ปัจจัยด้านการบริหารองค์การที่มีความสัมพันธ์กับผลสัมฤทธิ์ของการนำนโยบายคุณธรรมและความโปร่งใสในการดำเนินงานไปปฏิบัติของสำนักงานปลัดกระทรวงเกษตรและสหกรณ์

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับผลสัมฤทธิ์ของการนำนโยบายคุณธรรมและความโปร่งใส ในการดำเนินงานไปปฏิบัติของสำนักงานปลัดกระทรวงเกษตรและสหกรณ์ (2) ศึกษาปัจจัยด้านการบริหารองค์การ ที่เกี่ยวข้องกับผลสัมฤทธิ์ของการนำนโยบายคุณธรรมและความโปร่งใสในการดำเนินงานไปปฏิบัติของสำนักงานปลัดกระทรวงเกษตรและสหกรณ์ (3) ความสัมพันธ์ระหว่างปัจจัยด้านการบริหารองค์การกับผลสัมฤทธิ์ของ การนำนโยบายคุณธรรมและความโปร่งใสในการดำเนินงานไปปฏิบัติของสำนักงานปลัดกระทรวงเกษตรและสหกรณ์ และ (4) เสนอแนะแนวทางการเพิ่มผลสัมฤทธิ์ของการนำนโยบายคุณธรรมและความโปร่งใสในการดำเนินงาน ไปปฏิบัติของสำนักงานปลัดกระทรวงเกษตรและสหกรณ์ การศึกษานี้เป็นการวิจัยเชิงปริมาณ ประชากร คือ บุคลากรของสำนักงานปลัดกระทรวงเกษตรและสหกรณ์ ส่วนกลาง จำนวน 570 คน กำหนดขนาดกลุ่มตัวอย่างจากการใช้สูตรของทาโร ยามาเน ได้จำนวน 235 คน สุ่มตัวอย่างแบบชั้นภูมิแบ่งสัดส่วนและแบบบังเอิญ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าเฉลี่ย ค่าร้อยละ ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สัน ผลการศึกษาพบว่า (1) ผลสัมฤทธิ์ของการนำนโยบายคุณธรรมและความโปร่งใสในการดำเนินงานไปปฏิบัติของสำนักงานปลัดกระทรวงเกษตรและสหกรณ์ ในภาพรวมอยู่ในระดับมาก (2) ปัจจัยด้านการบริหารองค์การที่เกี่ยวข้องกับผลสัมฤทธิ์ของการนำนโยบายคุณธรรมและความโปร่งใสในการดำเนินงานไปปฏิบัติ ของสำนักงานปลัดกระทรวงเกษตรและสหกรณ์ ในภาพรวมอยู่ในระดับมาก โดยค่าเฉลี่ยสูงสุดคือ ด้านค่านิยมร่วมกัน (3) ปัจจัยด้านการบริหารองค์การ มีความสัมพันธ์เชิงบวกในระดับสูงกับการนำนโยบายคุณธรรมและ ความโปร่งใสในการดำเนินงานไปปฏิบัติของสำนักงานปลัดกระทรวงเกษตรและสหกรณ์ที่ระดับนัยสำคัญ ทางสถิติ .01 (4) ข้อเสนอแนะคือ ผู้บริหารควรให้ความสำคัญกับการสร้างค่านิยมและวัฒนธรรมองค์การ ผลักดันเรื่องคุณธรรมและความโปร่งใสในการดำเนินงานของหน่วยงานภาครัฐให้เป็นนโยบายหรือมาตรการหลักขององค์การ ผู้บริหารต้องเป็นแบบอย่างที่ดีในการประพฤติปฏิบัติตนเป็นแบบอย่างให้กับผู้ใต้บังคับบัญชา รวมทั้งสื่อสารประชาสัมพันธ์ให้เกิดการตระหนักรู้ สร้างจิตสำนึกที่ดีให้กับบุคลากร ทำให้บุคลากรในหน่วยงานปฏิบัติงานด้วยความซื่อสัตย์ สุจริต โปร่งใส จนเกิดเป็นค่านิยมร่วมกันขององค์การ

This study aimed to (1) study level of the achievement of morality and transparency policy implementation of the Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives (2) study organizational management factors relating achievement of morality and transparency policy implementation of the Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives (3) study the relationship between organizational management factors and achievement of morality and transparency policy implementation of the Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives; and (4) recommend ways to increase the achievement of morality and transparency policy implementation of the Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives This study was a quantitative research. The population was 570 officials of the Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives. The sample size was determined by using Taro Yamane calculation formula and obtained 235 samples. Sampling method used proportional and accidental method. Research tool was a questionnaire. Statistics for data analysis employed frequency, mean, percentage, standard deviation and Pearson Product Moment Correlation. The results revealed that (1) an overview of level of the achievement of morality and transparency policy implementation of the Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives was at high level (2) an overview of organizational management factors relating achievement of morality and transparency policy implementation of the Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives was at high level which showed the shared value was found at the highest mean (3) organizational management factors had highly positive correlated with the achievement of morality and transparency policy implementation of the Office of the Permanent Secretary, Ministry of Agriculture and Cooperatives at statistically significant at 0.01 level (4) recommendations were that the executives should put importance with organization values and culture to drive morality and transparency policy implementation of government organizations as key policy or measure of the organization. The executives should be role model of the subordinates as well as convey public relation medias to convince and create awareness to the personal and help them implemented the job with honest, transparent and become organization shared value.
