Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัญหาในการปฏิบัติงานตามระบบบัญชีใหม่ขององค์กรปกครองส่วนท้องถิ่น (2) เปรียบเทียบปัญหาในการปฏิบัติงานตามระบบบัญชีใหม่ขององค์กรปกครองส่วนท้องถิ่นระหว่างองค์การบริหารส่วนจังหวัดกับเทศบาล และจำแนกตามคุณลักษณะส่วนบุคคลของพนักงานส่วนท้องถิ่น และ (3) ศึกษาแนวทางการจัดทำรายงานการตรวจสอบบัญชีของผู้สอบบัญชีรับอนุญาต กลุ่มตัวอย่างที่ใช้ในการวิจัย ประกอบด้วยพนักงานส่วนท้องถิ่นที่ปฏิบัติงานด้านการเงินและบัญชีขององค์การบริหารส่วนจังหวัด จำนวน 93 คน เทศบาล จำนวน 192 คน และผู้อำนวยการตรวจเงินแผ่นดินภูมิภาคที่ 1-15 จำนวน 15 คน รวมทั้งสิ้น 300 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามที่มีลักษณะตรวจสอบรายการคำถามปลายเปิดคำถามปลายปิด และแบบมาตรประมาณค่าโดยมีค่าความเชื่อถือได้เท่ากับ .8273 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สถิติ ทดสอบที การวิเคราะห์
ความแปรปรวนทางเดียว และการวิเคราะห์ค่าเฉลี่ยรายคู่ด้วยวิธีการของเชฟเฟ ผลการวิจัยพบว่า พนักงานส่วนท้องถิ่นที่ปฏิบัติงานด้านการเงินและบัญชีขององค์การบริหารส่วนจังหวัดและเทศบาล เพศหญงิ มากกว่าเพศชาย ส่วนใหญ่มีอายุระหว่าง 31-40 ปี การศึกษาระดับปริญญาตรี ดำรงตำแหน่งเจ้าพนักงานการเงินและบัญชี และประสบการณ์ในการทำงานระหว่าง 11-20 ปี มีปัญหาในการปฏิบัติงานตามระบบบัญชีใหม่ โดยรวมด้านการบันทึกบัญชี ด้านการจัดทำ ทะเบียน และด้านรายงานการเงินอยู่ในระดับปานกลาง และเมื่อเปรียบเทียบความแตกต่างของปัญหาในการปฏิบัติงานตามระบบบัญชีใหม่ จำแนกตามลักษณะการปฏิบัติงานพบว่า การปฏิบัติงานด้านการบันทึกบัญชีแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนการจำแนกตามเพศพบว่า ไม่แตกต่างกัน สำหรับการวิเคราะห ความแปรปรวนของปัญหาในการปฏิบัติงานตามระบบบัญชีใหม่ จำแนกตามอายุและประสบการณ์ในการทำงานพบว่า ด้านการจัดทำ ทะเบียน ด้านรายงานการเงิน และรวมรายด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนการจำแนกตามระดับการศึกษาและตำแหน่งพบว่า ไม่แตกต่างกัน ความคิดเห็นเกี่ยวกับแนวทางการจัดทำ รายงานการตรวจสอบบัญชีของผู้สอบบัญชีรับอนุญาต ได้ปฏิบัติตามมาตรฐานการสอบบัญชีที่รับรองทั่วไป
The objectives of this research were to (1) study the implementation problems of local officers with the new accounting system of the local Administration Organizations. (2) compare the implementation problems of local officers with the new accounting system of the local Administration Organizations between Provincial Administration Organizations and Municipalities and classify the results according to personality. and (3) study the direction of making audit report of auditors in Thailand. The sample group included 300 Thai accountants and auditors, consisting of 93 Provincial local officers implementing finances and accounts and 192 Municipal, and 15 Directors of Regional Audit offices. The instruments for collecting data were the item audit questionnaires: open-ended questions, close-ended questions and estimated scale. Reliability was .8273. The statistics used in the data analysis were percentage, mean, standard deviation, t-test, one way ANOVA and Scheffe’s method. The results of the research revealed that most local officers who implementing finances and accounts of Provincial Administration Organization and Municipalities were female aged between 31 and 40, with education at the Bachelor level. They held financial and accounting positions and their work experience were between 11-20 years. The implementation problems of new account systems: account recording, the registered preparations and financial reports were at a middle level. Comparing the differences of problems in the new accounting systems classified by the implementation characteristics showed that account recording was significantly different at .05 level. Classified by sex, this was not different. The analysis of variance of the implementation problems in a new accounting systems classified by age and working experience found that registered preparations, financial reports and sum fields were significantly different by a .05 level. However, when it was classified by the educational level and the position, there was no difference. As for the ideal about the way to prepare Audit Reports for accountants and auditors in Thailand, the audits are in accordance with generally accepted auditing standards.
