การวิจัยมีวัตถุประสงค์เพื่อศึกษา (1) บทบาทของสภาองค์กรชุมชนตำบลในการพัฒนา
ประชาธิปไตยท้องถิ่นในจังหวัดนนทบุรี (2) ปัญหา และแนวทางในการแก้ไขปัญหาในการพัฒนา
ประชาธิปไตยท้องถิ่นของสภาองค์กรชุมชนตำบลของจังหวัดนนทบุรี (3) แนวทางในการส่งเสริมบทบาทของ
สภาองค์กรชุมชนตำบลในการพัฒนาประชาธิปไตยท้องถิ่นในจังหวัดนนทบุรี
การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ ใช้วิธีการศึกษาเอกสารและการสัมภาษณ์เชิงลึก กลุ่ม
ผู้ให้ข้อมูลสำคัญได้แก่ ประธานและสมาชิกสภาองค์กรชุมชนตำบล จำนวน 5 แห่ง ได้แก่ สภาองค์กรชุมชน
ตำบลพิมลราช สภาองค์กรชุมชนตำบลไทรม้า สภาองค์กรชุมชนตำบลบางชุนกอง สภาองค์กรชุมชนตำบล
ราษฎร์นิยม และสภาองค์กรชุมชนตำบลบางเลน รวมจำนวนทั้งสิ้น 20 คน วิเคราะห์ข้อมูลโดยการ
วิเคราะห์เชิงพรรณนาและการวิเคราะห์เนื้อหา
ผลการศึกษาพบว่า (1) สมาชิกสภาองค์กรชุมชนตำบลมีบทบาทในการพัฒนาประชาธิปไตย
ท้องถิ่น โดยการให้ความรู้แก่ประชาชนเรื่องสิทธิของประชาชน การสร้างวัฒนธรรมทางการเมืองท้องถิ่นแบบ
ร่วมปรึกษาหารือและร่วมกันตัดสินใจผ่านการประชาคมหมู่บ้านในแต่ละตำบล และการบริหารจัดการ
ทรัพยากรภายในตำบลร่วมกัน (2) ปัญหาของสภาองค์กรชุมชนตำบลของจังหวัดนนทบุรี ในการดำเนินการ
เพื่อพัฒนาประชาธิปไตยท้องถิ่นได้แก่ สภาองค์กรชุมชนตำบลไม่มีงบประมาณในการดำเนินงานเพียงพอ
และการไม่เป็นที่ยอมรับของหน่วยงานราชการและหน่วยงานที่ (3) แนวทางในการส่งเสริมบทบาทของสภา
องค์กรชุมชนตำบลในการพัฒนาประชาธิปไตยท้องถิ่นในจังหวัดนนทบุรี ได้แก่ สถาบันพัฒนาองค์กรชุมชน
ต้องจัดสรรงบประมาณให้แก่สภาองค์กรชุมชนตำบลในการดำเนินภารกิจของสภาองค์กรชุมชนตำบลใน
ท้องถิ่นอย่างเพียงพอ ควรมีการเปิดเวทีประชาคมถอดบทเรียนเพื่อเกิดการยอมรับ และประชาสัมพันธ์การ
ดำเนินงานของสภาองค์กรชุมชนตำบลให้ภาคส่วนที่เกี่ยวข้องได้รับรู้อย่างต่อเนื่อง
The objective of this research is to study (1) the role of sub-district community organization councils in developing local democracy in Nonthaburi Province; (2) challenges of such role and solutions; and (3) approaches to promoting the role of sub-district community organization councils in developing local democracy. This is a qualitative research based on documentary research and in-depth interviews. The 22 key informants consists of the chairmen and members of the Pimolrach Sub- district Community Organization Council, the Saima Sub-district Community Organization Council, the Bang Khuntong Sub-district Community Organization Council, the Ratniyom Sub-district Community Organization Council, and the Bang Len Sub-district Community Organization Council. Descriptive analysis and content analysis methods are used for data analysis. The results show that firstly, the sub-district community organization council played a role in developing local democracy by informing people of their rights as citizens, helping build a local political culture based on mutual consultation and making joint-decision via village-level or neighborhood-level civil society as well as opening opportunities for participation in the joint- management of local resources. Secondly, the problems that Sub-district Community Organization Council in Nonthaburi faced in developing local democracy were the inadequacy of operational funds and that they were not well respected and accepted by government agencies. Thirdly, recommended approaches to promoting the role of sub-district community organization council in developing local democracy include increasing an adequate budget for them to perform their duties, conducting civil society learning forums to help create greater legitimacy and acceptance, and continuously informing the public of the work of the sub-district community organizations councils.
