Abstract
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา 1) สภาพทางสังคมและเศรษฐกิจของคณะกรรมการและสมาชิกโรงสีข้าวชุมชน 2) ความรู้ความเข้าใจเกี่ยวกับการบริหารโรงสีข้าวชุมชนของคณะกรรมการและสมาชิก 3) การบริหารโรงสีข้าวชุมชน และ4) ปัญหาและข้อเสนอแนะเกี่ยวกับแนวทางการบริหารโรงสีข้าวชุมชน ผลการวิจัยพบว่า 1) คณะกรรมการและสมาชิกโรงสีข้าวชุมชนมากกว่าครึ่งเป็นเพศหญิง อายุเฉลี่ย 57.10 ปี ส่วนใหญ่จบการศึกษาระดับประถมศึกษา สองในสามไม่ได้ดำรงตำแหน่งใดๆ ทางสังคม ระยะเวลาเป็นสมาชิกโรงสีข้าวชุมชนเฉลี่ย 11.93 ปี เคยเข้าร่วมประชุม ฝึกอบรม สัมมนา และดูงานด้านการบริหารโรงสีข้าวชุมชนี้เป็นบางครั้ง สมาชิกในครัวเรือนเฉลี่ย 4.48 คน สมาชิกในครัวเรือนช่วยทำการเกษตรเฉลี่ย 2.51 คน ทั้งหมดประกอบอาชีพทานา พื้นที่ถือครองเฉลี่ย 17.09 ไร่ รายได้ของครัวเรือนเฉลี่ย 410,897.46 บาท ส่วนใหญ่มีภาระหนี้สินและเป็นหนี้กับ ธ.ก.ส. 2) ระดับการรับรู้ข้อมูลข่าวสารด้านการบริหารโรงสีข้าวชุมชนจากแหล่งต่าง ๆในภาพรวระดบบัน้อย โดยได้รับข้อมูลจากสื่อบุคคลมากที่สุดจากเจ้าหน้าที่ส่งเสริมการเกษตร มากกว่าครึ่งมีความรู้ความเข้าใจเกี่ยวกับการบริหารโรงสีข้าวชุมชนในระดับมาก 3) คณะกรรมการโรงสีข้าวชุมชนส่วนใหญ่มีการปฏิบัติตามการบริหารโรงสีข้าวชุมชนในระดับปานกลาง 4) ปัญหาของคณะกรรมการโรงสีข้าวชุมชนต่อการปฏิบัติตามการบริหารโรงสีข้าวชุมชน พบว่า มีปัญหาในภาพรวระดบบัมาก แนวทางการพัฒนาควรส่งเสริมและให้ความรู้เกี่ยวกับการบริหารโรงสีข้าวชุมชนและสร้างความเข้มแข็งในการดำเนินงานในรูปกลุ่มให้มากยิ่งขึ้น ส่งเสริมให้สมาชิกมีส่วนร่วมในการดำเนินงานของโรงสีข้าวชุมชน ส่งเสริมให้สมาชิกมีการผลิตข้าวอินทรีย์ และรับซื้อในราคาที่สูง แล้วนามาแปรรูปเป็นผลิตภัณฑ์หลักของกลุ่ม ควรประชาสัมพันธ์กิจกรรมและผลิตภัณฑ์ของโรงสีข้าวชุมชนให้เป็นที่รู้จักของ บุคคลภายในและภายนอก และเพิ่มช่องทางการสื่อสาร พัฒนาการบรรจุภัณฑ์ให้ได้มาตรฐาน และมีการเชื่อมโยงเครือข่ายอื่นที่ประสบผลสำเร็จและส่งเสริมสนับสนุนให้จัดตั้งเป็นวิสาหกิจชุมชน
This purpose of research were to study 1) socio-economic status of committees and the members of the community rice mill, (2) knowledge and understanding of community rice mill management of committees and members, (3) management of community rice mill, and (4) problems and suggestions of guidelines for management of community rice mill. The population in the study were committees and members of the community rice mill in Nong Khai Nam Sub-District, Mueang District, Nakhon Ratchasima Province comprised of 138 persons. The data were collected from all of population by using interviewed questionnaire and group discussion, analyzed by using computerized program; the statistics were used, such as frequency, percentage, minimum value, maximum value, mean, and standard deviation. The research results found that 1) more than a half of committees and the members of community rice mill were female, with an average of 57.10 years; most of them graduated at primary education level; two-thirds hadn’t hold any social positions; and the average length of time serving as a member of community rice mill was 11.93 years. They had ever attended the convention and training, and had study visit to learn the management of community rice mill occasionally. The average of family member was 4.48 members; The average of family labor for farming was 2.51 persons; all of them had occupation in rice farming; they had their own land with an average of 17.09 rai (1 rai = 1,600 square meters); the average of household income was 410,897.46 baht; and most of them had debts with the Bank for Agriculture and Agricultural Co-Operatives. 2) They received the information of the community rice mill management from many sources, in overall, it was at low level which the agricultural extensionist as personal media had delivered the information at the highest level; and more than a half of them had knowledge and understanding of community rice mill management at high level. 3) Most of committees of community rice mill had operated adhering to the principle of management of community rice mill at moderate level. 4) Problems of the committees of community rice mill in the management of community rice mill, it was found that the problem in overall was at high level. The developmental guidelines, the members should be encourage and transferred knowledge of management of community rice mill for increasing the strength of group operations; the committees should be encouraged to participate in operations of community rice mill; organic rice should be promoted, sold at high price, and processed to be the group product; the activities and products should be informed to the public; increasing communication channels, standardized product development, and linkage with other successful rice mills, all these aspects should be supported. Hence, and the rice mill should be organized as community enterprise.
