Abstract
การศึกษาค้นคว้าอิสระน้ีมีวัตถุประสงค์เพื่อศึกษา 1) สถานการณ์แรงงานต่างด้าวของธุรกิจแปรรูปอาหารทะเล ในจังหวัดสมุทรสาคร 2) การจัดการแรงงานต่างด้าวของธุรกิจแปรรูปอาหารทะเล ในอำเภอเมือง จังหวัดสมุทรสาคร และ 3) ปัญหาในการจัดการแรงงานต่างด้าวของธุรกิจแปรรูปอาหารทะเล ในอำเภอเมือง จังหวัดสมุทรสาคร การศึกษานี้เป็นการวิจัยเชิงคุณภาพ ข้อมูลที่ใช้ในการวิจัยประกอบด้วย 1) ข้อมูลปฐมภูมิ รวบรวมโดยวิธีการสัมภาษณ์ตัวแทนธุรกิจแปรรูปอาหารทะเล จำแนกตามขนาดของธุรกิจ 3 ขนาด คือ ขนาดใหญ่ ขนาดกลางและขนาดเล็ก ในอำเภอเมือง จังหวัดสมุทรสาคร ขนาดละ 5 ราย รวมทั้ง สิ้น 15 ราย และใช้การเลือกตัวอย่างแบบเจาะจง 2) ข้อมูลทุติยภูมิ รวบรวมจากเอกสารที่เผยแพร่โดยหน่วยงานต่างๆ ทั้งภาครัฐและเอกชน การวิเคราะห์ข้อมูลเชิงคุณภาพใช้การจัดหมวดหมู่ข้อ มูลและการวิเคราะห์เนื้อหา ผลการวิจ้ยพบว่า 1) แรงงานต่างด้าวร้อยละ 58.83 ของแรงงานต่างด้าวทั้งหมดในจ้งหวัด สมุทรสาคร ทำงานอยู่ในกลุ่มธุรกิจแปรรูปอาหารทะเล โดยระหว่าง พ.ศ. 2555 – 2559 จำนวนธุรกิจแปรรูปอาหารทะเล มีอัตราการขยายตัวเฉลี่ยร้อยละ 1.17 และมีการใช้แรงงานต่างด้าวเพิ่มขึ้นในอัตราเฉลี่ยร้อยละ 8.20 2) แรงงานต่างด้าวในธุรกิจแปรรูปอาหารทะเลกลุ่มตัวอย่างทั้ง 3 ขนาดเป็นแรงงานชาวเมียนมาทั้งหมด โดยธุรกิจขนาดใหญ่ ขนาดกลาง และขนาดเล็กมีแรงงานชาวเมียนมาเฉลี่ยร้อยละ 80.67, 79.22 และ 78.08 ของจำนวนพนักงานทั้งหมดในธุรกิจแต่ละขนาดตามลำดับ ธุรกิจกลุ่มตัวอย่างทุกรายมีการดำเนินการจัดการแรงงานต่างด้าวครบทั้ง 6 ขั้นตอน ได้แก่ (1) การวิเคราะห์งานและการวางแผนกำลังแรงงาน (2) การจัดหแรงงาน (3) การจ่ายค่าตอบแทนแรงงาน (4) การประเมินผลการปฏิบัติงานของแรงงาน (5) การฝึ กอบรมและพัฒนาแรงงาน และ (6) การดูแลความปลอดภัยในการทำงานของแรงงานโดยธุรกิจขนาดใหญ่มีรายละเอียดของการดำเนินงานในแต่ละขั้น ตอนมากกว่าธุรกิจขนาดกลางและขนาดเล็ก นอกจากนี้ยังมีการนำมาตรฐานแรงงานที่เกี่ยวข้องได้แก่ มาตรฐานแรงงานไทยและแนวปฏิบัติการใช้แรงงานที่ดีมาใช้ในการดำเนินงานด้วย 3) ปัญหาในการจัดการแรงงานต่างด้าว ได้แก่ ปัญหาด้านการสื่อสาร แรงงานขาดความสามารถและการแสดงความคิดริเริ่มในการทำงาน ขาดการมีส่วนร่วมในกิจกรรมขององค์การ ความไม่มีระเบียบ การลาออกจากงานโดยไม่แจ้ง ล่วงหน้า ปัญหาเกี่ยวกับ วัฒนธรรมประเพณีและขาดความจงรักภักดีต่อองค์การ
The objectives of this research were to study 1) the situation of foreign workers in the marine food processing business in Samutsakhon Province; 2) the management of foreign workers in the marine food processing business in Mueang District, Samutsakhon Province; and 3) problems of the management of foreign workers in the marine food processing business in Mueang District, Samutsakhon Province. This study was a qualitative research. The data comprised of 1) primary data collected from representatives of marine food processing businesses in Mueang District, Samutsakhon Province classified by the size of the business in three sizes; large, medium and small. Five samples from each size were selected by purposive sampling and data were collected by the interviewing method; 2) secondary data were collected from published documents by government and private organizations. Qualitative data were analyzed using topological and content analysis. The results indicated that 1) 58.83 percent of total foreign workers in Samutsakhon Province were in the marine food processing business. During 2012-2016 the number of marine food processing business enterprises expanded at 1.17 percent, while the number of foreign workers expanded at 8.20 percent. 2) All foreign workers in the marine food processing business sample group were Myanmar citizens and the large, medium and small sized businesses had Myanmar workers at 80.67, 79.22 and 78.08 percent of total employees in each business size, respectively. All studied businesses of each size performed six steps of foreign worker process management, including (1) analysis and planning for foreign workers labor force (2) foreign workers procurement (3) compensation to foreign workers (4) evaluation of the job performance (5) training and development and (6) taking care of safety in the workplace for foreign workers. However, the large businesses performed more details in each step than did the medium and small sized ones. Moreover, the businesses also performed Thai Labor Standard (TLS) and Good Labor Practices (GLP).3) Problems with the management of foreign workers in the marine food processing business were communication, lack of ability and initiative in their work, lack of participation in the organization’s activities, lack of tidiness, resigning without informing in advance, culture issues, and lack of organization loyalty.
