การศึกษาปัญหา สาหตุ และแนวทางการพัฒนาการบริหารจัดการของเทศบาลนครนนทบุรี ตามความคิดเห็นของอาสาสมัครสาธารณสุข

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหา สาเหตุ และแนวทางการพัฒนาการ บริหารจัดการของเทศบาลนครนนทบุรี โดยนำ แพ็มส์-โพสคอร์บ ซึ่งประกอบด้วย 11 ด้าน ได้แก่ การบริหารนโยบาย การบริหารอำนาจหน้าที่ การบริหารคุณธรรม การบริหารที่เกี่ยวข้องกับสังคม การวางแผน การจัดองค์การ การบริหารทรัพยากรมนุษย์ การอำนวยการ การประสานงาน การรายงาน และการงบประมาณ มาเป็นกรอบแนวคิดในการศึกษา การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถาม ซึ่งผ่านการทดสอบ รวมทั้งการหาค่าความเที่ยงตรง และความเชื่อถึอได้ของแบบสอบถามที่ระดับ 0.938 กลุ่มตัวอย่าง ได้แก่ อาสาสมัครสาธารณสุข สำหรับการเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 1 กันยายน 2550 ถึงวันที่ 31 ตุลาคม 2550 ได้เก็บแบบสอบถามกลับคืนมาจำนวน 1,010 ชุด คิดเป็น รัอยละ 85.00 ของแบบสอบถามที่แจกออกไปทั้งหมด สำหรับสถิติที่ใชัคือ ค่ารัอยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที นอกจากนี้ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญ อีกด้วย ผลการวิจัย พบว่า กลุ่มตัวอย่างเห็นด้วยในระดับปานกลางต่อการบริหารจัดการของ เทศบาลนครนนทบุรี และปัญหาที่สำคัญ คือ เทศบาลนครนนทบุรีขาดการประชาสัมพันธ์ การประสานงานทั้งภายในและภายนอกหน่วยงาน สาเหตุคือ (1) บุคลากรบางส่วนไม่เห็นความสำคัญของการประชาสัมพันธ์ การประสานงานทั้งภายในและภายนอกหน่วยงาน และ (2) บุคลากรบางส่วนขาดการฝึกอบรมในเรื่องการประชาสัมพันธ์การประสานงาน การมีมนุษยสัมพันธ์และการเป็นผู้ประสานงานที่ดี สำหรับข้อเสนอแนะที่สำคัญ คือ เทศบาลนครนนทบุรีควรพัฒนาและฝึกอบรมใหบุคลากรทุกระดับเห็นความสำคัญในเรื่องการประชาสัมพันธ์ การประสานงานทั้งภายในและภายนอกหน่วยงาน เพื่อให้เกิดการบูรณาการ นอกจากนี้เทศบาลนครนนทบุรีควรนำกรอบแนวคิด แพ็มส์-โพสคอร์บ ไปปรับใช้ในการวิจัยด้านการบริหารจัดการในอนาคตต่อไป

This research aimed to study the problems, causes and development guidelines of management administration of Nonthaburi City Municipality by using PAMS-POSCoRB model consisted of 11 factors which were Policy, Authority,Morality, Society, Planning, Organizing, Staffing, Directing, Coordinating, Reporting,and Budgeting as conceptual framework This study was a survey research. In-depth interview and questionnairewith validity test and reliability test at level of 0.938 were used as instruments. Samples were Public Health Volunteers. Data were collected during September 1 to October 31, 2007 of which 1,010 or 85% of questionnaires were gathered back. Percentage, mean, standard deviation and t-test were employed as statistical tools. The research result revealed that rhe Public Health Volunteers agreed at moderate level on the management administration of onthaburi City Municipality;the important problem were lack of communication and coordination both internally and externally, the causes of which were (1) some of the personnel viewed that public communication, coordination both internal and external were of no importance to the office management (2) some of the personnel were not trained in public communication, coordination and human relations; suggestions were: Nonthaburi City Municipality’ should develop and train all levels of personnel to make them realize the importance of public communication, and coordination both internal and external which would result in the integration of the administrative management of the Munipality.Moreover, Nonthaburi City Municipality should apply the PAMS-POSDCoRB Model in its own research in the future if possible.
