Abstract
งานบริการกำจัดปลวก หนูและแมลง เป็นงานบริการที่มีความเสี่ยงต่อการเกิดอันตรายกับพนักงานจากการใช้สารเคมีอันตรายในแต่ละขั้นตอนการปฏิบัติงาน การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อจัดทําคู่มือการจัดทําระบบการจัดการอาชีวอนามัยและความปลอดภัย ISO 45001:2018 สําหรับธุรกิจงานให้บริการกำจัดปลวก หนูและแมลง วิธีดำเนินการศึกษาได้คัดเลือกธุรกิจงานให้บริการ กำจัดปลวก หนูและแมลงแห่งหนึ่งในกรุงเทพมหานคร และรวบรวมข้อมูลเกี่ยวกับข้อกำหนดของระบบการจัดการอาชีวอนามัยและความปลอดภัย ISO 45001:2018 และทบทวนวรรณกรรมที่เกี่ยวข้องกับการจัดทําคู่มือการจัดทําระบบการจัดการ อาชีวอนามัยและความปลอดภัยจากคู่มือ ตำรา งานวิจัย และฐานความรู้ข้อมูลจากอินเทอร์เน็ต ตลอดจนกฎหมายที่เกี่ยวข้องด้านอาชีวอนามัยและความปลอดภัย แล้วดำเนินการเรียบเรียงเป็นคู่มือการจัดทำระบบการจัดการอาชีวอนามัยและความปลอดภัย ISO 45001:2018 สำหรับธุรกิจงานให้บริการ กำจัดปลวก หนูและแมลง จากนั้นดำเนินการตรวจสอบคู่มือโดยผู้เชี่ยวชาญจำนวน 3 ท่าน และนำข้อเสนอแนะมาปรับปรุงแก้ไข เพื่อให้ได้คู่มือที่มีเนื้อหาครบถ้วนสมบูรณ์ ผลการศึกษาพบว่าการจัดทําคู่มือแบ่งออกเป็น 9 บท ประกอบด้วย (1) บทนํา (2) บริบทขององค์กร (3) ความเป็นผู้นำและความมีส่วนร่วมของพนักงาน (4) การวางแผน (5) ส่วนสนับสนุน (6) การปฏิบัติการ (7) การประเมินผลสมรรถนะการปฏิบัติงาน (8) การปรับปรุง และ (9) การรับรองระบบ พร้อมตัวอย่างเอกสารขั้นตอนและวิธีการปฏิบัติ ตลอดจนแบบฟอร์มที่จำเป็นในการนําไปปฏิบัติงาน
Pest control services pose health risks for pest-control workers who are exposed to hazardous chemicals during their work. The objective of this study was to develop a Handbook on Occupational Health and Safety Management System ISO 45001:2018 for Pest Control Services. The development of this handbook involved the purposive selection of one Pest Control Services business in Bangkok, the collection of information regarding the requirements of the Occupational Health and Safety Management System ISO 45001:2018, the review of related literature on occupational health and safety management system for manual preparation and related laws in occupational health and safety from textbooks, research documents and databases on the Internet, the preparation of a draft Handbook on Occupational Health and Safety Management System ISO 45001:2018 for Pest Control Services, the evaluation of the draft handbook by three experts, and finally the improvement or finalization of the handbook. The results showed that the finalized Handbook on Occupational Health and Safety Management System ISO 45001:2018 for Pest Control Services contains nine chapters: (1) Introduction, (2) Organizational Context, (3) Leadership and Engagement of Employeess, (4) Planning, (5) Support, (6) Operations, (7) Performance Evaluation, (8) Improvement, and (9) System Accreditation. In addition, the handbook has as annexes examples of working steps or procedures, work instructions and forms required for actual operations
