การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา 1) วิเคราะห์ต้นทุนและผลตอบแทนของโครงการทาง
หลวงในจังหวัดกระบี่ ที่มีแนวเส้นทางตัดผ่านพื้นที่ภูเขาลาดชันที่เป็นพื้นที่ลุ่มน้ำ และปรับปรุงรูปแบบ
ทางเลือก เพื่อหลีกเลี่ยงไม่ให้ผ่านพื้นที่ลุ่มน้ำโดยใช้รูปแบบอุโมงค์ และ 2) วิเคราะห์ความอ่อนไหว
ในกรณีที่มีการเปลี่ยนแปลงอัตราคิดลดต้นทุนค่าก่อสร้างและปริมาณจราจร
ข้อมูลที่ใช้ในการศึกษานี้ได้จากการรวบรวมข้อมูลทุติยภูมิงานวิจัยที่เกี่ยวข้อง โดยใช้วิธี
วิเคราะห์ต้นทุนและผลตอบแทน เป็นเครื่องมือในการเปรียบเทียบการก่อสร้างทางหลวงใน 2 รูปแบบ
ทางเลือก ได้แก่ 1) การก่อสร้างทางหลวงผ่านพื้นที่ลุ่มน้ำ และ 2) การก่อสร้างทางหลวงรูปแบบอุโมงค์
ลอดใต้แนวภูเขา เพื่อหลีกเลี่ยงพื้นที่ลุ่มน้ำ ในระยะเวลาศึกษาวิเคราะห์ 20 ปี การวิเคราะห์ความอ่อนไหว
ทดสอบด้วยอัตราคิดลดที่แตกต่างกัน (ร้อยละ 3 ร้อยละ 5 และร้อยละ 8) การเพิ่มขึ้นและการลดลงร้อยละ
20 ของต้นทุนก่อสร้าง และปริมาณการจราจร
ผลการศึกษาสรุปได้ว่า 1) การวิเคราะห์ต้นทุนและผลตอบแทนรูปแบบทางเลือกที่ 2 หรือ
การก่อสร้างทางหลวงรูปแบบอุโมงค์ลอดใต้แนวภูเขา มีความคุ้มค่ามากกว่ารูปแบบทางเลือกที่ 1 หรือการ
ก่อสร้างทางหลวงผ่านพื้นที่ภูเขาลาดชันที่เป็นพื้นที่ลุ่มน้ำ โดยมีมูลค่าปัจจุบันสุทธิ 7,870.45 ล้านบาท
ณ อัตราคิดลดร้อยละ 3 และ 4,826.64 ล้านบาท ณ อัตราคิดลดร้อยละ 5 แต่หากใช้อัตราคิดลดร้อยละ 8
รูปแบบทางเลือกที่ 1 จะมีมูลค่าปัจจุบันสุทธิเท่ากบั 2,108.69 ล้านบาท สูงกว่ารูปแบบทางเลือกที่ 2 ที่มีค่า
เท่ากับ 1,954.06 ล้านบาท ทั้งนี้ อัตราคิดลดแสดงถึงการแลกการบริโภคระหว่างคนรุ่นปัจจุบัน กับคนรุ่น
อนาคต นโยบายของรัฐควรจะเป็นนโยบายที่คำนึงถึงคนในรุ่นอนาคตด้วยเช่นกันดังนั้นผลของการศึกษา
จึงน่าให้น้ำหนักกับผลการศึกษาที่ใช้อัตราคิดลดที่ต่ำ เพราะการใช้อัตราคิดลดที่ยิ่งมีค่าสูงขึ้นเท่าใด
ซึ่งหมายถึงการให้น้ำหนักความสำคัญกับอนาคตน้อยลงเท่านั้น อีกเหตุผลหนึ่งที่สนับสนุนรูปแบบ
ทางเลือกที่ 2 คือ รูปแบบทางเลือกที่ 2 ให้ผลตอบแทนที่สูงกว่าเมื่อเทียบกับรูปแบบทางเลือกที่ 1 และ
การศึกษานี้ยังพบว่า 2) ผลการวิเคราะห์ความอ่อนไหวไม่ส่งผลต่อการเปลี่ยนแปลงลำดับของรูปแบบ
ทางเลือก ทางหลวงรูปแบบอุโมงค์ยังเป็นทางเลือกที่คุ้มค่ามากกว่าเมื่อเทียบกับการก่อสร้างทางหลวงผ่าน
พื้นที่ลุ่มน้ำ
The objectives of the study are 1) to conduct the cost - benefit analysis (CBA) of the highway project in Krabi Province and 2) to test the sensitivity analysis with different discount rates, construction costs and traffic volumes. The data used in this study were collected from secondary data and literature reviews. The cost – benefit analysis was used as a tool to compare these two policy options of highway construction; namely highway passing through watershed area and tunnel highway to avoid the negative impacts to watershed area over 2 0 - years period. The sensitivity analysis was performed with discount rates at 3%, 5% and 8%, and increasing/decreasing cost of construction and traffic volume by 20%. The result of this study reveals that, 1) the tunnel highway construction (Option 2) is higher net benefits than the highway construction passing through watershed area (Option 1). The Net Present Value (NPV) of the Option 2 is 7,870.45 million baht at the discount rate of 3% and 4,826.64 million baht at the discount rate of 5%. However, the NPVs of Option 1 is higher than NPVs of Option 2 when discount rate is 8%. Because the consumption rate of discount reflects the rate which society is willing to trade consumption in the future for consumption today. The government policy should also give much greater weight to the welfare of future generations. Then, the lower discount rate might be appropriate because the using of higher discount rate is reveal to be low preserve for the future generation. Moreover, another reason to support the Option 2 is that this option provides higher benefits comparing to the Option 1. The result of the study also finds that 2) the sensitivity analysis test did not affect the ranking of options. The tunnel option is still preferable to highway construction passing through watershed area.
