Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการบริหารกิจการวิทยุกระจายเสียง เกี่ยวกับ 1) สถานการณ์ แวดล้อม 2) รูปแบบการบริหาร และ 3) แนวทางการพัฒนารูปแบบการบริหาร การวิจัยนี้ใช้ระเบียบวิธีการวิจัยเชิงคุณภาพโดยวิธีการสัมภาษณ์เชิงลึก และการสนทนากลุ่ม เลือกผู้ให้ ข้อมูลหลักแบบเจาะจงและแบบสโนว์บอล จํานวน 23 คน จากผู้ที่มีส่วนเกี่ยวข้องในการบริหาร และปฏิบัติงานสถานีวิทยุกระจายเสียงในกรุงเทพมหานครและส่วนภูมิภาค จากสถานีวิทยุกระจายเสียงของกรมประชาสัมพันธ์ 5 คน ของกองทัพบก 5 คน และของ อสมท 5 คน และผู้ฟังรายการวิทยุกระจายเสียงแบบมีส่วนร่วมและรับฟังเป็นประจํา 8 คน เครื่องมือที่ใช้คือ แบบสัมภาษณ์เชิงลึก แบบการสนทนากลุ่ม และวิเคราะห์ข้อมูลโดยการสร้างข้อสรุป ผลการวิจัย พบว่า 1) สถานการณ์แวดล้อมมีผลต่อการบริหารกิจการวิทยุกระจายเสียงโดยแรงผลักดันทาง การเมืองและกฎหมายทําให้สถานีวิทยุกระจายเสียงยกเลิกรูปแบบการดําเนินกิจการแบบสัมปทาน เปลี่ยนเป็นดําเนินการด้วยตนเอง และร่วมดําเนินการกับเอกชนหลายรายในหนึ่งสถานี กฎหมายลิขสิทธิ์ทําให้สถานีวิทยุกระจายเสียงมีต้นทุนการผลิตรายการสูงขึ้น แรงผลักดันทางเศรษฐกิจทําให้สถานีวิทยุกระจายเสียงประเภทบริการธุรกิจสร้างกิจกรรมเพื่อหารายได้เพิ่มแรงผลักดันทางเทคโนโลยีทําให้สถานีวิทยุกระจายเสียงใช้ช่องทางเผยแพร่รายการทางออนไลน์ควบคู่กับทางออนแอร์ แรงผลักดันทางพฤติกรรมผู้บริโภคสื่อทําให้สถานีวิทยุกระจายเสียงที่ผลิตรายการสําหรับวัยรุ่นปิดตัว ปรับเปลี่ยนไปผลิตรายการบนออนไลน์ ตามพฤติกรรมการรับสื่อของกลุ่มเป้าหมาย 2) รูปแบบการบริหารกิจการวิทยุ (1) ด้านองค์กรมีวัตถุประสงค์การประกอบกิจการของสถานีวิทยุกระจายเสียงเป็นไปตามพันธกิจขององค์กรต้นสังกัด โดยมีเป้าหมาย เพื่อเผยแพร่เนื้อหาสาระที่ผลิตขึ้นให้เข้าถึงผู้รับสารจํานวนมากที่สุด (2) ด้านโครงสร้างองค์กรได้ออกแบบสําหรับสื่อดั้งเดิม ใช้วิธีมอบหมายงานเพิ่มเติมให้บุคลากรผลิตรายการทางออนไลน์ (3) ด้านรายการสถานีวิทยุกระจายเสียงในส่วนภูมิภาคมี รายการหลากหลายรูปแบบออกอากาศต่อเนื่องกัน ส่วนสถานีสถานีวิทยุกระจายเสียงในกรุงเทพมหานคร ส่วนใหญ่เสนอ รายการลักษณะเดียวต่อเนื่องทั้งผังรายการ ที่มาของรายการมี 3 ประเภท คือ ผลิตเอง มีผู้ร่วมผลิต และเชื่อมโยงสัญญาณรายการจากสถานีอื่น ข่าวหลักของสถานีผลิตโดยหน่วยงานข่าวขององค์กรต้นสังกัด (4) ด้านรายได้ มาจากการจัดสรรงบประมาณ ภาครัฐ บริษัทร่วมผลิตรายการ การให้เช่าเวลารายย่อย การขายโฆษณา และการขายกิจกรรมให้กับผู้ฟัง มีการสร้างรูปแบบการขายบนออนแอร์ การขายกิจกรรม และขายบนออนไลน์ (5) ด้านเทคโนโลยีมีการใช้เทคโนโลยีส่งเสริมให้ผู้ฟังเข้าถึงเนื้อหา ฟังซํ้า และเผยแพร่กิจกรรม โดยใช้เว็บไซต์ แอปพลิเคชัน เฟซบุ๊ก และยูทูบ 3) แนวทางการพัฒนารูปแบบการบริหาร สถานีวิทยุกระจายเสียงต้องปรับโครงสร้างกลุ่มงาน ให้รองรับการผลิตสื่อใหม่ เพิ่มทักษะบุคลากรให้มีทักษะที่หลากหลาย ปรับปรุง กฎระเบียบให้เอื้อต่อการแข่งขัน ผลิตรายการเนื้อหาเฉพาะกลุ่มโดยสถานีวิทยุกระจายเสียงเป็นเจ้าของลิขสิทธิ์เอง พัฒนาช่องทางรายได้ทั้งออนแอร์ กิจกรรม และออนไลน์ โดยสถานีวิทยุกระจายเสียงของกรมประชาสัมพันธ์ และของกองทัพบก ต้องพัฒนารูปแบบไปสู่การเป็นผู้ผลิตเนื้อหาบริการสาธารณะทั้ง เสียง ภาพเคลื่อนไหว ภาพนิ่ง และตัวอักษร กําหนดกลุ่มเป้าหมายแบบเฉพาะเจาะจง และเผยแพร่เนื้อหาในหลากหลายช่องทาง ส่วนของ อสมท จะต้องพัฒนารูปแบบองค์กรไปสู่ การทําธุรกิจสื่อบนช่องทางออนไลน์เต็มรูปแบบ
