การมีส่วนร่วมในการดำเนินงานศูนย์จัดการศัตรูพืชชุมชนในอำเภอท่าตูม จังหวัดสุรินทร์

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพพื้นฐานส่วนบุคคล สภาพทางสังคมและเศรษฐกิจของสมาชิกศูนย์จัดการศัตรูพืชชุมชน อำเภอท่าตูม จังหวัดสุรินทร์ 2) การมีส่วนร่วมในการดำเนินงานของสมาชิกศูนย์จัดการศัตรูพืชชุมชน 3) ความคิดเห็นเกี่ยวกับปัจจัยความสำเร็จในการมีส่วนร่วมดำเนินงาน 4) ปัญหา ข้อเสนอแนะ ในการมีส่วนร่วมการดำเนินงานของศูนย์จัดการศัตรูพืชชุมชน ประชากรที่ศึกษา คือ เกษตรกรสมาชิกศูนย์จัดการศัตรูพืชชุมชน อำเภอท่าตูม จังหวัดสุรินทร์ จำนวน 180 ราย กำหนดขนาดตัวอย่างโดยใช้สูตรของ ทาโร ยามาเน ที่ความคลาดเคลื่อน 0.05 ได้ขนาดกลุ่มตัวอย่าง 137 ราย สุ่มตัวอย่างแบบง่าย เก็บรวบรวมข้อมูลโดยการสัมภาษณ์ สถิติที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าต่ำสุด ค่าสูงสุด ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า 1) สมาชิกศูนย์จัดการศัตรูพืชชุมชนส่วนใหญ่เป็นเพศชาย มีอายุเฉลี่ย 54.04 ปี จบการศึกษาชั้นประถมศึกษา โดยมีจำนวนแรงงานภาคการเกษตรเฉลี่ย 2.74 คน มีพื้นที่ถือครอง เฉลี่ย 29.4 ไร่ มีรายได้เฉลี่ยของครัวเรือน 122,773 บาทต่อปี 2) การมีส่วนร่วมในการดำเนินงานของสมาชิกศูนย์จัดการศัตรูพืชชุมชนอยู่ในระดับมาก โดยเรียงลำดับได้ดังนี้ การมีส่วนร่วมในผลประโยชน์การมีส่วนร่วมในการตัดสินใจ การมีส่วนร่วมในการปฏิบัติการ และการมีส่วนร่วมในการประเมินผลอยู่ในระดับมากตามลำดับ 3) ความคิดเห็นเกี่ยวกับปัจจัยในการมีส่วนร่วมดำเนินงานของสมาชิกศูนย์จัดการศัตรูพืชชุมชน อยู่ในระดับมาก ทั้ง 2 ปัจจัย คือปัจจัยภายนอก โดยอันดับ 1 คือการได้รับการสนับสนุนส่วนปัจจัยภายในอันดับ 1 คือผู้นำ 4) ปัญหาการมีส่วนร่วมในการจัดการศูนย์จัดการศัตรูพืชชุมชนอยู่ในระดับปานกลาง มี 2 ด้าน โดยเรียงลำดับได้ดังนี้ การเชื่อมโยงเครือข่ายและการบูรณาการ การจัดทำแผนพัฒนาเกษตรกรและชุมชน ข้อเสนอแนะ คือ สมาชิกศูนย์จัดการศัตรูพืชชุมชนควรให้ความสำคัญต่อการมีส่วนร่วมในทุกขั้นตอนของการดำเนินงานศูนย์จัดการศัตรูพืชชุมชน

The objectives of this research were to study (1) basic personal, social, and economic conditions of pest management community center in Tha Tum district, Surin province (2) the participation in the operation of members of pest management community center (3) the opinions about success factors in the participation of the operations (4) problems and suggestions in the participation of the operations of pest management community center. The population of this study was 180 farmers who were members of the pest management community center in Tha Tum district, Surin province. The sample size of 137 people was determined by using Taro Yamane formula with the error value of 0.05 and simple random sampling method. Data were collected by conducting interview and were analyzed by using statistics such as frequency, percentage, mean, minimum value, maximum value, and standard deviation. The results of the research found out that (1) most of the members of the pest management community center were male with the average age of 54.04 years old, completed primary school education, had the average labor in the agricultural sector of 2.74 people, owned the average area of 29.4 Rai, and earned the average household income was 122,773 Baht/year. (2) The participation in the operations of the members of the pest management community center was at the high level. The ranking would be the participation in the benefits, the participation in the decision-making, the participation in the operation, and the participation in the assessment. (3) The opinions about the factors in the participation of the operations of pest management community center members were at the high level in both two factors: external factors is receiving support and internal factors is leadership matters. (4) Problems regarding the participation in the management of the pest management community center were at the moderate level in two aspects as of the following: connection, integration, and the creation of farmer and community development plans. Suggestion would be for members of the pest management community center to emphasize on the participation in every step of the operations of pest management community center.
