Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นของประชาชนต่อบริการภายใต้หลักประกันสุขภาพถ้วนหน้าของ โรงพยาบาลพระมงกุฎเกล้า โรงพยาบาลสมเด็จพระปิ่นเกล้า และ โรงพยาบาลภูมิพลอดุลยเดช (2) เปรียบเทียบความคิดเห็นของประชาชน ต่อการให้บริการหลักประกันสุขภาพถ้วนหน้าของ โรงพยาบาลพระมงกุฎเกล้า โรงพยาบาลสมเด็จพระปิ่นเกล้า และโรงพยาบาลภูมิพลอดุลยเดช (3) ค้นหาปัญหาที่ประชาชนพบและเสนอแนวทางแก้ไข
กลุ่มตัวอย่างที่ใช้ในการศึกษา เป็นตัวแทนของผู้ใช้บริการในโรงพยาบาลทหาร มีจำนวนรวม 1200 ตัวอย่าง แบ่งเป็นผู้ใช้บริการในโรงพยาบาลพระมงกุฎเกล้า โรงพยาบาลสมเด็จพระปิ่นเกล้าและโรงพยาบาลภูมิพลอดุลยเดช โรงพยาบาลละ 400 ตัวอย่าง เครื่องมือที่ใช้ในการรวบรวมข้อมูล คือแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานการวิเคราะห์ค่า t และ การวิเคราะห์ความแปรปรวน ผลการวิจัยพบว่าค่าเฉลี่ยระดับความคิดเห็นของประชาชนต่อบริการหลักประกันสุขภาพถ้วนหน้าในโรงพยาบาลทหาร เท่ากับ 4.26 กลุ่มตัวอย่างส่วนใหญ่มีความคิดเห็นต่อการให้บริการภายใต้โครงการหลักประกันสุขภาพล้วนหน้าของโรงพยาบาลทหาร ในระดับมาก เมื่อเปรียบเทียบความคิดเห็นจำแนกตามรายโรงพยาบาล ในแต่ละประเด็นหลัก พบว่า ในด้านอุปกรณ์อาคารและสถานที่ผู้ใช้บริการในโรงพยาบาลพระมงกุฎเกล้า และโรงพยาบาลสมเด็จพระปิ่นเกล้า ส่วนใหญ่มีความเห็นในระดับมากที่สุดส่วนในโรงพยาบาลภูมิพลอกุลยเดชผู้ใช้บริการมีความเห็นในระดับมากในด้านบุกลากรผู้ให้บริการและด้านขีดความสามารถในการให้บริการ ผู้ใช้บริการส่วนใหญ่ของทั้งสามโรงพยาบาล มีความคิดเห็นในระดับมาก ในด้านข้อมูลข่าวสาร ผู้ใช้บริการในโรงพยาบาลพระมงกุฎเกล้าและโรงพยาบาลสมเด็จพระปิ่นเกล้า ส่วนใหญ่ มีความคิดเห็นในระดับมากที่สุด ส่วนในโรงพยาบาล ภูมิพลอดุลยเดชผ้ใช้บริการส่วนใหญ่มีความคิดเห็นในระดับมากจากผลการวิจัยมีข้อเสนอแนะ คือ โรงพยาบาลทหาร และหน่วยงานที่เกี่ยวข้อง ควรนำข้อเสนอแนะของประชาชนในด้านต่างๆ ไปปรับปรุงการบริการให้เป็นที่พอใจของประชาชนยิ่งขึ้น
This study examined three folds: 1) the public opinion toward the services under the Universal Healthcare Coverage Policy for Thai people at Phramongkutklao Hospital, Somdejphrapinklao Hospital and Bhumipholadulyadej Hospital. 2) the comparison on opinions of people in general regarding the services received at the above-mentioned hospitals 3) the search of causes and solutions the public found. The samples studied were 1,200 recipients taking services offered at the military hospitals: 400 of them at each hospital. The research instrument was questionnaires. The statistics used included percentile, means, the standard of deviation, T Test, one way analysis variance (ANOVA) The research result showed that the average level of people opinion on the universal healthcare coverage policy of Thailand in military hospitals equals 4.25 Majority of samples perceived the services received from military hospitals at high level. When compared the opinions classified by hospital, opinion on equipment, buildings and locations of Phramongkutklao and Somdejphrapinklao hospitals were at highest level while opinion on Bhumipoladulyadej hospital was at high level. Regarding the services and the competencies of the personnel, all of three hospitals were perceived as high level. As for management of information system, the services at Phramongkutklao hospital and Somdejphrapinklao hospital were at the highest level while Bhumipholadulyadej hospital was at high level. It was recommended that all three Military hospitals and the involved organizations should bring into consideration all aspects of people suggestions proposed in the research and improve the services accordingly, so consequently more satisfaction on services could be met.