The purpose of this research was to study the management of radio broadcasting organization regarding (1) Environmental situations (2) Management styles and (3) Management development approaches. This qualitative research applied in-depth interview and focus group discussions. A total of 2 3 key informants were purposely selected from managers and operators of radio stations in Bangkok and regional area. Purposive and snowball sampling methods were implemented. There were 5 participants from the radio station of the Public Relations Department, 5 participants from the Royal Thai Army, 5 participants from MCOT, and 8 regular listeners. The research instruments included in-depth interview forms and focus group discussions. Data analysis used inductive conclusion. The results showed that (1) The environmental situation affected the management of the radio broadcasting business. Politics and regulation caused the radio station to terminate the concession operation model and replaced by self-operation or mutual operation with other private organizations. Copyright law pushed for higher production costs. The economic pressure caused the radio business to create more services to earn more revenue. The technological thrust has made the radio station use online together with on-air distributions. The change in consumers’ behavior caused the station to produce online programs for more specific target groups. (2) According to management styles, the results found that the objectives of the radio station operation were in accordance with the mission and the goals of the organization; the organizational structure was basically designed for traditional media but produced additional online programs ; the regional radio stations continuously broadcast variety programs, while most stations in Bangkok adhered to radio station format; three types of radio programs consisted of self-produced, co-produced, and the linked radio programs from other stations; the main news programs were produced by the central stations; most stations’ revenue came from the government budget allocation, coproduction companies, time renting, advertising and events sales; new technology was used for audience to access the content, repeat listening, and promote other activities via websites, Facebook and YouTube. (3) According to Management development approaches, radio stations have to adjust the structure of working group to support the production of new media and increase personnel’s multitasking skills; revise rules to facilitate competition; produce content for a niche market; and increase their revenue streams. The Department of Public Relations and the Army's radio stations have to focus on niche audience and produce public service content in various platforms. MCOT has to become a full-scale online media business operator
