การวิจัยเชิงวิเคราะห์มีวัดถุประสงค์เพื่อศึกษา (1) คุณลักษณะส่วนบุคคล ความรู้ ความพยายามในการทำงาน การสนับสนุนทรัพยากรบริหาร และการดำเนินงานของพนักงาน เข้าหน้าที่ตามพระราชบัญญัติสถานประกอบการเพื่อสุขภาพ พ.ศ.2559 และ (2) อิทธิพลของคุณลักษณะส่วนบุคคล ความรู้ ความพยายามในการทำงาน และการสนับสนุนทรัพยากรบริหารที่มีต่อการดำเนินงานของพนักงานเจ้าหน้าที่ตามพระราชบัญญัติสถานประกอบการเพื่อสุขภาพ พ.ศ. 2559 ผลการศึกษาพบว่า (1) พนักงานเจ้าหน้าที่เป็นเพศหญิง ร้อยละ 68.1 มีอายุเฉลี่ย 39.29 สถานภาพสมรส ร้อยละ 63.9 ส่วนใหญ่จบปริญญาตรี รายได้เฉลี่ยต่อเดือนต่ำกว่า 25 ปฏิบัติงานในโรงพยาบาลส่งสริมสุขภาพตำบล/สถานีอนามั้ย ตำแหน่งนักวิชาการสาธารณสุข ระยะเวลาการทำงานสาธารณสุขอยู่ในช่วง 1-10 ปี ไม่มีสถานประกอบการในพื้นที่ และไม่เคยผ่าน การฝึกอบรม ความรู้ ความพยายามในการทำงาน และการสนับสนุนทรัพยากรบริหาร ภาพรวม และรายด้านอยู่ในระดับปานกลาง ผลการดำเนินงานตามพระราชบัญญัติสถานประกอบการเพื่อสุขภาพ พ.ศ.2559 ภาพรวมและรายด้านอยู่ในระดับปานกลาง และ (2) การสนับสนุนทรัพยากรบริหารเป็นตัวแปรตัวเดียวที่มีอิทธิพลต่อการดำเนินงานของพนักงานเจ้าหน้าที่ตามพระราชบัญญัติสถานประกอบการเพื่อสุขภาพ พ.ศ. 2559 โดยสามารถพยากรณ์ได้ร้อยละ 61.30
This analytical research aimed to: (1) identify personal characteristics, knowledge, working effort, administrative resource support and the implementation of competent officials; and (2) determine the influence of personal characteristics, knowledge, working effort, and resource support on the implementation of competent officials, both under the Health Business Establishments Act, B.E. 2559 (2016). The study involved 216 competent officials randomly selected from all 491 of such officials in Krabi province. Data were collected using a questionnaire with the reliability value of 0.94. The statistics used for data analysis were mean, percentage, standard deviation, and stepwise multiple regression analysis. The results revealed that: (1) Of all 216 respondents, 68.1% were female with a mean age of 39.29 years; 63.9% were married; most of them had completed a bachelor's degree; had a monthly income less than 25,000 baht, and had worked as a public health technical officer at a sub-district health promoting hospital or a health center for 1–10 years. There were no health business establishments in their designated areas; and they had never been trained in this matter. Their knowledge, working effort and resource support, overall and aspect-specific, were at a moderate level. The levels of the Act’s implementation, overall and aspect-specific, were also at a moderate level; and (2) Resource support was the only variable that influenced the implementation of competent officials under the Act with a predictive power of 61.30 percent
