุ่มตัวอย่างเห็นว่าการดำเนินงานตามยุทธศาสตร์ ด้านทรัพยากรธรรมชาติ และสิ่งแว้ดลอมขององค์การบริหารส่วนตำบลกำโลน อำเภอลานสกา จังหวัดนครศรีธรรมราช ทั้ง 6 หมวดมีความเหมาะสมอยู่ในระดับมาก (2) ปัญหาสำคัญ คือหน่วยงานขาดการประสานงานและการประชาสัมพันธ์กับหมู่บ้าน โดยเฉพาะการจัดสรรงบประมาณจำนวนน้อยในการดูแลรักษา ด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม (3) ข้อเสนอแนะคือองค์การบริหารส่วนตำบลกำโลน ควรจัดให้มีการประสานงานและประชาสมพันธ์โดยการแต่งตั้งคณะทำงานมาเพื่อดำเนินงานด้านทรัพยากรธรรมชาติและสิ่งแวดล้อมโดยตรงควรมีการกำหนดแผนงานหรือโครงการที่สามารถนำเข้าบรรจุในงบประมาณรายจ่าย ประจำปีของหน่วยงานและจัดสรรอย่างชัดเจนเพื่อประสิทธิภาพในการดำเนินงานและเกิดประโยชน์สูงสุดแก่ประชาชนในพื้นที่

This research aimed to study (1) public opinion on the implementation of strategy on natural resource and environment of Kamlone Sub-district Administrative Organization , Lan Saka District, Nakhon Si Thammarat Province (2) problems in the implementation of strategy on natural resource and environment of Kamlone Subdistrict Administrative Organization , Lan Saka District, Nakhon Si Thammarat Province (3) recommendations to strengthen the implementation of strategy on natural resource and environment of Kamlone Sub-district Administrative Organization , Lan Saka District, Nakhon Si Thammarat Province. This research was a survey research. Population consisted of 1,100 household representatives in Kamlone Sub- District from which samples of 293 were obtained via Taro Yamane calculation method. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean and standard deviation. Research results showed that (1) the samples agreed that the implementation of strategy on natural resource and environment of Kamlone Subdistrict Administrative Organization , Lan Saka District, Nakhon Si Thammarat Province was in high level (2) major problems were : lack of coordination and public relations on the matter to villages residents, insufficient budget allocated to natural resources and environment protection activities (3) major recommendations were : coordination and public relations activities should be enhanced via the appointment of working group responsible for the implementation of the strategy, relevant programs or projects should be initiated and put in the organization annual budget, so to ensure efficient operation and maximum benefit of the people in the area.
