Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับการพัฒนาเพื่อมุ่งสู่การเป็นองค์การสมรรถนะสูง (2) เปรียบเทียบปัจจัยส่วนบุคคลที่มีผลต่อระดับการพัฒนาสู่องค์การสมรรถนะสูง (3) ปัจจัยที่มีความสัมพันธ์ต่อการพัฒนาเพื่อมุ่งสู่การเป็นองค์การสมรรถนะสูง (4) เพื่อเสนอแนวทางในการพัฒนาเพื่อมุ่งสู่การเป็นองค์การสมรรถนะสูงของเรือนจำอำเภอชัยบาดาล จังหวัดลพบุรี การวิจัยนี้เป็นการวิจัยเชิงปริมาณโดยศึกษาจากประชากรทั้งหมด ประชากรเป็นบุคลากรของเรือนจำอำเภอชัยบาดาล จังหวัดลพบุรี จำนวน 52 คน เครื่องมือในการวิจัย คือ แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติค่า ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์ ผลการวิจัยพบว่า (1) ระดับการพัฒนาเพื่อมุ่งสู่การเป็นองค์การสมรรถนะสูง ภาพรวมอยู่ในภาพ รวมและรายข้ออยู่ในระดับมาก (2) จากการเปรียบเทียบปัจจัยส่วนบุคคลที่มีผลต่อระดับการพัฒนาสู่องค์การสมรรถนะสูง จำแนกตามด้านเพศ อายุ ระดับการศึกษา ตำแหน่งการทำงาน อายุราชการ พบว่ามีความคิดเห็นต่อการพัฒนาสู่องค์การสมรรถนะสูงที่ไม่แตกต่างกัน อย่างมีนัยสำคัญทางสถิติ (3) ความสัมพันธ์ของปัจจัยที่มีผลต่อการพัฒนาเพื่อมุ่งสู่การเป็นองค์การสมรรถนะสูงที่มีความสัมพันธ์ทางบวก ได้แก่ ด้านการนำองค์การ ด้านการบริหารยุทธศาสตร์ ด้านการบริหารองค์การสมัยใหม่ ด้านการมุ่งเน้นทรัพยากรบุคคล (4) แนวทางการพัฒนาเพื่อมุ่งสู่การเป็นองค์การสมรรถนะสูงของเรือนจำอำเภอชัยบาดาล จังหวัดลพบุรี ด้านการนำองค์การ การประสานงานขององค์การกับเจ้าหน้าที่ที่ยังขาดความรู้อย่างทั่วถึง โดยเพิ่มการถ่ายทอดความรู้ให้กับเจ้าหน้าที่หรือการสื่อสารที่เข้าถึงเจ้าหน้าที่ได้ง่าย ด้านการบริหารยุทธศาสตร์ ควรให้เจ้าหน้าที่ในองค์การได้รับการฝึกอบรมในการแปลงยุทธศาสตร์เพื่อนำไปปฏิบัติงานให้ตรงกับความรับผิดชอบในการเป็นแนวปฏิบัติที่ดี ด้านการบริหารองค์การสมัยใหม่ ควรให้เจ้าหน้าที่เห็นความสำคัญกับการทำงานเป็นทีมมากกว่าการทำงานแบบเฉพาะตัวบุคคล เพื่อให้เจ้าหน้าที่ทุกคนสามารถร่วมกันทำงานที่ได้รับมอบหมายเป็นอย่างดี ด้านการมุ่งเน้นทรัพยากรบุคคล ควรสร้างขวัญกำลังใจให้กับเจ้าหน้าที่เพื่อความสำเร็จในการปฏิบัติงานทำให้การพัฒนางานให้ดีขึ้น สามารถวางแผนการปฏิบัติงานเพื่อป้องกันปัญหาที่อาจเกิดขึ้น ได้รับความไว้วางใจและเชื่อมั่นในความสามารถ มีความรู้สึกว่าได้รับส่วนหนึ่งของผลงานที่ประสบความสำเร็จ
This research aims to study (1) the development level to the High Performance Organization (2) the comparison of personal factors affecting the development level to the High Performance Organization (3) relating factors to the development to the High Performance Organization and (4) to propose a development approach to the High Performance Organization of Chaibadan District Prison. Lopburi Province.This research is a quantitative research studying the whole population, which consists of 52 personnel of Chaibadan district prison. The instrument is a questionnaire. Statistics uses for Data analysis are Percentage, Mean, Standard Deviation, and correlation coefficient.Research results show that; (1)The development level to the High Performance Organization ;(2) Opinions on the comparison of personal factors affecting the development level to the High Performance Organization ,classified by gender, age, education level, working position, and service age, are not statistically different ;(3)Positive relating factors to the development to the High Performance Organization are leading organization, strategic management, modern organization management, Focusing on human resources ;(4)The development approaches to the High Performance Organization are as followed, For leading organization, there should be the coordination between the organization and staff who lack of knowledge thoroughly by conveying knowledge or communicating to staff which should be easily accessible. For strategic management, organizational staff should be trained in converting strategies to implementation in line with their responsibilities for good practice. For modern management organization, staff should place greater emphasis on teamwork than personalization so that all staff can work together. In terms of focusing on human resources, the morale of staff should be created for the success of their works, resulting in better job development and be able to plan any actions to prevent problems that may arise. As well as to gain trust and confidence in the ability to have a feeling of being part of successful works
