Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการยกระดับย่านเมืองเก่าสงขลาสู่เมืองมรดกโลกในการสื่อสารเพื่อสร้างการมีส่วนร่วมเกี่ยวกับ 1) กระบวนการสื่อสาร 2) การเปิดรับสื่อ 3) การรับรู้ข้อมูลข่าวสาร และ 4) เสนอแนะแนวทางการสื่อสารเพื่อสร้างการมีส่วนร่วม การวิจัยครั้งนี้เป็นการวิจัยแบบผสมวิธี โดยการวิจัยเชิงคุณภาพ มีผู้ให้ข้อมูลหลัก คือ คณะทำงานด้านการสื่อสารการยกระดับย่านเมืองเก่าสงขลาสู่เมืองมรดกโลก จำนวน 6 คน เลือกตัวอย่างด้วยวิธีการเลือกแบบเจาะจง เครื่องมือการวิจัย คือแบบสัมภาษณ์แบบกึ่งมีโครงสร้าง เก็บรวบรวมข้อมูลโดยวิธีการสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลด้วยวิธีการสร้างข้อสรุป ส่วนการวิจัยเชิงสำรวจ กลุ่มตัวอย่าง คือ ประชาชนใน อำเภอเมือง จังหวัดสงขลา จำนวน 400 คน สุ่มเลือกตัวอย่างด้วยวิธีการแบบชั้นภูมิ เครื่องมือการวิจัย คือ แบบสอบถาม และวิเคราะห์ข้อมูลโดยใช้สถิติการแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1) กระบวนการสื่อสารเพื่อสร้างการมีส่วนร่วมในการยกระดับย่านเมืองเก่าสงขลาสู่เมืองมรดกโลก เริ่มจากคณะทำงานด้านการสื่อสารได้มีการกำหนดเป้าหมายในการสื่อสารร่วมกันโดยเปิดโอกาสให้ทุกฝ่ายที่เกี่ยวข้องได้มีส่วนร่วม สารที่ใช้ในการสื่อสารเป็นข้อมูลเกี่ยวกับย่านเมืองเก่าสงขลาที่มีเนื้อหาเกี่ยวข้องกับกลุ่มเป้าหมายและผ่านการคัดเลือกอย่างมีหลักเกณฑ์ มีเหตุผลและเป็นที่ยอมรับ ส่วนช่องทางการสื่อสารที่ใช้มีความหลากหลาย ทั่วถึง และมุ่งเน้นการมีส่วนร่วม ได้แก่ สื่อบุคคล สื่อใหม่ สื่อสิ่งพิมพ์ สื่ออิเล็กทรอนิกส์ และสื่ออื่นๆ โดยกลุ่มเป้าหมายหลักในการรับสารเป็นประชาชนในเขตพื้นที่อำเภอเมือง จังหวัดสงขลา 2) กลุ่มตัวอย่างเปิดรับสื่อเกี่ยวกับการยกระดับย่านเมืองเก่าสงขลาสู่เมืองมรดกโลกผ่านสื่อเฟซบุ๊ก ภาพวาดบนผนัง อินเทอร์เน็ต และโทรทัศน์ตามลำดับ 3) กลุ่มตัวอย่างรับรู้ข้อมูลเกี่ยวกับการยกระดับย่านเมืองเก่าสงขลาสู่เมืองมรดกโลกอยู่ในระดับมาก และ 4) ข้อเสนอแนะแนวทางการสื่อสารเพื่อสร้างการมีส่วนร่วมเพื่อยกระดับย่านเมืองเก่าสงขลาสู่เมืองมรดกโลก มีดังนี้ (1) ผู้นำการสื่อสารต้องปรับเปลี่ยนบทบาทจากผู้ส่งสารเป็นผู้สนับสนุน และประชาชนผู้รับสารควรปรับเปลี่ยนจากผู้รับสารเป็นผู้ใช้สาร (2) ควรมีการสื่อสารเพื่อสร้างความเข้าใจที่ตรงกันระหว่างชุมชนและตัวแทนชุมชน (3) ควรเปิดโอกาสให้ประชาชนสามารถใช้ช่องทางการสื่อสารเพื่อแลกเปลี่ยนข้อมูลข่าวสารได้อย่างต่อเนื่อง (4) สารที่ใช้ในการสื่อสารต้องเกี่ยวข้องกับวิถีชีวิต สถานการณ์และเรื่องราวที่เชื่อมโยงกับชุมชน และ (5) ควรสนับสนุนให้ชุมชนเกิดการปรึกษาหารือร่วมกันอย่างสม่ำเสมอ
The objectives of this research were to study the project of raising the status of Songkhla’s Old Town section to a world heritage site, with a focus on participatory communication, in terms of: 1) the communications process; 2) residents’ media exposure; 3) residents’ awareness of news about the project; and 4) recommendations for improving participatory communication. This was a mixed methods research. For the qualitative part, there were 6 key informants, chosen through purposive sampling from the staff in charge of communications to raise the status of Sonkhla Old Town to a world heritage site. The research tool was a semi-structured in-depth interview form and data were analyzed deductively. For the quantitative part, the sample was 400 residents of Songkhla, chosen through stratified random sampling. The research tool was a questionnaire. Data were statistically analyzed with frequency, percentage, mean and standard deviation. The results showed that 1) the process of communication to encourage public participation in the project to raise Songkhla Old Town’s status to a world heritage site started with the staff in charge of communications jointly setting goals and allowing everyone involved to participate. The messages to be communicated consisted of information about Songkhla Old Town that was relevant to the target groups. Principles were used to select content and the content was rational and accepted. The communication channels were diverse, widespread and intended to encourage participation. They included personal media, new media, print media, electronic media and others. The major target audience to were residents of Mueang Songkhla District, Songkhla Province. 2) Most of the respondents were exposed to media about raising the status of Songkhla Old Town to a world heritage site in the form of Facebook, posters, Internet and TV, respectively. 3) The respondents had a high level of awareness about raising the status of Songkhla Old Town to a world heritage site. 4) Recommendations for improving participatory communication are (1) the leaders of communication should adjust their role from message senders to facilitators and the residents who are message receivers should adjust their role to be message users; (2) people in the community and community leaders should communicate more to be sure they share a mutual understanding; (3) residents should be given the opportunity to share news and information continuously; (4) communicated messages should be involved with their way of life, situations and stories of the community; and (5) community members should be encouraged to consult among themselves regularly
