Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความคิดเห็นเกี่ยวกับระดับสมรรถนะหลักในการปฏิบัติงานด้านสารบบคดีอิเล็กทรอนิกส์ของบุคลากร สำนักงานอัยการสูงสุดในพื้นที่จังหวัดอุดรธานี (2) ศึกษาความคิดเห็นเกี่ยวกับระดับผลสัมฤทธิ์ในการปฏิบัติงานด้านสารบบคดีอิเล็กทรอนิกส์ของบุคลากร สำนักงานอัยการสูงสุด ในพื้นที่จังหวัดอุดรธานี (3) ศึกษาความสัมพันธ์ระหว่างสมรรถนะหลักกับผลสัมฤทธิ์ในการปฏิบัติงานด้านสารบบคดีอิเล็กทรอนิกส์ของบุคลากร สํานักงานอัยการสูงสุด ในพื้นที่จังหวัดอุดรธานี และ (4) เสนอแนะแนวทางการเสริมสร้างสมรรถนะหลักเพื่อเพิ่มประสิทธิภาพในการปฏิบัติงานด้านสารบบคดีอิเล็กทรอนิกส์ของบุคลากร สำนักงานอัยการสูงสุด ในพื้นที่จังหวัดอุดรธานี การศึกษาครั้งนี้เป็นการวิจัยเชิงปริมาณ ประชากร คือ บุคลากรสำนักงานอัยการการสูงสุดในพื้นที่จังหวัดอุดรธานี จำนวน 6 สำนักงาน ทั้งสิ้น 285 คน โดยกำหนดขนาดกลุ่มตัวอย่างจากการใช้สูตรของทาโร ยามาเน ได้ตัวอย่างจำนวน 167 คน สุ่มตัวอย่างแบบขั้นภูมิแบ่งสัดส่วนและบังเอิญ เครื่องมือที่ใช้ คือ แบบสอบถามแบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูลประกอบด้วยค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบียงเบนมาตรฐาน และการวิเคราะห์ค่าสหสัมพันธ์ของเพียร์สัน ผลการศึกษาพบว่า (1) ความคิดเห็นเกี่ยวกับระดับสมรรถนะหลักในการปฏิบัติงานด้านสารบบคดีอิเล็กทรอนิกส์ของบุคลากร สำนักงานอัยการสูงสุด ในพื้นที่จังหวัดอุดรธานี ในภาพรวมอยู่ในระดับมากที่สุด (2) ความคิดเห็นเกี่ยวกับระดับผลสัมฤทธิ์ในการปฏิบัติงานด้านสารบบคดีอิเล็กทรอนิกส์ของบุคลากร สำนักงานอัยการสูงสุด ในพื้นที่จังหวัดอุดรธานี ในภาพรวมอยู่ในระดับมากที่สุด (3) สมรรถนะหลักมีความสัมพันธ์กับผลสัมฤทธิ์ในการปฏิบัติงานด้านสารบบคดีอิเล็กทรอนิกส์ของบุคลากร สำนักงานอัยการสูงสุด ในพื้นที่จังหวัดอุดรธานี ในเชิงบวกในระดับปานกลางอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และ (4) ข้อเสนอแนะ ควรพัฒนาสมรรถนะหลักของบุคลากรทั้งโดยองค์การและแบบรายบุคคล โดยเฉพาะการฝึกอบรมเพิ่มพูนความรู้ความสามารถด้านการใช้เทคโนโลยีดิจิทัล เพื่อให้ก้าวทันต่อสภาวการณ์ของโลกที่มีการพัฒนาและเปลี่ยนแปลงอันจะช่วยอำนวยความสะดวกในการปฏิบัติงาน และนำพาองค์การขับเคลื่อนไปสู่องค์การที่มีสมรรถนะสูง
The objectives of this study were (1) to study opinion on core competencies relating electronic case directory performance achievement of the personnel of the Attorney General's Office in Udon Thani Province (2) to study opinion on performance achievement level relating electronic case directory of the Personnel of Attorney General's Office in Udon Thani Province (3) to study the relationship between core competency and performance achievement level relating electronic case directory of the Personnel of Attorney General's Office in Udon Thani Province; and (4) to recommend guidelines for encouraging core competency for improving achievement performance level relating electronic case directory of the Personnel of Attorney General's Office in Udon Thani Province. This study was a quantitative research. The population was official from 6 offices under the Attorney General's Office in Udon Thani Province, totally 285 officials. Sample size was calculated by using Taro Yamane formulation method and obtained 167 samples with stratified random and accidental sampling methods. The research instrument was a structured-questionnaire. The statistics employed for data analysis comprised of frequency, percentage, mean, standard deviation, and Pearson's product moment correlation coefficient. The findings showed that (1) an overview of opinion on core competencies relating electronic case directory performance achievement of the personnel of the Attorney General's Office in Udon Thani Province was at the highest level (2) an overview of opinion on performance achievement level relating electronic case directory of the Personnel of Attorney General's Office in Udon Thani Province was at the highest level (3) core competency had correlated positively at moderate level with electronic case directory performance achievement of the personnel of the Attorney General's Office in Udon Thani Province at statistically significant at 0.01 level; and (4) the recommendations were there should develop core competency provided by the organization and individual, especially on digital technology to be ready for the changing of the global which will facilitate the implementation and drive to be high performance organization.
