Abstract
การศึกษาวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความยืดหยุ่นของรายได้ภาษีต่อมูลค่า
สินค้าบุหรี่ซิกาแรต 2) ศึกษาความยืดหยุ่นของมูลค่าสินคา้ บุหรี่ซิกาแรตต่อมูลค่าผลิตภัณฑ์ มวลรวม ในประเทศ และ 3) ศึกษาค่าความลอยตัวของภาษีบุหรี่ซิกาแรต
การศึกษานี้ใช้ข้อมูลอนุกรมเวลาของรายได้ภาษีบุหรี่ซิกาแรต มูลค่าบุหรี่ซิกาแรต และผลิตภัณฑ์มวลรวมในประเทศ (GDP) ในช่วงปี งบประมาณ 2547 – 2556 ประมวลผลโดยการวิเคราะห์การถดถอย (Regression Analysis) ประมาณค่าสัมประสิทธิ์ของสมการด้วยวิธีกำลังสองน้อยที่สุดแบบธรรมดา (OLS) ในรูปสมการ Double Logarithmic Function ซึ่งได้ประมาณค่าพารามิเตอร์และค่าสถิติต่างๆ ด้วยโปรแกรมคอมพิวเตอร์สำเร็จรูปผลการศึกษาพบวา่ 1) ความยืดหยุ่นรายได้ภาษีมูลค่าของบุหรี่ซิกาแรตแบบไม่มีก้นกรองมีค่านน้อกว่ากรณีบุหรี่ซิกาแรตแบบมีก้นกรองเพียงเล็กน้อยหรือมีค่าใกล้เคียงกันคือมีค่า 0.9616 และ 0.9893 ตามลำดับ 2) ความยืดหยุ่นของมูลค่าสินค้าบุหรี่ซิกาแรตต่อมูลค่าผลิตภัณฑ์ มวลรวมในประเทศของบุหรี่ซิกาแรตแบบไม่มีก้นกรองมีค่ามากกว่ากรณีบุหรี่ซิกาแรตแบบมีก้นกรองอย่างมาก คือมีค่าถึง 5.0757 และ 0.8976 และ 3) ความลอยตัว ของภาษีสรรพสามิตในส่วนของภาษีบุหรี่ซิกาแรตแบบไม่มีก้นกรองมีค่ามากกว่าความลอยตัวของภาษีบุหรี่ซิกาแรตแบบมีก้นกรอง คือมีค่า 4.8812 และ 0.8880 ตามลำดับ
The objectives of this research are 1) to study the tax revenue elasticity of cigarette sales, 2) to study the elasticity of cigarette sales on Gross Domestic Product (GDP) and 3) to study cigarette tax buoyancy. This study uses time series data of cigarette tax revenues, quantity of cigarette sales and Gross Domestic Products (GDP) during fiscal year 2004-2013. It generates the result by using the Regression Analysis method and estimates the coefficients of equation by Ordinary Least Squares (OLS) technique. The equation of the study is Double Logarithmic Function which is projected parameters and statistical figures using computerized program. The result of this study shows that, 1) the taxation elasticity of filtered cigarette is slightly less than unfiltered cigarette which are equal to 0.9616 and 0.9893, respectively. 2) the elasticity of cigarette sales on Gross Domestic Product of unfiltered cigarette is much greater than filtered cigarette which are equal to 5.0757 and 0.8976, respectively. 3) tax buoyancy value of unfiltered cigarette is more than filtered cigarette which are 4.8812 and 0.8880, respectively
