ยุทธศาสตร์การดำเนินงานของศาลจังหวัดพะเยา

Abstract

การศึกษายุทธศาสตร์การดำเนินงานของศาลจังหวัดพะเยา มีวัตถุประสงค์ เพื่อ (1) ศึกษาวิเคราะห์สภาพแวดล้อมของศาลจังหวัดพะเยา (2) สนอยุทธศาสตร์ กลยุทธ์ และโครงการการดำเนินงานของศาล จังหวัดพะเยา ประชากรคือข้าราชการธุรการศาลจังหวัดพะเยา จำนวน 30 คน เครื่องมือที่ใช้ในการศึกษาใช้วิธีการสัมภาษณ์แบบเจาะลึก เป็นการวิจัยเชิงคุณภาพศึกษาวิจัยเกี่ยวกับสภาพแวดล้อม และโครงการกำหนดยุทธศาสตร์การดำเนินงานของศาลจังหวัดพะเยา โดยใช้การวิเคราะห์จุดแข็ง จุดอ่อน โอกาส และอุปสรรค เป็นเครื่องมือวิเคราะห์เชิงยุทธศาสตร์ และใช้ตารางโทว์ในการวิเคราะห์เพื่อนำไปกำหนดยุทธศาสตร์ และการกำหนดกลยุทธ์ ผลการวิจัยพบว่า (1) สภาพแวดล้อมของการดำเนินงานของศาลจังหวัดพะเยา ประกอบด้วย จุดแข็ง คือมีอิสระในการบริหารงานบุคคล การงบประมาณ มีระเบียบ วินัย คำสั่ง ระเบียบข้อบังคับตามพระราชบัญญัติระเบียบข้าราชการ และพระราชบัญญัติระเบียบบริหารราชการให้เป็นไปอย่างคล่องตัวมีประสิทธิภาพ จุดอ่อน คือความไม่สอดคล้องของระยะเวลาในการจัดสรรงบประมาณกับแผนการ และระยะเวลาการดำรงตำแหน่งของผู้บริหารในปีแรกไม่สอดรับกับนโยบาย ไม่สามารถประเมินผลสัมฤทธิ์ของการจัดโครงการได้ เนื่องจากเป็นการจัดทำเพียงระดับผลผลิต โอกาส คือทำให้มีโอกาสได้ศึกษา และการปรับใช้กฎหมายที่เอื้อต่อการทำงาน โดยเฉพาะรัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ. 2550 ให้ประชาชนได้รับสิทธิในกระบวนการยุติธรรม จากมาตรา 40 มากยิ่งขึ้น อุปสรรค ภาวะด้านเศรษฐกิจ ทำให้ปริมาณคดีแพ่ง คดีแรงงาน มีแนวโน้มเพิ่มสูงมากขึ้น (2) ข้อเสนอยุทธศาสตร์การดำเนินงานของศาลจังหวัดพะเยา ประกอบด้วย 5 ยุทธศาสตร์ ดังนี้ ยุทธศาสตร์ที่ 1 การพัฒนาระบบการให้บริการสู่ความเป็นเลิศประกอบด้วยกลยุทธ์การเพิ่มประสิทธิภาพ ระบบการให้บริการ แก่ประชาชนกลยุทธ์การพัฒนาศักยภาพของบุคคลากรในด้านการให้บริการยุทธศาสตร์ที่ 2 การให้บริการ ผ่านระบบเทคโนโลยีสารสนเทศ ประกอบด้วยกลยุทธ์การพัฒนาศักยภาพของบุคลากรในการใช้เทคโนโลยีสารสนเทศกล ยุทธ์การส่งเสริมการนำเทคโนโลยีสารสนเทศมาใช้พัฒนาระบบงานเพื่อให้ประชาชนเข้าถึงง่ายยุทธศาสตร์ที่ 3 การพัฒนาความรู้ทางด้านกฎหมาย ประกอบด้วยกลยุทธ์การสร้างเครือข่ายความร่วมมือทางด้านวิชาการด้านกฎหมาย กลยุทธ์การเผยแพร่ข้อมูลด้านกฎหมายให้แก่ประชาชนยุทธศาสตร์ที่ 4 การยกระดับระบบงานธุรการให้มีมาตรฐานประกอบด้วยกลยุทธ์การพัฒนาระบบงานธุรการให้มีมาตรฐานกลยุทธ์การเพิ่มประสิทธิภาพในงานธุรการยุทธศาสตร์ที่ 5 การส่งเสริมการพัฒนาบุคลากรที่ดีมีคุณธรรม จริยธรรมประกอบด้วยกลยุทธ์การส่งเสริมการต่อต้านการทุจริต กลยุทธ์การสร้างต้นแบบที่ดีด้านคุณธรรม จริยธรรมของข้าราชการ

This independent study aimed to (1) analyze the environment of the Phayao Provincial Court; and (2) propose strategic strategies and operational programs of the Phayao Provincial Court. The population was 30 officers of Phayao Provincial Administrative Office. using in-depth interviewing method for data collection. This was a qualitative research study on the environment, strategies and strategies for the implementation of the Phayao Provincial Administration using SWOT analysis as analysis tool and TOWS MATRIX analysis to determine strategy. The results of the study revealed that: (1) According to SWOT analysis, the environment of the Phayao Provincial Court were as followed; The strength was freedom of personnel administration, budget, discipline, order, rules and regulations under the Civil Service Act. and the administrative regulations go smoothly. The weakness was the inconsistency of the budget allocation period with the plan and the term of office of the executive in the first year were not in line with the policy. Also the achievement of the project can not be assessed because it's just a productivity level. The opportunity was having opportunity to study and implement the law that is conducive to work. In particular, the Constitution of the Kingdom of Thailand BE 2550 (2007), the people are entitled to the right to a fairer proceeding from Section 40. Economic barriers As a result, the number of civil cases in labor cases is likely to increase. (2) The study of the strategy proposed by the Phayao Provincial Administrative Court comprises 5 strategies as followed; Strategy 1 Development of service delivery system for excellence with composed of strategies such as Optimizing public service delivery system and Capacity development of service personnel. Strategy 2: Information Technology Services Contains strategies to develop the potential of personnel in the use of information technology and to promote the use of information technology to develop the system to make people easy to access. Strategy 3: Promoting staff to gain knowledge of the correct use of the law which composed of a networking of academic partnerships in the legal field. dissemination of legal information to the public. strategy 4: Upgrading the administrative system to standards which consisted of a strategy to develop a standardized administrative system and Administrative Optimization Strategy 5: Enhancing good human resource development with ethics and ethics, including strategies to promote anti-corruption, good moral prototyping and Ethics of government officials.
