Abstract
โครงการก่อสร้างรถไฟฟ้านั้นเป็นโครงการก่อสร้างระบบคมนาคมขนาดใหญ่ และใช้บุคลากรสายงานต่าง ๆ ที่เกี่ยวข้องจำนวนมาก ทั้งยังตั้งอยู่ในกลางเมืองของกรุงเทพมหานคร มีการใช้เครื่องมือ เครื่องจักรกลหนัก ซึ่งอาจก่อให้เกิดอุบัติเหตุ และอันตรายต่อสุขภาพอนามัยของพนักงานในโครงการ และประชาชนในพื้นที่ใกล้เคียงได้ การศึกษานี้จึงมีวัตถุประสงค์เพื่อจัดทำคู่มือการจัดการด้านอาชีวอนามัยและความปลอดภัยสําหรับงานวางรางรถไฟฟ้าสายสีส้มตะวันออก เพื่อเป็นแนวทางในการลดอุบัติเหตุและความสูญเสียภายในโครงการวิธีดำเนินการศึกษาครั้งนี้เป็นการศึกษาและเก็บรวบรวมข้อมูลด้านอาชีวอนามัยและความปลอดภัยในการทํางานก่อสร้าง และขั้นตอนปฏิบัติงานด้านวิศวกรรมระบบรางรถไฟฟ้ากฎหมายและมาตรฐานที่เกี่ยวข้อง วรรณกรรมที่เกี่ยวข้อง การวิเคราะห์งานเพื่อความปลอดภัยในแต่ละขั้นตอนการทํางาน การสัมภาษณ์พนักงานระดับต่าง ๆ ภายในโครงการนำมาจัดทำเป็นคู่มือก่อนจะทำการตรวจสอบเนื้อหาความถูกต้องของคู่มือโดยผู้ทรงคุณวุฒิที่มีประสบการณ์ในงานที่เกี่ยวข้อง จํานวน 3 ท่าน รวมถึงผู้ใช้งานภายในโครงการ จำนวน 3 ท่าน และปรับปรุงเนื้อหาให้นําไปใช้งานได้จริงอย่างมีประสิทธิภาพตรงตามความวัตถุประสงค์ที่ได้กําหนดไว้ คู่มือการจัดการด้านอาชีวอนามัยและความปลอดภัยสําหรับงานวางรางรถไฟฟ้าสายสีส้มตะวันออก มีเนื้อหาทั้งหมด 6 บท ประกอบด้วย 1)โครงสร้างองค์กรและหน้าที่ด้านอาชีวอนามัยและความปลอดภัยในการทำงาน 2) ข้อปฏิบัติโดยทั่วไปด้านอาชีวอนามัยและความปลอดภัย 3) การวิเคราะห์งานเพื่อความปลอดภัย 4) แนวทางการจัดการงานด้านอาชีวอนามัยและความปลอดภัย และ 5) การปฐมพยาบาลเบื้องต้น และแนวปฏิบัติเมื่อเกิดอุบัติเหตุ อัคคีภัย หรือภาวะฉุกเฉิน
Mass Rapid Transit (MRT) systeniis a transportation megaproject that needs personnel from various fields. As it is located in downtown Bangkok and requires heavy construction machines which possibly cause accidents and health hazards to workers, this study thus aimed to prepare a manual on occupational health and safety management for track works of the MRT Orange Line (East) as a guideline for accident and loss reduction under the project. The study involved the collection of data, information on occupational health and safety for track construction, track system engineering practices as well as relevant laws, standards and literature, job safety analysis and interviews with employees of the project. Based on such data or information, a draft manual was prepared. Then the draft manual’s content validity was verified by three experts with relevant experiences and three users. Eventually, the manual was finalized for it to be efficiently used accordance with the desired objective. The manual on occupational health and safety management for track works of the MRT Orange Line (East) contains five chapters as follows: (1) organization structure and occupational health and safety, (2) general practices for occupational health and safety, (3) job safety analysis; (4) guidelines on occupational health and safety management; and (5) first aid and practices for accidents, fires and emergencies
