การรักษาอำนาจทางการเมืองของ นายนิยม ศักดิ์ดี นายกองค์การบริหารส่วนตำบลท่าเสา อำเภอโพทะเล จังหวัดพิจิตร

Abstract

การศึกษาวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษา (1) ปัจจัยที่ส่งผลต่อผลสำเร็จในการรักษาอำนาจทางการเมือง ของนายนิยม ศักดิ์ดี นายกองค์การบริหารส่วนตำบลท่าเสา อำเภอโพทะเล จังหวัดพิจิตร (2) วิธีการรักษาอำนาจทางการเมือง ของนายนิยม ศักดิ์ดี นายกองค์การบริหารส่วนตำบลท่าเสา อำเภอโพทะเล จังหวัดพิจิตร การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยเลือกกลุ่มตัวอย่างเฉพาะเจาะจง จากจำนวนประชากร 5 กลุ่ม ได้แก่ ผู้บริหารองค์กรปกครองส่วนท้องถิ่น ข้าราชการ ผู้นำท้องที่ ประชาชนในพื้นที่ และพระภิกษุ สามเณรในพื้นที่ รวมทั้งสิ้น 20 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์ การวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า (1) ปัจจัยที่ส่งผลต่อผลสำเร็จในการรักษาอำนาจทางการเมือง ของนายนิยม ศักดิ์ดี นายกองค์การบริหารส่วนตำบลท่าเสา อำเภอโพทะเล จังหวัดพิจิตร มี 4 ปัจจัย ได้แก่ 1) ปัจจัยด้านกฎหมาย 2) ปัจจัยความสัมพันธ์เครือญาติ 3) ปัจจัยส่วนบุคคล ประกอบด้วย ด้านอายุ ด้านชื่อเสียงวงศ์ตระกูล ด้านประสบการณ์ทำงาน และด้านลักษณะอุปนิสัย 4) ปัจจัยความสัมพันธ์กับกลุ่มผลประโยชน์ในพื้นที่ (2) วิธีการรักษาอำนาจทางการเมืองของนายนิยม ศักดิ์ดี นายกองค์การบริหารส่วนตำบลท่าเสา อำเภอโพทะเล จังหวัดพิจิตร มี 4 วิธีการ คือ 1) วิธีการทางการเมืองผ่านการเลือกตั้ง 2) การสร้างเครือข่ายหัวคะแนน ประกอบด้วย การสร้างเครือข่ายหัวคะแนนผ่านผู้รับอุปถัมภ์ และการสร้างเครือข่ายหัวคะแนนผ่านผู้นำท้องที่ 3) การเข้าร่วมกิจกรรมต่าง ๆ ในพื้นที่ร่วมกับชาวบ้าน 4) การสร้างบุคลิกภาพ ภาพพจน์ที่ดี

The objectives of this research were (1) to study factors affecting the success in political power maintenance of Mr. Niyom Sakdee, Chief Executive of Thasao Subdistrict Administrative Organization (SAO), Pho Thale District, Phichit Province and (2) to investigate method to maintain the political power of Mr. Niyom Sakdee, Chief Executive of the SAO, Thasao Subdistrict, Pho Thale District, Phichit Province. This research was a qualitative research. There were 20 purposive samplings for interview including 5 groups as follows: Chief Executive of the local administrative organization, government officers, local leaders, local people, local monks and novices. The data collected were analyzed using descriptive analysis method. This research found that (1) there were 4 factors affecting the success in political power maintenance of Mr. Niyom Sakdee, Chief Executive of Thasao Subdistrict Administrative Organization (SAO), Pho Thale District, Phichit Province namely: 1) legal factor; 2) kindred relationship factor; 3) personal factor consisting of age, reputation of family, work experience and character: and4) relationship with local interest groups factor. (2) There were 4 steps to maintain the political power of Mr. Niyom Sakdee, Chief Executive of the SAO, Thasao Subdistrict, Pho Thale District, Phichit Province. They are 1) political elections, 2) creation of election campaigners networks through sponsors and local leaders, 3) participating various activities in the local area together with the villagers and 4) having a good personality.
