ปัจจัยที่มีผลต่อความสำเร็จในการบริหารแบบมุ่งผลสัมฤทธิ์ของกรมพัฒนาที่ดิน

Abstract

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ปัจจัยที่มีผลต่อความสำเร็จในการบริหารแบบมุ่งผลสัมฤทธิ์ของกรมพัฒนาที่ดิน (2) ระดับความสำเร็จในการบริหารแบบมุ่งผลสัมฤทธิ์ตามวัตถุประสงค์และเป้าหมายของกรมพัฒนาที่ดินประชากรในการวิจัยครั้งนี้คือ ข้าราชการกรมพัฒนาที่ดิน ทั้งที่ปฏิบัติงานในส่วนกลางและส่วนภูมิภาค รวม 1,405 คน กลุ่มตัวอย่างจำนวน 311 คน ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบลำดับขั้น ผลการวิจัยสรุปได้ดังนี้ (1) ปัจจัยทั้ง 5 ด้าน ประกอบด้วย ด้านมนุษยสัมพันธ์ ด้าน การมีส่วนร่วม ด้านการบริหารองค์กร ด้านผู้นำ และด้านแรงจูงใจ อย่างน้อย 1 ปัจจัย เป็นปัจจัย ที่มีผลต่อความสำเร็จในการบริหารแบบมุ่งผลสัมฤทธิ์ของกรมพัฒนาที่ดิน นอกจากนี้หากพิจารณา เป็นรายด้าน พบว่า ด้านมนุษยสัมพันธ์ ด้านการมีส่วนร่วม และด้านการบริหารองค์กรมีผลต่อ ความสำเร็จในการบริหารแบบมุ่งผลสัมฤทธิ์ของกรมพัฒนาที่ดิน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และมีค่าสัมประสิทธิ์ถดถอยในรูปคะแนนมาตรฐาน (Beta) เท่ากับ 0.245 , 0.234 และ 0.172 ตามลำดับ (2) ข้าราชการกรมพัฒนาที่ดิน เห็นว่า กรมพัฒนาที่ดินประสบความสำเร็จในการ บริหารแบบมุ่งผลสัมฤทธิ์ อยู่ในระดับมากทุกประเด็น ปัญหาที่พบส่วนใหญ่เป็นปัญหาด้านผู้บริหาร ด้านบุคลากร และด้านระบบการทำงาน

The purposes of this research were to study (1) factors affecting the success of Result Based Management of Land Development Department (2) level of achievement of Result Based Management according to Land Development Department’s objectives and goals. Population in this research consisted of 1,045 government officers of Land Development Department working in central and regional area. Samples were 311 officers. Instrument used was questionnaires. Statistical tools employed were percentage, mean, standard deviation, and multiple regression analysis. The results revealed that (1) of all five factors which were: human relations, participation, organization management, leadership and motivation , at least one factor affected the success of Result Based Management of Land Development Department, moreover, when considered each factor, it was found that human relation, participation and organization management affected the success of Result Based Management of Land Development Department at .05 level of significance and the reverse coefficient value on the form of Beta 0.245, 0.234,0.172 respectively (2) government officers of Land Development Department viewed that Land Development Department was successful in Result Based Management at high level in all aspects. Most of the problems found were problems involving executives , personnel and work system.
