การถ่ายโอนอำนาจให้แก่องค์กรปกครองส่วนท้องถิ่น : กรณีศึกษาองค์การบริหารส่วนตำบลในจังหวัดอุบลราชธานี

Abstract

การศึกษาวิจัย ครั้งนื้มีวัตถุประสงค์เพื่อ (1) ศึกษาความก้าวหน้าในการถ่ายโอนอำนาจให้แก่องค์กรปกครองส่วนท้องถิ่น (2) ศึกษาปัญหาและสาเหตุของปัญหาในการถ่ายโอนอำนาจให้แก่องค์กรปกครองส่วนท้องถิ่น (3) เพื่อแสวงหาแนวทางแก้ไขปัญหาในการถ่ายโอนอำนาจให้แก่องค์กรปกครองส่วนท้องถิ่นกลุ่มตัวอย่างในการวิจัยประกอบด้วยองค์การบริหารส่วนตำบลขนาดใหญ่ ขนาดกลางและขนาดเล็ก ขนาดละ 1 แห่ง เครื่องมือที่ใช้ในการวิจัยประกอบด้วย แบบสำรวจ แบบสัมภาษณ์แบบบันทึกภาคสนาม และแบบโครงสร้างการสนทนากลุ่ม การวิเคราะห์ข้อมูลใช้วิธีการวิเคราะห์ข้อมูลเชิงพรรณนา การวิเคราะห์เนื้อหา และการวิเคราะห์สรุปอุปนัย ผลการวิจัยพบว่า (1) องค์การบริหารส่วนตำบลรับโอนภารกิจมาน้อยกว่าจำนวนภารกิจที่ได้มีการโอนถ่ายให้องค์กรปกครองส่วนท้องถิ่นเป็นอย่างมาก ซึ่งทำให้เกิดปัญหาในการจัดบริการสาธารณะ (2) สาเหตุหลักของปัญหาในการถ่ายโอนอำนาจเกิดจากความเข้าใจที่คลาดเคลื่อน อันเป็นผลมาจากความไม่ชัดเจนในการถ่ายโอน นอกจากนั้น ยังมีปัญหาในด้านการบริหารจัดการด้านบุคลากรและด้านงบประมาณ (3) แนวทางแก้ไขปัญหาในการถ่ายโอนอำนาจให้แก่องค์กรปกครองส่วนท้องถิ่น คือ การทำความเข้าใจให้ชัดเจนในเรื่องภารกิจที่องค์กรปกครองส่วนท้องถิ่นจะต้องเป็นผู้รับผิดชอบ การกำหนดนโยบายและแผนในการรองรับภารกิจถ่ายโอนอย่างชัดเจน รวมทั้งการถ่ายโอนบุคลากรและงบประมาณให้เหมาะสมและเพียงพอต่อการดำเนินภารกิจถ่ายโอน

The purposes of this study were to (1) study the progress of authority transfer to local administrative organizations (2) study problems and causes of problems in authority transferring to local administrative organizations (3) search for appropriate approaches to solve the problems. The samples consisted of 3 Subdistrict Administrative Organizations (SAOs) in large, middle and small sizes. The instruments used were survey form, interview form, observation form and focus group structure. Data were analyzed by using descriptive analysis, content analysis and inductive analysis. The study revealed that (1) The SAOs received transferred tasks much less than the total tasks transferred by central and provincial administrations and caused problems in public services. (2) The main cause of these problems was misunderstanding on the matter of tasks transferring among organizations. Moreover, there were problems of administration, human resources and budget. (3) The recommended approaches to solve the problems were to a clear understanding about the authority transfer between central, provincial and local organizations soulb be make; settle policies and plans to support the authorities transfer; transfer proper and adequate amount of officials and budget to manage the transferred tasks.
