การยอมรับการดำเนินงานระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ของเจ้าหน้าที่พัสดุโรงเรียนในสังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 2

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับการรับรู้ประโยชน์การดำเนินงานระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ 2) ระดับการรับรู้ความสะดวกในการใช้งานการดำเนินงานระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ 3) ระดับการยอมรับการดำเนินงานระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ 4) ความสัมพันธ์ระหว่างระดับการรับรู้ประโยชน์ ระดับการรับรู้ความสะดวกในการใช้งานกับการยอมรับการดำเนินงานระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ ผลการศึกษา พบว่า ประชากรส่วนใหญ่เป็นเพศหญิง มีอายุระหว่าง 26 - 35 ปี มีระดับการศึกษาสูงสุดที่ระดับปริญญาตรี อยู่ในตำแหน่ง ครู มีสถานภาพในการทำงานปัจจุบันเป็นเจ้าหน้าที่พัสดุมีประสบการณ์ในการปฏิบัติงานระหว่าง 1 - 5 ปี โดยมี 1) ระดับการรับรู้ประโยชน์การ อยู่ในระดับมากที่สุด ทั้งภาพรวมและรายด้าน 2) ระดับการรับรู้ความสะดวกในการใช้งานอยู่ในระดับมากที่สุด ทั้งภาพรวมและรายด้าน ยกเว้นด้านการต่อรองราคาอยู่ในระดับมาก 3) ระดับการยอมรับอยู่ในระดับมากที่สุด ทั้งภาพรวมและรายด้าน 4) ความสัมพันธ์ระหว่างระดับการรับรู้ประโยชน์ ระดับการรับรู้ความสะดวกในการใช้งานกับการยอมรับ พบว่า 4.1) ความสัมพันธ์ระหว่างระดับการรับรู้ประโยชน์ ได้แก่ มีประโยชน์ประหยัดเวลา สร้างความคุ้มค่า สร้างความโปร่งใส ช่วยประหยัดงบประมาณได้สินค้าหรือบริการตามความต้องการ และความมีประสิทธิภาพและประสิทธิผล ทุกรายการมีความสัมพันธ์เชิงบวกกับระดับการยอมรับการดำเนินงานระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ทั้งสองด้าน คือ ด้านทัศนคติต่อพฤติกรรม และด้านการยอมรับการดำเนินงานทุกวงเงินงบประมาณและทุกครั้ง ที่ระดับนัยสำคัญ 0.05 4.2) ความสัมพันธ์ระหว่างระดับการรับรู้ความสะดวกในการใช้งาน ได้แก่ สามารถลดขั้นตอนการดำเนินงานได้สามารถต่อรองราคาได้ สามารถตรวจสอบได้ สามารถดำเนินการให้แล้วเสร็จตามวัน เวลา ที่กำหนด สามารถเสนอราคาผ่านระบบได้ และสามารถใช้เอกสารที่พิมพ์จากระบบเสนอเซ็นต์ได้ ทุกรายการมีความสัมพันธ์เชิงบวกกับระดับการยอมรับการดำเนินงานระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์อย่างมีนัยสำคัญ ทั้งสองด้าน คือด้านทัศนคติต่อพฤติกรรม และด้านการยอมรับการดำเนินงานทุกวงเงินงบประมาณและทุกครั้ง ที่ระดับนัยสำคัญ 0.05

This study aimed to investigate 1) benefit perception level of electronic government procurement system operations, 2) ease-to-use perception level of electronic government procurement system operations, 3) acceptance level of electronic government procurement system operations and 4) relationship among benefit benefit perception level, ease-to-use perception level and acceptance level of electronic government procurement system operations. This study was quantitative research. The population was the supply officer in the school under Lampang Primary Education Service Area Office 2 that consisted of 104 schools. The entire population was collected by use questionnaires. The statistical analysis included frequency, percentage, mean, standard deviation and chi-square. The results showed that the majority of the population was female, aged between 26 and 35 with the highest level of education at the bachelor’s degree and the position of teacher. The current working status as a supply officer with working experience between 1 to 5 years. The results were found as following. 1) The benefit perception levels were at the highest level in both overall and each aspect, 2) The ease-to-use perception levels were at the highest level in both overall and each aspect, only bargaining aspect at high level, 3) The acceptance levels were highest that in both overall and each aspect and 4) The relationship among benefit perception level, ease-to-use perception level and acceptance level found that 4.1) The relationship between benefit perception levels was useful, time-saving, cost–effectiveness, value for money and transparency, budget saving, getting products or services toward needs as well as the efficiency and the effectiveness. All items were related positively to the acceptance level of electronic government procurement system operations in both attitude toward behavior and operation acceptation at every budget and every time with statistical significance 0.05. 4.2) The relationship between benefit perception and ease-to-use perception of electronic government procurement system operations was reduction of the operational process, ability to negotiate price, accessibility, finalization within a specified date and time, price proposing through the system and printing documents from system to sign. All items were related with the acceptance level of electronic government procurement system operations in both attitude toward behavior and operation acceptation at every budget and every time.
