Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาเกี่ยวกับการบริหารจัดการด้านการให้บริการเพื่อการจัดเก็บรายได้ขององค์การบริหารส่วนตำบลหนองเพรางาย อำเภอไทรน้อย จังหวัดนนทบุรี (2) การพัฒนาการบริหารจัดการด้านการให้บริการเพื่อการจัดเก็บรายได้ขององค์การบริหารส่วนตำบลหนองเพรางาย และ (3) ปัจจัยภายในและปัจจัยภายนอกที่มีส่วนสำคัญทาให้การพัฒนาการบริหารจัดการด้านการให้บริการเพื่อการจัดเก็บรายได้ขององค์การบริหารส่วนตำบลหนองเพรางายประสบผลสำเร็จ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.95 สำหรับกลุ่มตัวอย่าง ได้แก่ ประชาชนที่อยู่ในเขตพื้นที่ขององค์การบริหารส่วนตำบลหนองเพรางาย จำนวน 1,082 คน เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 970 ชุด คิดเป็นร้อยละ 89.65 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที รวมถึงการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญด้วย ผลการศึกษาพบว่า กลุ่มตัวอย่างเห็นด้วย (1) ปัญหาที่สำคัญ คือ องค์การบริหารส่วนตำบลหนองเพรางาย ไม่ให้ความสำคัญในการพัฒนาบุคลากรด้านการให้บริการเพื่อการจัดเก็บรายได้ขององค์การบริหารส่วนตำบล (2) การพัฒนาที่สำคัญ คือ ผู้บริหารทุกระดับควรให้ความสำคัญในการพัฒนาบุคลากร เช่น การจัดให้บุคลากรเข้ารับการฝึกอบรมอย่างน้อยปีละครั้ง และ (3) ปัจจัยภายในและปัจจัยภายนอกที่มีส่วนสำคัญทาให้การพัฒนาการบริหารจัดการด้านการให้บริการเพื่อการจัดเก็บรายได้ประสบผลสำเร็จ ตามลำดับ ได้แก่ การที่บุคลากรมีความรู้ความสามารถ และการนาเทคโนโลยีสมัยใหม่ เช่น คอมพิวเตอร์ มาปรับใช้ในการให้บริการเพื่อการจัดเก็บรายได้อย่างต่อเนื่อง
The main objectives of this study were to study (1) problems which related to the management administration regarding services of the income collection of the Nongpraongay Subdistrict Administrative Organization in Sainoi District of Nonthaburi Province, (2) development of management administration regarding services of the income collection of the Nongpraongay Subdistrict Administrative Organization, and (3) internal and external factors taking important parts of the success of the development of management administration regarding services of the income collection of the Nongpraongay Subdistrict Administrative Organization. This study was a survey research using questionnaires. The questionnaires were being pre-tested including validity and 0.95 level of reliability checks. The samples consisted of 1,082 people in the areas of the Nongpraongay Subdistrict Administrative Organization. The amount of field data return was 970 sets of questionnaire, equal to 89.65% of the total samples. Statistics used for data analysis were percentage, arithmetic mean, standard deviation, and t-test. In-dept interview of experts was also applied. The study results showed that (1) the main problem was the Nongpraongay Subdistrict Administrative Organization’s insufficient emphasis on the development of officers regarding services of the income collection; (2) the main development was the executives at all levels should emphasize on the development of officers, such as providing training the officers in services at least once a year; and (3) the main internal and external factors taking important parts of the success of the development of management administration regarding services of the income collection respectively was the officers’ knowledge and capabilities including the continuous applying modern technology, such as computers, in services of the income collection.
