Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาทสมาชิกสภาเทศบาลกับการเสริมสร้าง
การมีส่วนร่วมทางการเมืองการปกครองท้องถิ่นของประชาชนในเขตเทศบาลตำบล เชียงคานอำเภอเชียงคาน จังหวัดเลย (2) ศึกษาปัญหาอุปสรรคในการเสริมสร้างและส่งเสริมการมีส่วนร่วมทางการเมืองการปกครองท้องถิ่นของประชาชน (3) เสนอแนะแนวทางแก้ไขปัญหาอุปสรรคในการแสดงบทบาทสมาชิกสภาเทศบาลกับการเสริมสร้างการมีส่วนร่วมทางการเมืองการปกครองท้องถิ่นของประชาชนแก่สมาชิกสภาเทศบาลตำบลเชียงคานและสมาชิกสภาท้องถิ่นอื่น การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยการศึกษาจากเอกสาร และการสัมภาษณ์เชิงลึก กลุ่มตัวอย่างใช้การเลือกแบบเจาะจง จำนวนทั้งสิ้น 15 คน ได้แก่ สมาชิกสภาเทศบาล คณะผู้บริหาร ผู้นำชุมชน พนักงานเทศบาล และประชาชนผู้มีสิทธิเลือกตั้งในเขตเทศบาลตำบลเชียงคาน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาและบรรยายเชิงพรรณนา ผลการวิจัยพบว่า (1) บทบาทของสมาชิกสภาเทศบาลตำบลเชียงคานในการเสริมสร้าง การมีส่วนร่วมทางการเมืองการปกครองท้องถิ่นของประชาชน ได้แก่ รับฟังความคิดเห็นของประชาชน เปิดให้ประชาชนเข้าร่วมรับฟังการประชุมสภาเทศบาลให้ความรู้เกี่ยวกับการจัดทำร่างเทศบัญญัติหรือให้ข้อมูลเกี่ยวกับกระบวนการพิจารณาแก่ประชาชน ประชาสัมพันธ์ผลการดำเนินงานให้แก่ประชาชนได้รับทราบข้อมูลข่าวสาร และกระตุ้นให้ประชาชนตระหนักถึงศักยภาพของประชาชนและการมีจิตสาธารณะร่วมทำงานกับชุมชน (2) ปัญหาอุปสรรค ได้แก่ สมาชิกสภา
เทศบาลตำบลเชียงคานขาดความรู้และไม่ทราบบทบาทของตนเอง (3) ข้อเสนอแนะ ได้แก่ ควรมีการจัดอบรม สัมมนาให้ความรู้เกี่ยวกับกฎหมายที่เกี่ยวข้องกับบทบาทสมาชิกสภาเทศบาลกับการเสริมสร้างการมีส่วนร่วมทางการเมืองการปกครองท้องถิ่นของประชาชน และระเบียบฯ กฎหมายในการปฏิบัติหน้าที่ของพนักงานเทศบาลให้มากขึ้น
This research aims to study the roles of members of the municipal council in promoting political participation of the local people in Chiangkhan Sub-district Administrative Organization, Chiangkhan district, Loei province. And this research employs a qualitative method based on 15 samples of interview. The research result shows: firstly, the key roles of members of the municipal council in promoting the political participation include being attentive to the public opinion, allowing the public to observe to council municipality meeting, making available knowledge of local regulations, provide information about council’s performance, and encouraging the local public to work with the council and communities. Secondly, the key challenges include the lack of awareness of the members of the municipal council of their roles. Thirdly, the key recommendation include making available trainings or seminars to raise awareness of the role of council members, law and regulations, promoting public participation, and strengthening law and regulations concerning municipality officers
