Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการจัดการทรัพยากรมนุษย์ของวิสาหกิจขนาดกลางและขนาดย่อมในอำเภอฝางและอำเภอแม่อาย จังหวัดเชียงใหม่ (2) เปรียบเทียบการจัดการทรัพยากรมนุษย์ของวิสาหกิจขนาดกลางและขนาดย่อมในอำเภอฝางและอำเภอแม่อาย จังหวัดเชียงใหม่ จำแนกตามลักษณะทั่วไปของวิสาหกิจ และ (3) เสนอแนะแนวทางการพัฒนาการจัดการทรัพยากรมนุษย์ของวิสาหกิจขนาดกลางและขนาดย่อมในอำเภอฝางและอำเภอแม่อาย จังหวัดเชียงใหม่ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ใช้ในการศึกษาเป็นวิสาหกิจขนาดกลางและขนาดย่อมในอำเภอฝางและอำเภอแม่อาย จังหวัดเชียงใหม่ จำนวน 2,797 ราย กำหนดกลุ่มตัวอย่างด้วยการคำนวณโดยการสุ่มตัวอย่างแบบหลายขั้นตอนได้จำนวนทั้งสิ้น 350 ราย โดยเจ้าของกิจการหรือผู้บริหารที่รับผิดชอบด้านการจัดการทรัพยากรมนุษย์เป็นผู้ให้ข้อมูล เครื่องมือที่ใช้เป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการทดสอบด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด ผลการศึกษาพบว่า (1) การจัดการทรัพยากรมนุษย์ของวิสาหกิจขนาดกลางและขนาดย่อมใน อำเภอฝางและอำเภอแม่อาย จังหวัดเชียงใหม่ โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้านพบว่า ด้านที่อยูในระดับมากคือ ด้านการคัดเลือกทรัพยากรมนุษย์ ด้านการสรรหาทรัพยากรมนุษย์ ด้านพนักงานและแรงงานสัมพันธ์ ด้านการจ่ายค่าตอบแทนและผลประโยชน์อื่น และด้านที่อยู่ในระดับปานกลางคือด้านการวางแผนทรัพยากรมนุษย์ ด้านการฝึกอบรมและพัฒนาทรัพยากรมนุษย์ ด้านการประเมินผลการปฏิบัติงาน ด้านความปลอดภัยและสุขภาพ ตามลำดับ (2) วิสาหกิจขนาดกลางและขนาดย่อมที่มีลักษณะทั่วไปของวิสาหกิจ ได้แก่ ลักษณะการจัดตั้งวิสาหกิจ ระยะเวลาในการดำเนินธุรกิจ ยอดขาย/รายได้เฉลี่ยต่อปี จำนวนพนักงาน ประเภทวิสาหกิจ ที่แตกต่างกัน มีการจัดการทรัพยากรมนุษย์แตกต่างกันทุกด้านอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และ (3) วิสาหกิจขนาดกลางและขนาดย่อมควรพัฒนาการจัดการทรัพยากรมนุษย์ด้านต่างๆ ที่สาคัญ ได้แก่ ด้านความปลอดภัยและสุขภาพโดยจัดกิจกรรมส่งเสริมสุขภาพอนามัยบุคลากร และด้านการประเมินผลการปฏิบัติงานโดยจัดทำเครื่องมือเพื่อการประเมินผล
This study aimed: (1) to study level of human resource management of small and medium enterprises in Fang and Mae Ai district, Chiang Mai province; (2) to compare human resource management of small and medium enterprises in Fang and Mae Ai district, Chiang Mai province by enterprises charactristics; and (3) to suggest way to improve human resource management of small and medium enterprises in Fang and Mae Ai district, Chiang Mai province. This study was a surrey research. The population consisted of 2,797 small and medium enterprises in Fang and Mae Ai district, Chiang Mai province. The sampling size of population was 350 enterprises by using multi-stage sampling. The questionnaires were employed to collect data from the entrepreneurs or human resource managers. The statistics used for data analysis were percentage, mean, standard deviation, t-test, One–way ANOVA, and Least Significant Difference. The results revealed that: (1) the human resource management of small and medium enterprises in Fang and Mae Ai district, Chiang Mai province was overall at a moderate level, with highest mean in selection, recruitment, staff and labor relation, compensation and benefits respectively. At a moderate level were planning, training and development, assessment, and safety and health respectively; (2) the general characteristics of medium and small enterprises were characteristic of enterprise establishment, time duration of running business, sale figures/average annual income, and staff number. Different types of enterprises had different human resources management, with a statistical significance at the level of 0.05; and (3) small and medium enterprises should develop the human resource management style in the areas of safety and health by organizing activities to promote good health for employees and providing efficiency of assessment process.
