แนวทางการพัฒนาศักยภาพในการบริหารจัดการของฝ่ายซ่อมใหญ่อากาศยานบริษัทการบินไทย จำกัด (มหาชน)

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของกลุ่มตัวอย่างต่อศักยภาพในการบริหารจัดการ ปัญหา แนวทางการพัฒนา การเปรียบเทียบภาพรวม และภาพรวมแนวโน้มศักยภาพในการบริหารจัดการในการบริหารจัดการของฝ่ายซ่อมใหญ่อากาสยาน บริษัท การบินไทยจำกัด (มหาชน) ทั้งนี้ ได้นำกรอบแนวคิด สวอท ซึ่งประกอบด้วย 4 เรื่อง ได้แก่ จุดแข็ง จุดอ่อนโอกาส และข้อจำกัดหรืออุปสรรค รวมทั้งนำแนวคิด 3M มาปรับใช้ในการศึกษาครั้งนี้ กลุ่มตัวอย่างที่ศึกษามีจำนวน 1,015 คน เก็บรวบรวมโดยใช้แบบสอบถามที่ผ่านการทดสอบ รวมทั้งผ่านการหาความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถาม การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 31 กรกฎาคม ถึง 15 กันยายน เก็บรวบรวมได้ 842 คน คิดเป็นจำนวนร้อยละ 82.96 ของกลุ่มตัวอย่างทั้งหมด สำหรับสถิติที่นำมาใช้ในการวิเคราะห์ข้อมูล คือค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษา พบว่า กลุ่มตัวอย่างเห็นด้วยในระดับปานกลาง ว่า (1) ศักยภาพในการบริหารจัดการและปัญหาของศักยภาพในการบริหารจัดการของฝ่ายซ่อมใหญ่อากาศยาน และ (2) ภาพรวมศักยภาพในการบริหารจัดการของฝ่ายซ่อมใหญ่อากาศยานในปัจจุบันสูงกว่าในอดีตและสูงกว่าหน่วยงานข้างเคียง และเห็นด้วยในระดับมากต่อแนวทางการพัฒนาศักยภาพในการบริหารจัดการของฝ่ายซ่อมใหญ่อากาศยาน สำหรับข้อเสนอแนะที่สำคัญ คือ (1) ด้านการบริหารบุคลากร ฝ่ายซ่อมใหญ่อากาศยานควรจัดให้มีแผนพัฒนาทรัพยากรมนุษย์อย่างเป็นระบบและดำเนินการอย่างต่อเนื่อง (2) ด้านการบริหารงบประมาณ ฝ่ายซ่อมใหญ่อากาศยานควรจัดสรรงบประมาณให้หน่วยงานภายในต่าง ๆ อย่างเหมาะสมและเพียงพอ โดยครอบคลุมงบประมาณสำหรับการแข่งขันทางธุรด้วย และ (3) ด้านการบริหารงานทั่วไป ฝ่ายซ่อมใหญ่อากาศยานควรคำนึงถึง กฎข้อบังคับขององค์กรการบินทั้งในและต่างประเทศเพิ่มมากขึ้น และควรนำการบริหารจัดการที่ทันสมัยและมีประสิทธิภาพมาปรับใช้ในหน่วยงาน

The research purposes were to study the opinions of samples on potentials, problems, procedures to development, overview comparison overview trends of management administration potentials of the Aircraft Overhaul Department (AOD), Thai Airways International Public Company Limited. The conceptual framework of SWOT that consisted of Strength, Weakness, Opportunity, and Threat; including concept of 3M, consisted of 3 factors; Man, Money, anagement were applied to this research. The total of samples were 1,015, and were collected by using questionnaires which passed pretest, checked for validity and reliability. The field data was collected between July31 to September 15, 2006 with the completed sampling amount of 842, making 82.96% of the total samples. Statistics employed for data analysis were percentage, arithmetic mean, standard deviation, and t-test. The research results found that: the samples agreed at the medium level that (1) the management administration potentials and problems of management administration potentials of AOD; and (2) the overview management administration potentials of AOD at the present were higher than the past, and also higher than other nearby departments, and at the high level to procedures to development of AOD. For significant suggestions: (1) Man: AOD should establish the systematic human resource development plan and operate continuously; (2) Money: AOD should allot appropriate and sufficient budgets to all interior organizations, the budgets should also cover the business competition; and (3) Management: AOD should pay more concentration on the regulations of both domestic and foreign flying organizations; and should accept and apply new efficiency management administration to the organization.
